A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TORRANCE HONORING
POLICE CAPTAIN
JAMES TITIRIGA
UPON HIS RETIREMENT FROM THE CITY
AFTER THIRTY YEARS OF SERVICE
WHEREAS, James Titiriga began his law enforcement career as a Police Officer for the Torrance Police Department on April 8, 1996 . Ten years later , on December 24, 2006, he was promoted to Police Sergeant . Seven years after that, on June 16, 2013, he was promoted to Police Lieutenant .
James was then promoted to Police Captain on September 27, 2020; and
WHEREAS, James has served in various assignments within the Torrance Police Department, while in Patrol . He was an Officer ; Field Training Officer ; Field Sergeant ; Community Lead Officer Sergeant; Watch Commander; and Patrol Division Commander. While in the Special Operations Division, he was a Vice and Narcotics Investigator, as well as the Special Operations Bureau Commander. James also held the position of Internal Affairs Sergeant ; Community Affairs Sergeant; and the Personnel Division Bureau Commander; and
WHEREAS, James embodied the Torrance Police Department’s Core Values of Service, Pride, Integrity, Compassion, and Excellence . With his affable demeanor, James easily encouraged his fellow Officers to be more empathetic and to go above and beyond for the citizens of Torrance and those around them. James exemplified the highest standards of integrity, courage, and commitment. His unwavering dedication to his work was truly admirable; and
WHEREAS, James was the Commander in charge of various collateral duties including the SWAT Team; Crisis Negotiation Team; Peer Support Team; and Mobile Field Force. Overseeing these collaterals allowed James to show his altruistic, generous, and supportive nature . It also demonstrated his dedication and commitment to the Police Department and to those in need of a supportive hand; and
WHEREAS, James has received numerous letters of commendation from the Department, citizens and other agencies. The commendations discussed James’ attention and thoughtful consideration of others ; his steadfast commitment to law enforcement ; his consistent willingness to go above and beyond what was expected of him as a member of the Torrance Police Department ; his professionalism ; and how his proactive and commanding leadership has saved many lives during critical situations; and
WHEREAS, James has provided 30 years of dedicated service to the City of Torrance and ha s unselfishly used his many skills for the benefit of the Police Department and the citizens of Torrance.

1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Torrance, California does hereby commend, honor, and congratulate POLICE CAPTAIN
JAMES ANDREW TITIRIGA
for his dedication, professionalism, and contributions to the City of Torrance while in our employ; and, be it further resolved, that he be wished a full and rewarding life in his retirement years.
