Subject: AMENDED FORMAL NOTICE: Hazardous Utility Condition – Space #65 To Management and City Officials,
This correspondence serves as an Amended Formal Notice regarding a documented hazardous infrastructure condition at the following location:

Property Address: 17705 S. Western Avenue, Space #65, Gardena, CA 90248 Resident Account: [Insert Your Account Number Here]
This amended record replaces previous informal correspondence to provide specific technical data regarding utility clearances and structural decay for the official public record.

Technical Condition Report:

A wooden utility support post, located within the immediate 3-foot clearance zone of the Electrical Pedestal and the Gas/Sewer infrastructure, is in an advanced state of rot. The base of the post is severely splintered and structurally unstable, causing it to lean toward active high-voltage and gas lines.

Safety & Regulatory Violations:
• Physical Infrastructure Risk: The instability of this post poses a direct threat to the integrity of the primary electrical pedestal and gas riser assembly.
• Fire & Explosion Hazard: Structural failure of the post could cause tension or snapping of attached conduits, creating an electrical arcing hazard in immediate proximity to the gas regulator.
• California Title 25 Violation: Under state safety standards, all utility equipment and supports must be maintained in a safe, rot-free condition.

This deteriorated post constitutes a clear "Failure to Maintain" violation.

Formal Request for Action:

We are requesting an immediate safety inspection by Park Maintenance (Luis Delgado) and the prompt removal of this hazardous post and all non-functional wiring. 1 Please acknowledge receipt of this Amended Notice for our official correspondence log and provide a specific timeline for the abatement of this hazard.

Sincerely,
Cynthia Cundy & Deborah Cundy

Royal Western Mobile Home Park
EXHIBIT B: Photographic Evidence of Deteriorated Utility Support (Space #65) Note: Structural rot located within 3-foot clearance of Electrical Pedestal and Gas Infrastructure.

EXHIBIT C: Evidence of Selective Communication & Administrative Failure A. Documented Pattern of General Park Notices (Royal Western MHP) • Observation: Management regularly distributes written notifications to residents regarding various park operations and general updates. • The Failure at Space #65: Despite the active distribution of "general" notices, management has failed to provide a single written safety acknowledgment, inspection report, or abatement timeline for the Life- Safety Hazard (Exhibit B) documented at our residence.
• The Argument: Management is demonstrably capable of mass communication but is choosing to ignore a high-priority Title 25 safety violation at Space #65.

B. Similar Lack of Transparency (Skylark Mobile Park – District 3) • Property: 1820 Torrance Blvd, Torrance, CA 90501.
• Context: Current process of a $ 4.5 Million sale.
• The Issue: Residents at Skylark are experiencing a similar lack of transparent, written communication regarding their residency rights during this significant property transfer.
• Conclusion for City Council: This represents a systemic failure across Torrance mobile home parks where residents are being denied the formal "paper trail" required by the California Mobilehome Residency Law (MRL).
