Re: 3475 Torrance Blvd. - CUP24-00028, DVP24-00004 Resubmission of Plans Dear Mr. Garcia and Ms. Allen,
The applicant 3475 Torrance LLC ("Applicant") is planning to re-submit the plans for the demolition of the existing building and construction of a new mixed-use development located at 3475 Torrance Boulevard ("Project").

On July 18, 2025, the City of Torrance ("City") Planning Commission found the Project exempt from the California Environmental Quality Act ("CEQA") pursuant to a Class 32 exemption and approved the Project. This Planning Commission's approval was later appealed by Supporters Alliance for Environmental Responsibility ("SAFER"). However, on August 19, 2025, the City Council denied SAFER's appeal and upheld the Planning Commission's approval of the Project.

Since the City decided to reconsider the Project approvals and in light of recent legislation, the Applicant intends to again submit the latest Project materials under the same conditional use and development permit. The Applicant intends to utilize the new CEQA exemption authorized by Assembly Bill ("AB") 130 and Public Resources Code ("PRC") Section 21080.66 for the Project.

The State legislature has expressly endorsed the use of AB 130's new CEQA exemption for projects with applications that have already been deemed complete. Specifically, PRC Section 21080.66(b)(1)(A)(ii) authorizes projects with applications that were deemed complete before July 1, 2026 to notify the applicable local government of the project's eligibility for the CEQA exemption, thereby triggering the tribal consultation process required under the exemption.

As set forth in Attachment 1, the Project meets all eligibility criteria to utilize the AB 130 CEQA exemption. Please therefore consider this letter our formal request for the City to process its application pursuant to the AB 130 statutory exemption. Accordingly, the City must initiate the tribal consultation process required under this exemption, subject to the timing requirements described in Attachment 1.
