Date: April 21, 2026
To: Honorable Mayor and Members of the City Council
From: Kimberly Turner, Transit Director
By: Ryan Plumb, Senior Business Manager | [email protected] Subject: Transit – Approve First Amendment to Contract Services Agreement to Supply, Install and Maintain an On-Board Video Surveillance System.

Expenditure: $19,293.51 (Non-General Fund).

RECOMMENDATION
Recommendation of the Transit Director that City Council approve a first amendment to a contract services agreement with Transit Solutions, LLC (DBA TSI Video Surveillance) of Zelienople, PA (C2025-295), in the amount of $19,293.51, for a new total not-to-exceed amount of $1,043,956.87, to supply, install and maintain passenger awareness monitors on Torrance Transit buses, and to include installation of the on-board video surveillance system on one (1) additional bus.

FUNDING
Funding is available from Transit’s Federal Transit Administration 5307 Grant CA-2025-166 (GRTTR0017).

DISCUSSION
On November 14th, 2024, the City of Torrance released a Request for Proposal (RFP B2024-13) via PlanetBids to supply, install and maintain an on-board video surveillance system on 63 Torrance Transit buses and 10 trolley buses. On December 16, 2025, the contract was awarded to Transit Solutions, LLC, of Zelienople, PA, with the term of two (2) years, ending on December 1, 2027.

The First Amendment to the contract is asking for installation of a Passenger Awareness Monitor, which will enhance safety of our bus operators and the public riding our buses. The Passenger Awareness Monitor was included in the RFP scope as an optional equipment item. The monitor will serve as a reminder for riders that they are being recorded onboard Torrance Transit’s revenue buses. Additionally, the amendment is requesting installation of the on-board surveillance system on one (1) additional bus, for a total of 64 buses and 10 trolleys.

Torrance Transit will be utilizing Federal Transit Administration (FTA) 5307 Urbanized Area Formula Grant CA-2025-166 for the additional video surveillance equipment. The total project cost remains within budget of the awarded grant.

FIRST AMENDMENT TO AGREEMENT (C2025-295)
This First Amendment to Contract Services Agreement C2025-295 (the “First Amendment”) is made and entered into as of April 1, 2026 (the “Effective Date”), by and between the CITY OF TORRANCE, a municipal corporation (“CITY”), and Transit Solutions, LLC, and Pennsylvania limited liability company, dba TSI Video Surveillance (“CONTRACTOR”).

RECITALS:

A. CITY previously circulated Request for Proposal No. B2024-13 (the “RFP”), seeking the services of an experienced and qualified CONTRACTOR to provide and install an on-board video surveillance system.

B. CONTRACTOR submitted a Proposal (the “Proposal”) in response to the RFP.

In its Proposal, CONTRACTOR represented that it was qualified to perform the services requested in the RFP. Based upon its review of all proposals submitted in response to the RFP, the CITY decided to award the Agreement to CONTRACTOR.

C. On December 2, 2025, CITY and CONTRACTOR entered into Contract Services Agreement C2025-295 (the “Agreement”), for an amount not-to-exceed $1,024,663.36 ($975,869.87 with a 5% project contingency of $48,793.49), and with a term through December 1, 2027.

D. CITY and CONTRACTOR wish to increase the CONTRACTOR’s Fee by $19,293.51 for a new not-to-exceed amount of $1,043,956.87 for the installation of a camera surveillance system for one (1) spare bus and the installation of additional on-board passenger awareness monitors.

AGREEMENT:

1. Paragraph 3 of the Agreement, entitled “COMPENSATION”, subsection A, entitled “CONTRACTOR’s Fee” is amended to read in its entirety as follows:
“ 3. COMPENSATION
A. CONTRACTOR’s Fee
For services rendered pursuant to this Agreement, CONTRACTOR will be paid in accordance with the compensation schedule set forth in the Proposal, provided however, that in no event will the total amount of money paid the CONTRACTOR, for services initially contemplated by this Agreement, exceed the sum of $1,043,956.87 (“Agreement Sum”), unless otherwise first approved in writing by CITY.”
