By: Jasun Botiller, Fleet Services Manager | [email protected] Subject: General Services – Approve Modification to Local Government Partnership Program Contract for Electric Vehicle Charging Stations. Expenditure: None.
RECOMMENDATION
Recommendation of the General Services Director that City Council approve a modification to the Local Government Partnership Program Contract (ML18069B), with South Coast Air Quality Management District of Diamond Bar, CA (C2019-016), for electric vehicle charging stations and to extend the term for an additional 6-month period beginning January 1, 2029, and ending June 30, 2029.
FUNDING
None required.
DISCUSSION
The South Coast Air Quality Management District (SCAQMD) and the City of Torrance previously executed contract ML18069 and modification ML18069A to procure and install nineteen (19) dual port Level II EV charging stations for City fleet use. Through this contract, the SCAQMD’s Mobile Source Air Pollution Reduction Review Committee (MSRC) will provide a grant of up to $87,400 for these chargers, which must remain in use for a minimum of three (3) years to meet funding requirements. The anticipated end date for this three year period is June 30, 2029.
In partnership with Southern California Edison, the City is currently constructing the infrastructure necessary to install the nineteen (19) dual port Level II chargers across two sites, with eight (8) at City Hall and eleven (11) at the City Yard. Due to various project constraints, including product availability and environmental review, the estimated completion of this work has changed from December 2025 to June 2026. At their November 20, 2025, meeting, the MSRC therefore approved the City’s request for a six-month extension. Accordingly, staff recommends that City Council approve a modification to the contract to extend the term for an additional 6-month period beginning January 1, 2029, and ending June 30, 2029.

1 MODIFICATION TO CONTRACT
This modification consists of 6 pages.
1. RECITALS
A. The South Coast Air Quality Management District (hereinafter " SCAQMD") and City of Torrance (hereinafter "CONTRACTOR") have previously executed a Contract No. ML18069 to procure four (4) heavy -duty near -zero emission vehicles and install six (6) limited access Level II charging stations; modified by Contract No. ML18069A to extend the Contract term and modify the work.
B. Shipping delays for their Level II chargers due to manufacturing constraints, along with pending soil sample laboratory results required for environmental review, have delayed the project schedule. As a result, the charging stations will not be completed b y the current milestone date of December 2025, but rather June 2026. Extending the termination date by six months from December 31, 2028 to June 30, 2029 will allow the CONTRACTOR the time needed to complete this project. At their November 20, 2025 meeting , the MSRC considered and approved the CONTRACTOR’s request. Therefore, a modification to this Contract is necessary to extend the date by which performance must be completed and modify the work.
2. MODIFICATION
The parties therefore agree to modify the existing Contract, at no additional cost to SCAQMD, as follows:
A. The term of this Contract is extended for an additional period commencing January 1, 2029 and terminating June 30, 2029.
B. Attachment 1B - Statement of Work, attached hereto and included herein by this reference, supersedes the original Statement of Work and any modifications thereof.
C. All other provisions of the above-referenced Contract shall remain in full force and effect.
