RECOMMENDATION
Recommendation of the Community Development Director that City Council:
1. Conduct a public hearing and take public testimony on the Annual Action Plan covering the period July 1, 2026 – June 30, 2027; and
2. Approve and authorize submission of the Fiscal Year (FY) 2026-27 Action Plan to the U.S.
Department of Housing and Urban Development (HUD); and
3. Authorize the City Manager to execute all appropriate and necessary documents to receive funding and implement approved uses; and
4. Upon execution of the grant agreements, appropriate FY 2026-27 HOME Investment Partnerships Program (HOME) in the amount of $414,227.76 to the GRTCD0002 – HOME Investment Partnerships Program Project, Community Development Block Grant (CDBG) awards in the amount of $202,187.20 to the GRTCD0001 – Community Development Block Grant Project, and CDBG awards in the amount of $758,748.80 to the I-135 – Sidewalk Improvement for Disabled Accessibility Project; and
5. Award Family Promise, as a public service agency, $10,000 in CDBG funds and authorize the City Manager to execute agreement.

DISCUSSION
The City of Torrance (City) is a federal entitlement grant recipient of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S.
Department of Housing and Urban Development (HUD). As a condition of receiving these grants, the City must abide by HUD regulations, including the requirement to submit a Consolidated Plan every five years as well as an Annual Action Plan every year. The Consolidated Plan describes the jurisdiction’s community development priorities and multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions, and available resources. The Consolidated Plan is carried out through Annual Action 1 City Council

Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The City already has an approved Consolidated Plan for the period July 1, 2023 – June 30, 2028; therefore, only the Action Plan is required for FY 2026-27.
On January 27, 2026, the City Council held a public hearing to solicit input regarding the creation of the FY 2026-27 Action Plan. The draft FY 2026-27 Action Plan was published for public review and comment from April 16, 2026 to May 18, 2026 (Attachment 1). On April 8, 2026, a legal advertisement was published in the Daily Breeze announcing the public hearing on May 19, 2026 (Attachment 2). On April 3, 2026, HUD announced the FY 2026-27 HOME and CDBG allocations, which included an allocation amount of $414,227.76 in HOME funds and $960,936 in CDBG funds for the City of Torrance.
HOME
Of the $414,227.76 in FY 2026-27 HOME funds, 15% must be allocated to a Community Housing Development Organization (CHDO) and 10% can be used for administrative expenses. Due to the HOME funding amount available for programs in FY 2026-27, staff recommends allocating the remaining FY 2026-27 program funding ($310,670.82) to a project for the creation of affordable housing. The FY 2026-27 funding will be combined with FY 2023-24, FY 2024-25, and FY 2025-26 funding for a future affordable housing project. This project could include affordable housing development, rehabilitation, or acquisition. The table below shows the planned distribution of HOME funds for FY 2026-27 as outlined in the FY 2026-27 Action Plan.

The City also anticipates carryover funds from FY 2023-24, FY 2024-25, and FY 2025-26 including approximately $205,337.28 for CHDO activities and $1,026,686.39 for the creation of affordable housing. As Torrance is a higher income City, we are subject to a 25% match on each HOME dollar spent on affordable housing activities. This match does not apply to the administrative expenses or CHDO funds. Staff intends to use low/moderate housing set aside funds to provide the needed 25% match ($77,667.71). The City may also use general fund dollars or other non-federal allowable funding sources to provide the needed match for FY 2026-27.
CDBG
In reviewing the CDBG recommendations it would be appropriate for the City Council to remember that only three broad funding categories are considered eligible under CDBG regulations.
A project must either provide benefits to low- or moderate-income people, eliminate slum or blighted conditions, or satisfy an urgent need.

