DISCUSSION
The City’s Planning Commission approved Tentative Parcel Map No. 83204 on October 21, 2020, for a mixed-use development consisting of 10 apartment units and office space at 24449 Hawthorne Boulevard. The tentative map is to consolidate two parcels into one legal parcel. The Tentative Parcel Map is valid for 2 years from the time of approval. Torrance Municipal Code allows for extensions of up to two years beyond the initial two-year approval period, providing a maximum of four years. The tentative parcel map was extended twice. The first extension extended the expiration date to October 21, 2023. The second extension subsequently extended the expiration date to October 21, 2024.

Although the tentative map was approved and extensions were granted, the Final Parcel Map No. 83204 (Attachment 1) was not recorded within the allowed time frame. As a result, the tentative map approval became void. The applicant subsequently submitted a new application for Tentative Parcel Map No. 83204, which was approved by the City Planning Commission on November 5, 2025 and is valid through November 5, 2027.

The property is located near the northwest corner of Hawthorne Boulevard and Newton Street (Attachment 2). The project and the Final Parcel Map are in substantial conformance with the approved Tentative Parcel Map.

Approval of the Final Parcel Map will accept a 10.04-foot-wide, 62.50-foot-long City street easement at the southwest corner of the property along the public alley for the purpose of aligning and achieving the ultimate right-of-way width of the public alley. As a result, the standard 20-foot- wide public alley right-of-way between 244th Street and Newton Street will be achieved.

The developer has paid all required fees and satisfied all conditions necessary for recordation of the Final Parcel Map. Required public improvements will be completed prior to issuance of occupancy permits.
