Date: June 9, 2026
To: Honorable Mayor and Members of the City Council
From: Shant Megerdichian, General Services Director
By: Milton Sanabria, Administrative Services Manager | [email protected] Subject: General Services – Approve First Amendment to Contract Services Agreement for the Roof Replacement at City Yard. Expenditure: Not-to-Exceed $173,270 (General Fund).

RECOMMENDATION
Recommendation of the General Services Director that City Council approve a first amendment to the contract services agreement with Commercial & Industrial Roofing Co., Inc. of Spring Valley, CA (C2025-293), for a not-to-exceed amount of $173,270, for a new total not-to-exceed amount of $1,555,454.20, including original project contingency for the City Yard Roof Replacement Project.

FUNDING
Funding is available in the Replace Roof City Yard Services Building Project (FAC0021-4030- CN0002).

DISCUSSION
The City Yard Services Building, constructed in 1984, requires roof and skylight replacement due to end-of-life conditions, including ongoing leaks and deterioration. The City Council previously approved a contract services agreement with Commercial & Industrial Roofing Co., Inc. for the roof replacement project.

Given the contractor’s strong performance and demonstrated quality of work, staff explored the opportunity to expand the scope to include the north-side Fleet Garage roofs. This additional work will address other areas of roof deterioration and help ensure continuity of the roofing systems throughout the City Yard facility. The expanded scope necessitates an increase to the contract sum to accommodate the additional work.

The contractor will continue to provide installation of a TPO single-ply roofing system, new skylights, fall protection, and associated components, along with a 20-year manufacturer’s NDL warranty and a 5-year workmanship warranty in accordance with project specifications.

All other terms, conditions, and prior approvals of the original agreement remain unchanged. 1 City Council
