RECOMMENDATION
Recommendation of the City Manager that City Council:

1. Adopt a California Environmental Quality Act (CEQA) categorical exemption pursuant to Guidelines Section 15060(C)(3) – General Rule; and

2. Adopt a RESOLUTION declaring that the City-owned vacant properties identified as Assessor’s Parcel Numbers (APNs) 7352-006-905 and 7352-006-901 qualify as exempt surplus land pursuant to the California Surplus Land Act (California Government Code Section 54221 et seq.); and

3. FUNDING
None required.

DISCUSSION
The City of Torrance (City) is the fee owner of two City-owned vacant parcels located on the 2200 block of Del Amo Boulevard – (1) a parcel consisting of approximately One Thousand Nine Hundred and Thirty-Two (1,932) square feet, identified as APN: 7352-006-905 and (2) a separate parcel consisting of approximately Three Thousand Six Hundred and Eighty-Three (3,683) square feet, identified as APN: 7352-006-901. The Subject Property (APN 7352-006-905) is situated between two privately-owned single-family residential properties and has frontage along Del Amo Boulevard. The second parcel (APN 7352-006-901) is a narrow strip of land located to the rear of multiple residential properties and is not proposed for disposition at this time. 1 City Council

The Subject Property is vacant and improved only with perimeter fencing. The City has determined that the Subject Property is not necessary for current or future municipal use and is suitable for disposition. The adjoining property owner, Jeffrey and Vanessa Rodriguez (“Buyer”), who owns the residential parcel directly east of the Subject Property, submitted an offer to purchase the Subject Property for the purpose of consolidating it with their existing property to create a single lot. This consolidation would eliminate an isolated remnant parcel, transfer responsibility for maintenance and liability to a private owner and return the Subject Property to the local tax rolls.

On October 31, 2025, the City found and determined that the Subject Property qualifies as “exempt surplus land” pursuant to Government Code Section 54221(f)(1)(B) because it is less than one-half acre in area and is not contiguous to land owned by a state or local agency that is used for open space or low- and moderate-income housing purposes. Consistent with Government Code Section 54221(b), the City provided notice of exemption to all entities identified in Government Code Section 54222, published the Notice of Exemption in the Daily Breeze , and provided a thirty (30)-day public comment period. In addition, on December 4, 2025, the City transmitted notice via electronic and certified mail to local public agencies and certified housing sponsors. No objections were received that would preclude the City from proceeding with the disposition of the Subject Property.

The City has negotiated a Purchase and Sale Agreement with the Buyer for the sale of the Subject Property for a purchase price of Eighty Thousand Dollars ($80,000). Under the terms of the Agreement, the Subject Property will be conveyed to the Buyer on an “AS IS, WHERE IS” basis, without warranties or representations by the City, and all escrow costs, transfer taxes, and title insurance costs will be borne by the Buyer. The Agreement further requires the Buyer, at its sole cost and expense, to complete a lot tie and subsequent lot consolidation with the Buyer’s existing property within specified timeframes following the close of escrow, ensuring that the Subject Property is permanently merged and not conveyed as a separate lot in the future.

Staff is recommending that City Council approve of the proposed resolutions will allow the City to formally declare the Subject Properties as exempt surplus land and authorize execution of the Purchase and Sale Agreement, thereby effectuating the sale in a manner consistent with state law, City policy, and the terms negotiated in the Agreement. 2 City Council

ENVIRONMENTAL FINDINGS
The proposed actions to declare certain City-owned property as exempt surplus land under the California Surplus Land Act and to authorize execution of a Purchase and Sale Agreement for the sale of City-owned vacant property are categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15060(c)(3) (General Rule), in that the actions involve only the disposition of existing vacant property and do not authorize or result in any direct or reasonably foreseeable indirect physical change in the environment. No development, construction, or change in land use is approved as part of these actions, and any future development of the property would be subject to separate discretionary approvals and environmental review, as required.
