The Transit Department applied for and was awarded funding for the following projects:

1. Acquisition of rubber-wheel trolleybuses for a new circulator service within the City of Torrance. This project includes the purchase of rubber-wheel trolleybuses that will be customized to have external designs that are replicas of the Pacific Electric Red Car;

2. Purchase of 20 expansion revenue buses (16 Compressed Natural Gas (CNG and 4 zero emission) for planned service enhancements.

3. Construction of a multi-level parking structure at the Mary K. Giordano Regional Transit Center in anticipation for future growth and service expansion in the region. 4. Purchase of 4 ADA equipped vehicles for a pilot microtransit service in efforts to enhance the Torrance Community Transit Program (TCTP).

5. Construction of a heavy-duty electric vehicle charging station. This project is related to the Fleet Modernization Project and the introduction of All-Electric Buses to the revenue fleet.

On September 27, 2022, Council approved Funding Agreements MR524.06, MR524.07, and MR524.08, and on October 25, 2022, Council approved Funding Agreements MR524.09 and MR524.10. Due to delays with the projects listed above, Transit staff worked with LACMTA to request and approve time extensions to the Measure R Funding Agreements.

PROJECT TITLE: Torrance Transit: Regional Transit Center Parking Structure PROJECT LOCATION:

The project is located at 465 Crenshaw Boulevard, Torrance, California 90503.

PROJECT LIMITS:

This project limits are at 465 Crenshaw Boulevard, between Del Amo Boulevard (North) and Torrance Boulevard (South).

NEXUS TO HIGHWAY OPERATION, DEFINITION/PROJECT PURPOSE:

The purpose of this project is to develop a multi-level, 1,500 car parking structure at the Mary K.

Giordano Regional Transit Center (MKG RTC). The end goal is to help address parking challenges in the South Bay as well as to promote multi-modal travel which in itself provides a plethora of benefits. In turn, another top priority is to enhance freeway access and service to the region, particularly the 405, 110 and 91 freeways which are a short distance away.

Torrance also plans to operate bus service on the 405 and 110 freeways utilizing this facility as the main hub.

PROJECT BACKGROUND:

The Torrance Transit System (TTS) humbly requests funding in the amount of $35,000,000 in Measure R South Bay Highway Program funds to implement Phase 2 of the Mary K. Giordano Regional Transit Center ) for the installation of a 1,500 car, multi-level parking structure.

The funding will be utilized to construct a state of the art, environmentally friendly and secure parking structure for patrons. . The MKG RTC opened in June 2023, the five-acre transit center serves as a regional transit HUB for the South Bay region of Los Angeles County. The parking structure proposed in this grant application will expand the footprint of the RTC and accommodate an additional 1,500 vehicles.

Both phases of the MKG RTC will help to significantly improve air quality, reduce Green House Gases, and fuel consumption, reduce the emission levels of private vehicles (whose owners opt to utilize the public transportation services that will be offered at the MKG RTC), and will support Los Angeles County's efforts to reduce traffic congestion. Another important goal of this project is to provide the community with a safe and reliable location in which to access public transportation services, especially patrons who will utilize the MKG RTC as a central location for transportation: 1) to and from work; 2) access (for commuting students) to local educational institutions (such as the University of Southern California, California State University Dominguez Hills, California State University Long Beach, El Camino College, Los Angeles Harbor College, and high schools within the area) and 3) travelers and/or visitors to and from the South Bay.

PROJECT SCOPE:

To accommodate the inevitable extension of the K-Line to Torrance, as well as to address all future growth and demand in the region (such as the new sporting complexes in development in Inglewood), Torrance Transit has been actively researching for the development of a Multi-Level Parking Structure at the Mary K. Giordano Regional Transit Center.

TTS believes the benefits realized from this project will be widespread and lasting. The project promotes long term regional Mobility, improving air quality and stimulation to economic generating activities for the region.

Job creation and protection, along with economic stimulus begins with the planning, development, and the eventual construction of the second phase of the Torrance RTC. Upon completion, the parking structure will provide an additional 1,500 parking stalls at the MKG RTC.

As noted earlier, a strange "side effect" to promoting public transit is that it alleviates gridlock on our local highways and streets by reducing the numbering of single occupancy vehicles (SOV) - often coming from those who are also traveling to and from work.

Over the next ten years, in alignment with local and regional transportation plans, TTS hopes to expand some of our existing routes, or to develop new fixed bus routes in conjunction with the Metro and neighboring cities, per public demand. These new or rerouted bus lines will originate or terminate at the MKG RTC. Therefore, with ridership expected to steadily rapidly, the construction of a multi-level parking structure will assist to accommodate this growth in services and service area.

TTS also wishes to address the areas of fuel consumption and public safety with the MKG RTC parking structure. A sound and secure location in which to temporarily leave one's vehicle (while utilizing public transportation) will reduce the likelihood of a vehicle being vandalized or stolen. This is hence a safety issue that TTS wishes to address.

