RECOMMENDATION
Recommendation of the Public Works Director that City Council:
1.Adopt a RESOLUTION adopting the Residential Pavement Improvement, I-159 project as being funded by SB 1: The Road Repair and Accountability Act for fiscal-year (FY) 2026-27; and
2.Appropriate additional fiscal year 2026-27 Road Maintenance and Rehabilitation Account (RMRA) funds in the amount of $530,965 to the Residential Pavement Improvement, I-159.

DISCUSSION
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017, and provides funding to fix roads, freeways and bridges in communities across California. Road Maintenance and Rehabilitation Account (RMRA) funds are generated by increases in gasoline and diesel excise taxes; diesel sales tax; and vehicle fees as provided by SB1.
The City of Torrance (City) already receives approximately $3M of Gas Tax funds (Highway Users Tax) on an annual basis. RMRA funds from SB 1 increase the amount of gas tax-related funds the City receives on an annual basis.

RMRA funds are received monthly from the State. RMRA funds received by the City since the inception of SB 1 and projected future amounts are as follows:

In order to receive an apportionment of RMRA funds from the State Controller, local agencies must submit to the California Transportation Commission by July 1st of each fiscal year a list of projects proposed to be funded with RMRA funds. The project list must include a description and the location of each proposed project, a proposed schedule for each project’s completion, and the estimated useful life of the improvement. A Resolution is required to identify project(s) to be funded with RMRA revenues.
Public Works Engineering has identified and selected the Residential Pavement Improvement, I-159 project (I-159 Project) as the most ideal project for use of FY2026-27 RMRA funds. The I-159 Project is an annual capital project that rehabilitates residential roadways citywide. The addition of FY2026-27 RMRA funds, combined with other Gas Tax funds already programmed in the I-159 Project, will allow the City to repair approximately 16.5 miles of residential roadways as well as associated curbs, gutters and sidewalks. This proposed action of selecting the I-159 Project for the RMRA funds is consistent with the current adopted Capital Budget to which identifies RMRA funds as a multi-year funding source for the I-159 Project.
FY 2026-2027 RMRA Funds
Approval of the recommended Resolution will result in RMRA funding in the amount of $3.6 million being appropriated to the I-159 Project on July 1, 2026, because of prior City Council adoption of the Capital Budget.
The $3.6 million was based on a prior projected revenue amount and is listed in the adopted Capital Budget. As of January 2026, the State now estimates that Torrance will receive approximately $4.1 million in RMRA funds for FY 2026-27, an increase of $530,965 from the previously appropriated $3.6 million. Consequently, the City Council must appropriate the 2 City Council

difference of $530,965 to the I-159 Project to allow the City use of the full $4.1 million in projected FY2026-27 RMRA funding for roadway repairs. If the actual amount received is greater than what was projected, the funding is carried over and appropriated to the following fiscal year. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TORRANCE ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-27 AS FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS , Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by former Governor Brown in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and
WHEREAS , SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Torrance are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS , the City of Torrance must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS , the City of Torrance, will receive an estimated $4,130,965 in RMRA funding in Fiscal Year 2026-27 from SB 1; and
WHEREAS , this is the tenth year in which the City of Torrance is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City of Torrance has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and WHEREAS, the City of Torrance regularly evaluates and inspects the condition of roadways throughout the City to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City of Torrance maintain, repair and rehabilitate
16.5 miles of roadway and the adjacent curb, gutter and sidewalk throughout the City of Torrance this fiscal year and, in the future, similar projects; and WHEREAS, the 2024 California Statewide Local Streets and Roads Needs Assessment found that the City of Torrance’s streets and roads are in an “at risk” condition that requires repairs and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a “good” condition; and
WHEREAS , the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.
