8G
Date: March 24, 2026
To: Honorable Mayor and Members of the City Council
From: Shant Megerdichian, General Services Director
By: Milton Sanabria, Administrative Services Manager | [email protected] Subject: General Services – Approve First Amendment to Contract Services Agreement for the Creation of an Emergency Operations Center (EOC) - Fire Station 1.

Expenditure: $31,148.50 (General Fund & Non-General Fund).

RECOMMENDATION
Recommendation of the General Services Director that City Council approve a first amendment to contract services agreement with Williamson Construction Co., Inc., of Lawndale, CA (C2025-278), to increase the contract contingency by $31,148.50 for a new not-to-exceed contingency amount of $93,445.50 and new project total amount of $404,931.50 for the Emergency Operations Center (EOC) - Fire Station 1.

FUNDING
Funding is available in the Alternate EOC project (FAC0010-BI0002) from the following sources:

Funding Source Amount
CalOES/DHS EOC Grant Program (Non-General Fund) $21,383.65 Measure SST Fund (General Fund) $9,764.85
Total $31,148.50

DISCUSSION
As part of the City’s continued investment in critical public safety infrastructure, the City solicited bids in September 2025 for the Emergency Operation Center (EOC) – Fire Station 1. On November 18, 2025, your Honorable Body approved a contract services agreement to Williamson Construction in the amount of $311,486 and authorized a 20% project contingency of $62,297 for a not-to-exceed total amount of $373,783.

The project scope includes general construction activities focused on interior improvements designed to enhance both day-to-day operations and emergency response capabilities.

All change orders approved-to-date have been for unforeseen conditions with no other options to proceed, leaving the remaining original contingency balance insufficient to cover Change Order 6 or any that may follow. With approval, the first amendment will increase contingency to cover change orders required to complete the construction of the Fire Station 1 Emergency Operations Center.
