DISCUSSION
Temporary Housing Operations Contract
On June 22, 2021, City Council approved Torrance Civic Center grounds to be the site of a temporary housing program, 3290 Temporary Housing Village (3290). 3290 opened on July 5, 2022, with Harbor Interfaith Services (HIS) serving as the site operator for the first three years of operations.

On May 6, 2025, after a Request for Proposal (RFP) process, City Council approved a consulting services agreement with HIS for the operations of 3290 from July 1, 2025-June 30, 2026. This agreement included the option for two additional one-year extensions. The item before your Honorable Body is to approve the first amendment to the consulting services agreement with HIS for 3290 site operations from July 1, 2026-June 30, 2027, exercising the first one-year extension.

The contract increase requested is from $1,783,316.01 to $1,831,529.03, a 2.7% increase ($48,213.02). The increased line items are related to staff salaries, utilities, and trash. The First Amendment to the Consulting Services Agreement is included as Attachment 1.

The agreement is projected to be funded using Congressman Lieu 2023 Community Project Funding B-23-CP-CA-0161 (Attachment 2), remaining Congresswoman Waters 2023 Community Project Funding B-23-CP-CA-0260, Grant Year 2023 Permanent Local Housing Allocation (PLHA) Funds, General Fund - Measure SST Funds, Opioid Abatement Funds, and South Bay Cities Council of Governments (SBCCOG) Measure A Local Solutions Funds.

SBCCOG MOU
On November 5, 2024, Los Angeles County voters approved Measure A, the "Homeless Services and Affordable Housing Ordinance." Measure A replaced Measure H by raising the sales tax by a half cent. In addition to funding allocations for County and the Los Angeles Homeless Services Authority (LAHSA) administered programs, Measure A continued the Measure H Local Solutions Fund (LSF) with $96 million in funding to cities and councils of government. The SBCCOG has 2 City Council

authorized a direct grant of $310,000 to the City for 3290 operations, replacement parts, and maintenance. The City will continue to have access to the SBCCOG’s regional programs as a result of this MOU. The regional programs include Client Aide, SHARE! Collaborative Housing, and housing retention case management. The Award Letter is included as Attachment 3.

Update on City’s Efforts to Address Homelessness
The City continues to address homelessness through the combined efforts of 3290 and the City’s Street Outreach Team. A dashboard is maintained to track the City's continuing progress in addressing homelessness and can be found at www.TorranceCA.Gov/homeless . Data is updated monthly.

Street Outreach Outcomes
The City has operated a Torrance-based Street Outreach Team since 2022. The existence of the Outreach Team has enabled the City to take proactive measures in identifying people experiencing homelessness in Torrance, assessing individual cases, and connecting those eligible for interim housing in Torrance to 3290. The Outreach Team responds to multiple request types from the public, staff, and self-referrals from potential clients via different communication means such as email, phone calls, text messages, and the MyTorranceCA app. The clients permanently housed through the Outreach Team have been primarily through the SHARE! Collaborative Housing program in partnership with the SBCCOG. The Outreach Team also connects participants with permanent housing by utilizing the SBCCOG’s Client Aide funds.

These funds are utilized for transportation, security deposits, short-term motel stays, moving expenses, and essential resources. The table below shows the Outreach Team’s outcomes from program start-May 4, 2026.

Number of Homeless Encampment Clean Ups 61
Number of Outreach Responses 1,996
Clients Permanently Housed via Street Outreach 70
3290 Temporary Housing Village Outcomes
3290 couples temporary housing in the form of a tiny home for people experiencing homelessness with case management, housing navigation, and support services. The goal of the program is for participants to achieve permanent housing solutions, such as family reunification, subsidized housing, or permanent supportive housing.

From July 1, 2025-May 4, 2026, 5 participants at 3290 exited to housing destinations. This includes 3 housed with a rental subsidy and 2 housed through family reunification. The table below shows the outcomes of 3290 from program start to present.