Also, as touched upon earlier in terms of immediate regional needs, SoFi stadium has a seating capacity of over 70,000, while only accommodating 10,000 parking spaces at the site. Even with a passenger ratio of four individuals per vehicle, this leaves nearly 30,000 attendees (and Rev: 05.03.19 2 FA Measure R Hwys Gen Attachment C Scope of Work

In 2023, Torrance Transit began the "Torrance to Florence" service, an extension of our Line 10 to Downtown Inglewood. This expansion has provided service from Torrance to destinations such as SoFi Stadium, the Kia Forum, and Downtown Inglewood K-Line Station. Torrance to Florence will alleviate congestion on game-days, concert events and other special events around the Inglewood Entertainment District. TTS believes a combination of this parking structure and our "Torrance to Florence" bus line will help to address this issue.

Starting in 2024, the Hollywood Bowl Park and Ride service relocated to the MKG RTC from Wilson Park in Torrance. For all shows during the season, patrons can purchase tickets online or in person to ride the bus to and from the Hollywood Bowl. Additionally, in March 2025 Torrance Transit partnered with FlixBus to begin servicing the MKG RTC. The new service will offer direct access to San Diego for day trips and a reliable link to downtown Los Angeles, operating two trips per day on Monday, Thursday, Friday, Saturday, and Sunday, and one trip on Tuesday.

SCOPE OF WORK

PROJECT TITLE:

Torrance Transit – Construction of Heavy-Duty Electric Vehicle Charging Station

PROJECT LOCATION:

The project will be located at two locations: 1) the Torrance City Yard (20500 Madrona Avenue) and 2) the Torrance Transit Park and Ride Regional Terminal (465 Crenshaw Blvd). Both are in the City of Torrance.

PROJECT LIMITS:

This project limits are 20500 Madrona Avenue, Torrance, CA 90503 (between Torrance Blvd and Del Amo Blvd) and 465 Crenshaw Boulevard, Torrance, CA 90503 (also between Torrance Blvd and Del Amo Blvd).

NEXUS TO HIGHWAY OPERATION, DEFINITION/PROJECT PURPOSE:

This is a two-phase project intended to develop and construct the infrastructure needed to fuel heavy-duty, all-electric vehicles (specifically but not limited to transit buses) and to generate the electricity needed to fuel/recharge these vehicles independently of power provide by Southern California Edison via Compressed Natural Gas (CNG), or at least to reduce the draw on the local power grid. This project is designed to complement the purchase of all-electric buses that are intended to allow greater access and service to local freeways such as the 405 and 110 by providing these vehicles with the necessary recharging infrastructure.

PROJECT BACKGROUND:

Torrance Transit completed the conversion of our diesel-powered bus fleet to a 100% alternative-fuel bus fleet in July of 2015 via our “Fleet Modernization Project”. Torrance Transit’s current bus fleet is a mix of Hybrid Gasoline

-
Electric buses and Compressed Natural
Gas (CNG) buses. For the next phase of the Fleet Modernization Project, Torrance Transit is seeking to begin the acquisition of all-electric powered buses in order to study their performance and capabilities in preparation for the eventual migration to this technology by 2040 (if not sooner).

However, Torrance Transit presently lacks the capital needed to develop the fueling/recharging infrastructure required to power a fleet of 65+ heavy-duty, all-electric vehicles.

An additional concern and reason for the delay in the purchase of all-electric buses is the peak user rates and utilities fees involved with the operation of an electric bus fleet. Even with a carefully researched and developed “Refueling/Recharging Program”, neighboring transit agencies report having to pay three to four times the cost of liquid fuel to power their current all- electric bus fleets (forcing one agency to only operate four out of the 12 electric buses they have purchased). This is even after the transit agency had found ways to maximize the collection and storage of solar power.

Rev: 07.01.2022 2 FA Measure R Hwys Gen Attachment C Scope of Work

To alleviate draw from the existing power grid, particularly during extreme summer and winter weather, Torrance Transit has begun the initial research into utilizing our high capacity, compressed natural gas station to possibly generate our own electricity internally to recharge electric vehicles. Our agency would not create burden on the local power grid, and in turn, would be paying CNG fuel rates in place of peak hour, kilowatt usage rates.

This in turn would lead to the introduction and

assist in the eventual migration to
all

-
electric
buses to the South Bay by no later than 2040. The end result would be a cleaner, more cost effective and efficient public transit system for the region.

This would also expedite the purchase of other heavy-duty, all-electric powered vehicles (i.e.

–

trash trucks, street sweepers and possibly fire engines). This project is designed to complement the purchase of all-electric buses that are intended to allow greater access and service to local freeways such as the 405 and 110 by providing these vehicles with the necessary recharging infrastructure.

SCOPE:

The funding requested in this application is intended to promote and expedite the introduction of all

-
electric powered, heavy-duty transit buses to the South Bay region by creating a reliable, cost efficient and sustainable means in which to “fuel” these vehicles. As noted earlier, this is envisioned as a two

-
phased project

–
1) creating a more

cost
-efficient means in which to
generate electricity (utilizing CNG as a power source), and 2) construct recharging stations for electric-powered buses and allow access to other transit agencies in the reg

ion.