Of the $960,936 in FY 2026-27 CDBG funds, 20% can be used for administrative expenses ($192,187.20). In order to administer the CDBG program, the City must provide a fair housing program. The City will contract with the Housing Rights Center to administer the fair housing program. The funding for the Housing Rights Center contract will be deducted from the 20% administrative allocation, leaving $177,187.20 remaining in administrative funding.
In addition to the 20% administrative expenses, up to 15% ($144,140.40) of CDBG funds can be used for Public Service activities. The City received one proposal for public service funding from Family Promise of Los Angeles, who also spoke during the public hearing held on January 27, 2026. Family Promise of Los Angeles requested $10,000 for a family-centered housing stabilization and supportive services program for low- and moderate-income families experiencing homelessness in Torrance. The program will provide individualized, wraparound case management and stabilization support for families awaiting placement into shelter or permanent housing. Family Promise anticipates that 20 families will be assisted in FY 2026-27.
Out of the CDBG balance, it is being recommended that $409,613.40 in carryover funds from the FY 2025-26 Public Works Sidewalk Improvement for Disabled Accessibility project be reprogrammed to the FY 2026-27 Public Works Sidewalk Improvement for Disabled Accessibility project, increasing the total funding for this project in FY 2026-27 to $1,168,362.20 (FY 2025-26 $ 409,613.40 plus FY 2026-27 $758,748.80). As background on the project, the City identifies areas where the sidewalk is either damaged or displaced, causing a non-continuous path of travel to anyone, including senior citizens and those with disabilities. The City then uses CDBG grant funds to address accessibility issues by removing the barriers via the removal/replacement of damaged sidewalk. The City meets CDBG program criteria by focusing on improvements that target populations that are presumed to meet the income criteria, such as senior citizens and/or disabled persons. It is projected that the FY 2026-27 CDBG funds used for the project will provide for approximately 25,000 square feet of sidewalk improvements and construction of approximately 30 curb ramps complying with the American with Disabilities Act (ADA). These sidewalk improvements will take place in two neighborhoods. The first neighborhood is bounded by Crenshaw Blvd, Pacific Coast Hwy, and the southern City limits and the second neighborhood is bounded by Torrance Blvd, Carson St, Anza Ave, and Ocean Ave.
A map showing the project area is included as Attachment 3. Historically, the City has utilized the CDBG allocation for similar sidewalk improvement projects. The project is included in the proposed FY 2026-27 Capital Improvement Plan.

In conclusion, it is the recommendation of the Community Development Director that City Council conduct a public hearing and take public testimony on the Annual Action Plan covering the period July 1, 2026 – June 30, 2027, authorize submission of the FY 2026-27 Action Plan to HUD, authorize the City Manager to execute all appropriate and necessary documents to receive funding and implement approved uses, and appropriate the grant funding.

NOTICE IS HEREBY GIVEN that the City of Torrance's DRAFT ANNUAL ACTION PLAN COVERING FY 2026-27 will be available for public review and comment beginning Friday, April 17, 2026.
A Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) as a condition of receiving federal funding. The City is eligible to receive HUD funding from the HOME Investment Partnerships (HOME) program and Community Development Block Grant (CDBG) program. In summary, the Consolidated Plan serves four separate, but integrated, functions. The Consolidated Plan is: a planning document for the Jurisdiction, which builds on a participatory process at the lowest levels; an application for federal funds under HUD's formula grant programs (CDBG, HOME, Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with Al DS (HOPWA)); a strategy to be followed in carrying out HUD programs; and, lastly, and action plan that provides a basis for assessing performance. The Annual Action Plan contains a list of activities the City wil I undertake to address priority housing and community development needs and local oblectives with anticipated HOME and CDBG funding received during the next program year. The Annual Action Plan is submitted annually and prepared according to HUD regulations.
A copy of HUD's final rule (issued January 5, 1995, Federal Register) is available upon request. The City submitted the Consolidated Plan for FY 2023-2028, therefore only the Action Plan is required for FY 2026-27.
HOME funds can be used to: provide incentives to develop and support affordable rental housing and homeownership affordability through the acquisition (including assistance to homebuyers), new construction, reconstruction, or rehabilitation of non-luxury housing with suitable amenities, including real property acquisition, site improvements, conversion, demolition, and other expenses, including financing costs, relocation expenses of any displaced persons, families, businesses, or organizations; provide tenant-based rental assistance, including security deposits; provide payment of reasonable administrative and planning costs; and, provide for the payment of operating expenses of community housing development organizations. The City has been notified by HUD that Torrance will be receiving $414,227.76 in HOME funds for FY 2026-27. The City anticipates approximately $1,232,024 in HOME activity carryover funds from FY 2023-26. Of the HOME funds received, no more than 10% can be used for administrative and program delivery activities. 15% is set aside for Community Housing Development Organizations, as constituted under the regulations. The balance of funds can only be used for housing activities.
CDBG funded activities must meet one of the following oblectives: provide benefits to low or moderate-income persons, eliminate slum or blighted conditions, or address an urgent community development need that poses a serious and immediate threat to the health or welfare of the community. CDBG funds may be used for the following activities: Acquisition of real property; Relocation and demolition; Rehabilitation of residential and non-residential structures; Construction of public facilities and Improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes; Public services, within certain limits; Activities relating to energy conservation and renewable energy resources; Provision of assistance to profit-motivated businesses to carry out economic development and lob creation/retention activities. The City has been notified by HUD that Torrance will be receiving $960,936 in CDBG funds for FY 2026-27. Of the CDBG funds received, no more than 20% can be used for administrative and program delivery activities and 15% for public service activities. The City plans to reprogram $409,613.40 in prior year CDBG funds for the FY 2026-27 Sidewalk Improvement for Disabled Accessibility Protect.