Clients Permanently Housed via 3290 46
Clients at 3290 Who Have Been Matched to Housing Vouchers 38 Clients at 3290 Who Have Been Connected to Health Care Services 60 Challenges to Placements in Permanent Housing
In FY 2025-26, HIS experienced challenges in transitioning participants from 3290 into affordable housing. The majority of current 3290 participants are high acuity and thus need placement in permanent supportive housing (PSH). PSH resources are matched through the Coordinated Entry 3 City Council

System (CES), administered by LAHSA. LAHSA has changed the prioritization guidelines for PSH to prioritize people currently enrolled in Time Limited Subsidy Programs (TLS), ranked by document readiness and duration of subsidy remaining in TLS (prioritizing those with less time remaining). This is a change from the previous prioritization system in which those enrolled in a CES participating program that provides outreach, interim housing, and/or housing navigation services, such as 3290, were prioritized for PSH.

This change in prioritization, coupled with the scarcity of affordable housing units as compared with the need across the County, has resulted in fewer participants transitioning out of 3290 in FY 2025-26 than in previous years. With assistance from the SBCCOG, staff have been actively coordinating with HIS to proactively submit applications for upcoming PSH vacancies in SPA 8.

In 2026, 17 3290 participants were identified for placement in SPA 8 PSH with 9 applications submitted. Additionally, in 2026, 2 participants were matched to Continuum of Care vouchers and are currently being screened for eligibility.

The Street Outreach Team has continued to experience higher permanent housing outcomes as compared with 3290. The Street Outreach Team generally serves a lower acuity population whose housing crisis can be resolved with one-time or more limited intervention. The Outreach Team strategically refers higher acuity clients into 3290 so that those individuals can be matched to housing opportunities that meet their needs, generally PSH.

Since the last update to Council regarding the City’s progress in addressing homelessness in Torrance in May 2025, staff have been actively pursuing efforts to maintain and expand services.

Staff have publicized a Request for Quotes to contract for mobile mental health and substance use disorder treatment for participants at 3290 and Street Outreach. This program will increase the availability of mobile behavioral health and psychiatric care in Torrance. The program is anticipated to begin service in the first quarter of FY 2026-27.

Staff will continue to work collaboratively with HIS, Los Angeles County Department of Homeless Services and Housing (HSH), and other partners to identify and pursue housing opportunities for program participants in both Street Outreach and 3290.

Recommendation
The City Manager and Community Development Director recommend that City Council approve the first amendment to the consulting services agreement with Harbor Interfaith Services, Inc., accept and appropriate the grant funding allocations, authorize submission of the grant materials, authorize the City Manager to enter into a MOU with the SBCCOG, authorize the City Manager as the City's signatory and to act on the City's behalf with respect to the grant-related agreements, and accept and file an update on the City’s progress in addressing homelessness in Torrance.

19 FY 2023 Community Project Funding Grant Agreement No. B-23-CP-CA-0161 Project Narrative
Project Name: Torrance Temporary Housing Program
Project Purpose: The CPF grant will be used to fund a portion of the operating expenses of the City of Torrance Temporary Housing Program: 3290 Temporary Housing Village (3290).

Project Scope: 3290 is a 40-unit tiny home village with additional support units for people experiencing homelessness in Torrance. The operating expenses of 3290 include the staffing of the program site: program manager, intake manager, case managers, custodian, resident aid.

Additional operating expenses include client assistance/facility supplies, food, linens/laundry, maintenance/janitorial/pest control, office supplies/postage/printing, vehicle expenses, telephone/communications, furniture/equipment, utilities, trash, insurance, administration, and security. The goal of 3290 is for participants to achieve permanent housing solutions through stabilization, supportive services, and housing navigation.

The City of Torrance executed a contract with Harbor Interfaith Services Inc. (HIS) for the operations of 3290 from July 1, 2025-June 30, 2026. This contract will be renewed for an additional year: July 1, 2026-June 30, 2027. The project is categorically excluded not subject to NEPA per 24 CFR 58.35 (b)(2) and (b)(3). The City does not intend to use a subrecipient for this grant; the relationship with HIS is a contractor/operator not a subrecipient. The City engaged in a formal procurement process via a Request for Proposals (RFP) for the initial contract with HIS (July 1, 2025-June 30, 2026). The extension includes an increase in the contract amount due to an increase in the operating expenses of 3290. We appreciate the City’s partnership and continued commitment to addressing homelessness through expanded housing and shelter opportunities. Additional information regarding contracting timelines and next steps will be provided as soon as the SBCCOG-LA County agreement is finalized.

Sincerely,

Jacki Bacharach, SBCCOG Executive Director
