Date: January 27, 2026
To: Honorable Mayor and Members of the City Council
From: Michelle Ramirez, Community Development Director
By: Julia Smith, Senior Business Manager | [email protected] Subject: Community Development – Conduct Public Hearing on Development of the Annual Action Plan Covering Fiscal Year (FY) 2026-27. Expenditure: None.

RECOMMENDATION
Recommendation of the Community Development Director that City Council conduct a public hearing and take public testimony on the development of the Annual Action Plan covering the period beginning July 1, 2026 and ending June 30, 2027.

FUNDING
None required.

DISCUSSION
The City of Torrance (City) is a federal entitlement grant recipient of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S.

Department of Housing and Urban Development (HUD). As a condition of receiving these grants, the City must abide by HUD regulations, including the requirement to submit a Consolidated Plan every five years as well as an Annual Action Plan every year. The Consolidated Plan describes the jurisdiction’s community development priorities and multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions, and available resources. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

The City submitted the Consolidated Plan for Fiscal Year (FY) 2023-2027, therefore only the Action Plan is required for FY 2026-27. As part of the requirements of the Consolidated Plan process, the City is required to hold a public hearing prior to the development of the FY 2026-27 Action Plan to receive input from the City Council and community regarding the City’s housing and community development needs, including priority non-housing community development needs and affirmatively furthering fair housing.

1 CDBG Eligible Activities
CDBG funded activities must meet one of the following objectives: provide benefits to low or moderate-income persons, eliminate slum or blighted conditions, or address an urgent community development need that poses a serious and immediate threat to the health or welfare of the community.

CDBG funds may be used for the following activities:
 Acquisition of real property;
 Relocation and demolition;
 Rehabilitation of residential and non-residential structures  Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes;
 Public services, within certain limits;
 Activities relating to energy conservation and renewable energy resources; and  Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.

In FY 2025-26, CDBG funds were allocated to the Public Works Sidewalk Improvement for Disabled Accessibility Project. The City identifies areas where the sidewalk is either damaged or displaced, causing a non-continuous path of travel to anyone, including senior citizens and those with disabilities. The City then uses CDBG grant funds to address the accessibility issues by removing the barriers via the removal/replacement of damaged sidewalk. The City meets CDBG program criteria by focusing on improvements that target populations that are presumed to meet the income criteria, such as senior citizens and/or disabled persons.

HOME Eligible Activities
HOME funds may be used for the following activities:
 Provide incentives to develop and support affordable rental housing and homeownership affordability through the acquisition (including assistance to homebuyers), new construction, reconstruction, or rehabilitation of non-luxury housing with suitable amenities, including real property acquisition, site improvements, conversion, demolition, and other expenses, including financing costs, relocation expenses of any displaced persons, families, businesses, or organizations;
 Provide tenant-based rental assistance, including security deposits;  Provide payment of reasonable administrative and planning costs; and  Provide for the payment of operating expenses of community housing development organizations.

The FY 2025-26 HOME funds were allocated to a future project for the creation of affordable housing. This project could include affordable housing development, rehabilitation, or acquisition.

Anticipated Funding
HUD is currently working on allocating CDBG and HOME funding awards for FY 2026-27 and has not yet announced the final amounts to participating communities. However, cuts to the CDBG and HOME program appear to be an ongoing discussion by Congress each year. While federal funding allocations have not yet been announced by HUD for FY 2026-27, staff anticipates the funding allocations will be similar to funding received in the current fiscal year. 2 City Council

1 For CDBG funds, staff anticipates receiving an allocation of $947,578 in FY 2026-27. Of the anticipated $947,578, no more than 20% (or $189,515.60) can be allocated towards administrative and program delivery activities and no more than 15% (or $142,136.70) can be used for social service activities. Although in the past, the City has selected to utilize the remaining 80% (or $758,062.40) of the funds towards a qualified Public Works project. Additionally, at least 70% of the funds must be used for low-to-moderate income activities.

For HOME funds, staff anticipates receiving an allocation of $418,701.85 in FY 2026-27. Of the anticipated $418,701.85, no more than 10% (or $41,870.19) can be allocated towards administrative and program delivery activities and 15% (or $62,805.28) must be allocated to a Community Housing Development Organization (CHDO) for the production of affordable housing.

The remainder 75% of the funds, which equates to $314,026.39, can be allocated to affordable housing activities. As Torrance is a higher income City, we are also subject to a 25% match on each HOME dollar spent, with the exception of administrative and CHDO funds.

To properly evaluate all proposed projects, it is recommended that the Council defer making any recommendations until the City has received confirmation of our funding allocations. All comments received during tonight’s public hearing along with staff recommendations will be incorporated into the creation of FY 2026-27 Annual Action Plan, which will be brought back at a later meeting date for the Council’s consideration and adoption.
