8I
Date: June 9, 2026
To: Honorable Mayor and Members of the City Council
From: Robert Dunn, Chief of Police
By: Leaonna DeWitt, Senior Business Manager | [email protected] Subject: Police – Authorize Purchase Order for 162 Rifles with Proforce Law Enforcement and Appropriate Funds. Expenditure: $517,076.23 (Non-General Fund).

RECOMMENDATION
Recommendation of the Chief of Police that City Council:

1. Authorize a purchase order with Proforce Law Enforcement, in the amount of $517,076.23, for the purchase of 162 rifles; and

2. Appropriate $517,076.23 from the Citizens Options for Public Safety (COPS) project (COPS-3559-OP0001).

FUNDING
Funding is available from the COPS Grant Fund in the COPS project (COPS-3559-OP0001).

DISCUSSION
The Torrance Police Department is in the process of replacing and standardizing department- issued rifles to ensure officers are equipped with reliable and modern equipment that meets operational and safety needs. Due to current funding limitations, the initial purchase is limited to 162 rifles and related equipment, which will ensure deployment to our frontline officers. Additional rifles necessary to complete the department-wide replacement program will be procured at a later date once funding is available in next year’s budget. Due to funding deadlines associated with this source this purchase is advancing at this time and the remainder will follow.

Staff conducted an informal procurement process and obtained quotes from the following vendors.

Proforce Law Enforcement $517,076.23
LC Action Policy Supply $520,182.53
Perrine Firearms $515,618.58

After reviewing the submitted quotes, staff determined that Proforce Law Enforcement is the preferred vendor for this purchase. Proforce is an established law enforcement vendor with extensive experience supplying public safety agencies throughout California.

Staff has previously worked with Proforce and has consistently received excellent customer service, responsive support, and timely delivery of products. Although Perrine Firearms submitted the lowest quote, staff determined that Perrine is not the lowest responsible bidder for this purchase. Perrine is a smaller vendor with longer projected acquisition and delivery timelines, which could delay deployment of the rifles to the department personnel. Additionally, Perrine requires a 10% upfront deposit as part of the purchase terms, which is not standard for the purchase of goods.

This purchase is allowable under TMC Section 22.3.100 (d) which states:
“The competitive selection processes set forth in this Chapter do not apply in the following categories however purchases shall be made in accordance with procedures and regulations established by the City Manager:
d) A proposed purchase is at or below the current market price and will result in significant cost savings to the City, or that the proposed purchase is not more than the current market price, and that significant time will be saved by such a purchase.” Staff recommends that City Council authorize a purchase order with Proforce Law Enforcement for 162 department rifles and appropriate funds.
