DISCUSSION
In 2025, the City engaged AT&T DW Holdings to develop a comprehensive Microsoft Teams Phone Roadmap. This roadmap was designed to guide the City’s transition from traditional telephony systems to a modern, cloud-based voice solution integrated with Microsoft Teams. The roadmap included an assessment of existing infrastructure, identification of user requirements, and a phased migration strategy to ensure continuity of operations and minimal disruption to City services.

The proposed implementation of AT&T’s Cloud Voice for Microsoft Teams Enhanced is the next step in executing this roadmap, enabling all City employees to use Microsoft Teams for voice communications while retaining their existing Direct Inward Dial (DID) numbers.

To streamline procurement and leverage competitive pricing, the City is utilizing the CALNET cooperative agreement #C4-LEG-12-10-TS-01, which provides pre-negotiated terms and pricing for telecommunications services. This approach ensures compliance with purchasing requirements while expediting implementation. The Torrance Municipal Code (TMC) authorizes participation in cooperative purchasing agreements like those established by Sourcewell while 1 City Council

also adhering to the City’s procurement policies. A cooperative purchase is allowable under TMC Section 22.3.100 entitled “Exceptions to the Competitive Process” which states:
“The competitive selection processes set forth in this Chapter do not apply in the following categories however purchases shall be made in accordance with procedures and regulations established by the City Manager:
c) Competitive procedures were followed by a governmental agency, including a federal, state, county, city, joint powers agency, special district, or cooperative purchasing agency consisting of one or more such agencies, that are equivalent to the procedures set forth in this Chapter, and the goods or services are supplied to the city at the same or better price as the price obtained by that agency.”

This structured approach ensures transparent governance, effective coordination, and a smooth transition to the new Cloud Voice and Teams Phone System for the City of Torrance.

Phase 1 – Initiation and Planning (Month 1)
In this phase, we focus on reviewing strategy and roadmap requirements to establish a clear path forward for the Microsoft Teams Phone System deployment. We will collaborate closely with the City of Torrance to finalize the solution deployment model and evaluate alternative options. Key technical, operational, regulatory, and legislative considerations—including devices, E911, and call flow design—will be thoroughly addressed. The phase culminates with the development of a detailed implementation and migration plan, documentation of the solution architecture, and completion of the Solution Requirements Document (SRD). Additionally, a finalized Bill of Materials (BOM) will be prepared and provided for order processing.

Key tasks during this phase include:
•Reviewing and confirming all voice solution design requirements, including any required local SBC/gateways, analog lines, paging, and fax systems.
•Assessing Teams endpoint devices, E911 configurations, and call flow design options. •Planning the implementation and migration process from the existing NEC PBX to the Teams Phone System.
•Finalizing the BOM with pricing details to facilitate order processing.

This structured planning ensures that the deployment aligns with the City’s technical needs and operational goals, setting the stage for a successful migration.

7. Approach
AT&T will sponsor a project kick-off meeting to review this SOW, obtain any information required from City of Torrance but not yet received, and discuss working arrangements not defined in this SOW.

Each party will designate a Single Point of Contact (SPOC) that has the authority to represent such party and has decision-making authority for most matters. All material communications should be conducted through the SPOCs. Such communications should either be in writing or summed up in writing. However, it is recognized that for the sake of efficiency, there will need to be direct communications between AT&T team members and various City of Torrance employees. Any conversation that may have a material outcome on the success of the engagement will need to be documented and sent to the SPOCs.

A project schedule will be developed and agreed to early in the engagement. This project schedule will highlight key milestones, deliverable dates, responsible parties, and any predecessor activities. The project schedule will be maintained throughout the engagement and progress will be tracked against it.

During the course of this effort, AT&T will apply its proprietary methodology to leverage its knowledge gained in similar engagements.

AT&T, in coordination with City of Torrance, will establish a mutually agreeable working schedule and delivery plan as the first phase of this engagement.

At the conclusion of the engagement, AT&T will conduct an executive presentation to review the final deliverables and discuss next steps.

8. Assumptions
The assumptions below were used by AT&T to scope this engagement based on information provided to it by City of Torrance. If any of these assumptions prove to be invalid, the parties agree to resolve the situation via the Change Order Process. Notwithstanding the foregoing, neither of the principal parties is bound to use the Change Order Process in the event of a material breach by the other party. •Unless mutually agreed between the parties, working hours for this engagement will be City of Torrance's normal workday (Monday to Friday, 7:30AM to 5:30 PM with alternating Fridays off, excluding holidays), except for any work that would interfere with City of Torrance’s business or operations, such as upgrades to live equipment.
•There will not be any special conditions or restrictions that would affect a productive workday. •Delays caused by factors outside of the reasonable control of AT&T will be addressed via the Change Order Process.
•Unless otherwise specified in this Statement of Work, Deliverables will be furnished using Microsoft Office products (Word, Excel, PowerPoint, Project, Visio) or in PDF form as appropriate. 19 SOW # 2BA4-03-5A59