NOTICE IS HEREBY GIVENthat the City of Torrance’sDRAFT ANNUAL ACTION PLAN COVERING FY 2026- 27 will be available for public review and comment beginning Friday April 17, 2026.
A Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) as a condition of receiving federal funding. The City is eligible to receive HUD funding from the HOME Investment Partnerships (HOME) program and Community Development Block Grant (CDBG) program. In summary, the Consolidated Plan serves four separate, but integrated, functions. The Consolidated Plan is: a planning document for the jurisdiction, which builds on a participatory process at the lowest levels; an application for federal funds under HUD’s formula grant programs (CDBG, HOME, Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA)); a strategy to be followed in carrying out HUD programs; and, lastly, and action plan that provides a basis for assessing performance. The Annual Action Plan contains a list of activities the City will undertake to address priority housing and community development needs and local objectives with anticipated HOME and CDBG funding received during the next program year. The Annual Action Plan is submitted annually and prepared according to HUD regulations. A copy of HUD's final rule (issued January 5, 1995, Federal Register) is available upon request. The City submitted the Consolidated Plan for FY 2023-2028, therefore only the Action Plan is required for FY 2026-27.
HOME funds can be used to: provide incentives to develop and support affordable rental housing and homeownership affordability through the acquisition (including assistance to homebuyers), new construction, reconstruction, or rehabilitation of non-luxury housing with suitable amenities, including real property acquisition, site improvements, conversion, demolition, and other expenses, including financing costs, relocation expenses of any displaced persons, families, businesses, or organizations; provide tenant-based rental assistance, including security deposits; provide payment of reasonable administrative and planning costs; and, provide for the payment of operating expenses of community housing development organizations. The City has been notified by HUD that Torrance will be receiving $414,227.76 in HOME funds for FY 2026-27. The City anticipates approximately $1,232,024 in HOME activity carryover funds from FY 2023-26. Of the HOME funds received, no more than 10% can be used for administrative and program delivery activities. 15% is set aside for Community Housing Development Organizations, as constituted under the regulations. The balance of funds can only be used for housing activities.
CDBG funded activities must meet one of the following objectives: provide benefits to low or moderate-income persons, eliminate slum or blighted conditions, or address an urgent community development need that poses a serious and immediate threat to the health or welfare of the community. CDBG funds may be used for the following activities: Acquisition of real property; Relocation and demolition; Rehabilitation of residential and non-residential structures; Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes; Public services, within certain limits; Activities relating to energy conservation and renewable energy resources; Provision of assistance to profit- motivated businesses to carry out economic development and job creation/retention activities. The City has been notified by HUD that Torrance will be receiving $960,936 in CDBG funds for FY 2026-27. Of the CDBG funds received, no more than 20% can be used for administrative and program delivery activities and 15% for public service activities. The City plans to reprogram $409,613.40 in prior year CDBG funds for the FY 2026-27 Sidewalk Improvement for Disabled Accessibility Project.

The City of Torrance plans to minimize displacement of persons as a result of HOME and CDBG funded activities by concentrating the expenditure of these funds on activities that:
1. Involve housing rehabilitation moderate in nature, or
2. Include administrative and planning costs not accepting displacement.
However, understanding that certain projects undertaken with HOME and CDBG funds could result in displacement, the City of Torrance has developed a plan to assist persons actually displaced by HOME and CDBG activities. This plan requires that the City provide replacement housing and relocation assistance and benefits in conformance with Section 104(d) of the Housing and Community Development Act of 1974, as amended, and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended. A copy of the plan is available for public inspection.
In addition, pursuant to Section 508 of the Act, the City of Torrance has developed and is following a detailed Citizen Participation Plan. A copy of the plan is available for public inspection.
