PROPOSAL FOR 3% RENT CAP ORDINANCE
As 22-year residents of Torrance (Space , Account # ), we formally request that the City Council draft an ordinance capping annual rent increases at 3% for all mobile home parks. The "COLA Gap" data in Exhibit C demonstrates that current increases are mathematically unsustainable for seniors on fixed incomes.

RE: FORMAL RESIDENT PROPOSAL FOR A 3% RENT CAP ORDINANCE Dear Honorable Mayor and Councilmembers,
As 22-year residents of the City of Torrance, we are formally submitting this policy proposal for a city-wide 3% Rent Cap Ordinance. This stabilization is a critical necessity for the housing security of seniors and families residing in mobile home parks across all six districts.
The "COLA Gap" Justification (Exhibit A)
The current practice of management companies imposing 5% to 10% annual rent increases is mathematically unsustainable. According to our research (attached as 3 Exhibit A), these hikes far exceed the average Social Security Cost of Living Adjustment (COLA). For residents on fixed incomes, this "COLA Gap" creates an immediate risk of displacement and homelessness.
Formal Request for Action
We respectfully request that the City Council:
1. Direct the City Attorney to draft an ordinance capping annual rent increases at 3% for all mobile home parks.
2. Include this proposal in the official "Written Correspondence" for the next City Council meeting.
3. Address this housing crisis as a priority for the 2026 legislative calendar.
We are providing this "wet ink" signature copy to the City Clerk to ensure our advocacy is preserved in the public record. We look forward to your leadership and a formal response regarding this proposal.
Sincerely,
Cynthia (CeCe)
Deborah
