From: Craig Bilezerian, Public Works Director
By: Brenda Moun, Engineering Manager | [email protected] Subject: Public Works – Approve Amendments for Measure M Multi-Year Subregional Funding Agreements for the Torrance School Safety and Accessibility Program, I-188. Expenditure: None.
RECOMMENDATION
Recommendation of the Public Works Director that City Council:
1. Approve Amendment No. 3 to Measure M Multi-Year Subregional Funding Agreement #9200000000M460105 (C2020-046) with the Los Angeles County Metropolitan Transportation Authority (LACMTA) to modify the scope of work for the Torrance School Safety and Accessibility Program, I-188 (Phase I); and
2. Approve Amendment No. 1 to Measure M Multi-Year Subregional Funding Agreement #9200000000M460108 (C2023-125) with the Los Angeles County Metropolitan Transportation Authority (LACMTA) to modify the scope of work for the Torrance School Safety and Accessibility Program, I-188 (Phase II).
FUNDING
None required.
DISCUSSION
The Torrance School Safety and Accessibility Program, I-188 (“I-188 Project”) is a multi-year Capital project which will improve existing infrastructure in neighborhoods around twelve elementary schools in the City of Torrance to encourage pedestrian and bicycle modes of transportation to the schools. Specifically, the proposed improvements include: localized improvements to sidewalks and curb access ramps; installation of high visibility crosswalks; signage upgrades; installation of pedestrian pushbuttons and countdown timers at traffic signals; installation of bicycle lanes, when there is no negative impact to travel lanes or on-street parking; installation of bicycle routes; and installation of bicycle racks. Phase I includes the neighborhoods surrounding Fern Elementary, Seaside Elementary, Carr Elementary, Anza Elementary, Torrance Elementary and Walteria Elementary (Attachment 1). Phase II includes the neighborhoods surrounding Edison Elementary, Victor Elementary, Madrona Middle, Wood Elementary, Riviera Elementary and Arnold Elementary (Attachment 2).
1 City Council
April 21, 2026
In 2020, the City secured $5,027,800 of Measure M grant funds from the LACMTA for Phase I.
Subsequently, two amendments were executed to collectively increase the grant funds to $7,185,000 and extend the lapse date of the funds. In 2023, the City secured an additional $10,372,609 of Measure M grant funds from the LACMTA for Phase II.
Construction around the first two schools in Phase I (Fern Elementary, Seaside Elementary) was completed in May 2025. Construction around the next two schools in Phase I (Anza Elementary, Torrance Elementary) is scheduled to begin in summer 2026. Design is currently in progress for the first three school areas in Phase II (Edison Elementary, Victor Elementary, Madrona Middle) and construction is scheduled to begin in 2027.
Execution of the two recommended Amendments, each to its related existing Funding Agreement, is necessary to modify the scope of work for the schools in Phase I and Phase II. During the design phase of the projects, consideration of installing Class II bicycle lanes on roadways originally identified on the grant applications, including Torrance Boulevard, Sepulveda Boulevard, and Del Amo Boulevard, was determined to not be feasible. Based on the existing geometric constraints of these three roadways where improvements were considered, there is insufficient right-of-way to accommodate a dedicated Class II bicycle lane without eliminating either a travel lane and/or on-street parking. The elimination of a travel lane and/or on-street parking would have significant negative impacts. Therefore, the revised scope of work eliminates the consideration of the Class II bicycle lanes and, instead, a Class III bicycle route will be implemented. If the existing roadway currently has a Class III bicycle route, the Class III bicycle route will remain. Metro staff has approved the proposed changes to the scope as provided in the recommended amendments.
Further information about these projects and all other active infrastructure projects can be found on the Public Works website at: https://www.torranceca.gov/our-city/capital-improvement-projects

SCOPE:
Mobility and accessibility will be improved by removing existing pedestrian barriers and creating a continuous active transportation network that provides a safe and continuous path of travel to the school and surrounding area.
Safety will be improved by removing pedestrian barriers and by installing new pedestrian signal equipment at critical crossing points, and new high visibility signing and striping to help alert drivers of non-motorized users.
The project will also expand the bicycle network to join existing routes and bring continuity to the overall system. Bicycle amenities will also be installed at major destination points in the neighborhood to promote bicycling.
More specifically, the scope of work includes construction of new sidewalks in existing “gap” areas within the path of travel, eliminating barriers in the sidewalk infrastructure, installing pedestrian signal equipment at existing signalized intersections, installing high visibility crosswalk striping and signage at stopped controlled intersections, installing bicycle signage for new Class III bike routes, and installing new bicycle racks.
Specific improvements at each school location are provided in the attached exhibits.

SCOPE OF WORK
CAPITAL PROJECT
PROJECT NAME:
Torrance School Safety and Accessibility Program Phase II P
ROJECT LOCATION/LIMITS/AREA:
The project is located around three elementary schools in the City of Torrance, in the Los Angeles area.
This project limits are:
1. Edison Elementary School (Area 1): Neighborhood bounded by I-405, Ermanita Ave/I- 405, 190th St, and Prairie Ave/I- 405.
2. Victor Elementary School (Area 2): Neighborhood bounded by Del Amo Blvd, Anza Ave, Torrance Blvd, and Henrietta St.
3. Madrona Middle School (Area 3): Neighborhood bounded by Torrance Blvd, Hickory Ave, Plaza Del Amo, and Madrona Ave.
PROJECT DESCRIPTION INCLUDING MULTI-YEAR SUBREGIONAL PROGRAM AND PROJECT NEXUS:
The purpose of the project is to improve mobility, increase accessibility, and enhance safety for pedestrians and bicyclists within neighborhoods surrounding three Torrance Elementary schools by offering alternative modes of transportation. The implementation of the project will improve public health by encouraging students and families to walk and bicycle to school, reduce greenhouse gas emissions, and aid in the overall reduction of vehicular traffic congestion and conflicts with non
-
motorized users in the neighborhoods.
The need for the proposed Project is derived from increasing pedestrian and bicycle travel demand that is constrained by the existing (or lack of existing) infrastructure, and from the necessity of having safer routes to school for the children of Torrance.
SCOPE:
M
