RECOMMENDATION
Recommendation of the Chief of Police that City Council approve a Memorandum of Agreement with the County of Los Angeles for police recruit training.
FUNDING
None required.
DISCUSSION
Due to operational capacity and scheduling availability, Police has relied on the Los Angeles County Sheriff’s Department (LASD) to deliver mandated, Peace Officer Standards and Training (POST) certified instruction to Police Department recruits via the LASD Academy Recruit Training services. On average, the Department annually enrolls twenty recruits in LASD Academy classes to accommodate the City’s ongoing peace officer hiring needs. Department use of the LASD Academy for recruit training has warranted the full-time assignment of one police officer as an Academy instructor.
Los Angeles County recently issued a new Memorandum of Agreement (Attachment 1) governing the terms of LASD Academy training for non-LASD recruits. Said agreement enumerates an approximate $8,000 per Academy trainee fee which is otherwise waived under section 6.4 of the agreement in exchange for services rendered by the Department’s devoted academy instructor.
Pursuant to Government Code section 51301, City Council approval is required to continue the successful provision of essential peace officer recruit training in support of public safety.
