RECOMMENDATION
Recommendation of the Community Development Director that City Council:
1. Accept and file the 2025 Housing Element Annual Progress Report; and
2. Authorize staff to submit the 2025 Housing Element Progress Report to the California Department of Housing and Community Development; and
3. Authorize staff to submit the 2025 Housing Element Progress Report to the Governor’s Office of Land Use and Climate Innovation.

DISCUSSION
California Government Code Section 65400(b) requires the filing of a Housing Element Annual Progress Report (APR) by April 1 of each year, for the prior calendar year, with the California Department of Housing and Community Development (HCD) and the Governor’s Office of Land Use and Climate Innovation, formerly the Office of Planning and Research. The APR provides a summary of the city’s housing permit activity and the progress of implementing the Housing Element programs. Prior to the submittal to these state agencies, state law requires the APR to be presented at a public meeting before the City Council where members of the public are given the opportunity to comment on the City’s progress. This agenda item meets these statutory requirements. The 2025 Housing Element Annual Progress Report has been attached to the item (Attachment 1).

These total amounts are auto calculated based on the data entered into APR spreadsheet created by HCD. Staff will work with HCD to fix these discrepancies and any errors found in the APR.
HCD requires all jurisdictions in the state to submit an APR on implementation of the Housing Element. The Housing Element is the required component of the General Plan that establishes the City’s goals and programs for addressing the future housing needs. All jurisdictions in California are required to update their housing elements every eight years according to a state- established planning cycle. The City’s Housing Element for the 6 th Regional Housing Needs Assessment (RHNA) Cycle 2021-2029 period, was adopted by Council on June 14, 2022, and certified by HCD on October 22, 2022. The City’s 6th RHNA Cycle allocation is 4,939 units. The APR summarizes the residential building permit activity, RHNA progress, and the progress of the City’s housing programs implementation for the 2025 calendar year. The report was prepared on forms provided by HCD, using definitions adopted by HCD.
