Subject: Community Services and Public Works – Approve Second Amendment to Contract Services Agreement for As-Needed Tree Maintenance Services at Various City Parks. Expenditure: $500,000 (General Fund).

RECOMMENDATION
Recommendation of the Community Services Director and Public Works Director that City Council approve a second amendment to the contract services agreement with West Coast Arborists, Inc. of Anaheim, CA (C2022-159), in the amount of $500,000, for a new total not-to-exceed amount of $4,430,100, for as-needed tree maintenance services at various City parks.

FUNDING
Funding is available in the fiscal year 2025-26 General Fund Community Services Department Operating Budget and is anticipated to be available in subsequent fiscal years.

DISCUSSION
On October 11, 2022, City Council approved a contract services agreement with West Coast Arborists, Inc. (WCA) of Anaheim, CA, in the amount of $1,095,000, to provide tree maintenance services, including removal and trimming, on an as-needed basis at various locations throughout the City of Torrance. The agreement was executed as a cooperative purchase with the City of Agoura Hills for a three-year term beginning October 11, 2022 and ending October 10, 2025. The tree maintenance services were provided to both Community Services (for public parks) and to Public Works (for median and parkways).

On December 12, 2023, City Council approved a first amendment to the agreement (Attachment 2), extending the term through October 10, 2027 and increasing the contract amount by $2,835,100, for a revised not-to-exceed total of $3,930,100. This amendment supported the Citywide Tree Planting Program and additional tree maintenance services.

WCA continues to provide reliable support for the City’s tree maintenance operations and has consistently met the City’s service expectations. As the demand for tree maintenance continues to increase due to environmental conditions and ongoing citywide beautification efforts, additional funding is necessary to maintain services levels. In addition, staff intends to accelerate 1 City Council

maintenance activities at parks throughout the City, where feasible, to take advantage of the current contract pricing prior to expiration.

Therefore, staff recommends that City Council approve a second amendment to the contract services agreement with West Coast Arborists, Inc. of Anaheim, CA (C2022-159), in the amount of $500,000, for a new total not-to-exceed amount of $4,430,100, for as-needed tree maintenance services at various City parks.
