I’m a citizen of Torrance and a senior citizen. I’m strongly oppose the Torrance government providing an easement to a private company through Alta Loma Park for a solar power generating facility located on private property. This includes above ground power lines through the park and neighborhood to connect to the power grid to deliver the power generated by the solar farm. This park and its amenities should be preserved for the local residents and others who have come to love the quiet, safe, and isolated local of the park. The park is routinely used by children, parents, retirees, and senior citizens throughout the day and weekends. Although I don’t live in the neighborhood, I frequently use the walking circle to get my exercise and maintain my health . It would be a shame to show up to do this and get turned away unknowingly because of construction or maintenance by a private contractor who isn’t even a resident of Torrance. The park should be reserved for the benefit of Torrance citizens and other individuals not for a money making venture.

Dear Torrance City Council Members,
I am writing to strongly oppose any private easement or permanent access agreement through Alta Loma Park for private development purposes.

This matter is deeply personal to my family. I was born and raised in the city of Torrance and visited this park when I was a young child. I purchased a home in the neighborhood in 2018. I have two young children who I take to the park almost daily, and al lowing heavy equipment, construction vehicles, and private access through this space would greatly affect our experience.

Alta Loma Park is a cherished public space used daily by families, cyclists, and residents.

Introducing these industrial hazards would create severe and unnecessary safety risks for my children and the many others who play there.

Furthermore, this proposal would damage public resources and set a troubling precedent for prioritizing private interests over public land. Lastly this would decrease residents property values and cause many to consider leaving or others to reconsider movi ng to the neighborhood. I urge the City to ensure that all future discussions and negotiations regarding this matter are handled with strict transparency and in a fully public forum.

Please protect Alta Loma Park, uphold the public trust, and reject any easement proposal that compromises community safety.

Thank you for your time and your dedication to our community.

Respectfully,
Eric Bernier

I would like to add my objections to using Alta Loma Park as the access area for building the solar panel farm on the side of the park. The use of heavy equipment and frequent construction traffic through the park will lead to excess dust and noise, not to mention the danger to all of the people using the park.

As a residence of the Victoria Knolls neighborhood, I encourage the City Council to veto this proposal.

Sincerely,
JoAnn Katz

Mayor and Council Members,

My name is Roxana Johnson, and I am a resident of the Hillside Neighborhood, near Alta Loma Park.

My husband and I have lived in this neighrhood for 25 years, and I'm writing to you today as a concerned citizen and grandparent. My kids grew up going to Alta Loma park and now my grandkids are enjoying it also.

I would like to express my concerns regarding the Skyline Solar Panel Project. Many of us in the community are concerned about negative adverse impacts this project may have on our community, in particular on Alta Loma Park. As I understand it, there is no current way to access the land where the solar panels are designated to go. We are concerned that this city council may allow a “Right of Way” or some type of utility access to cut through the area in and around Alta Loma Park. We do not want this. This would raise serious safety and ecological concerns. Many children and families are often at the park. In addition, this would affect the appearance of the park.

Alta Loma Park plays a vital role in supporting our community’s health, recreation, and neighborhood pride. However, this solar panel project has the potential to diminish the neighborhood value.

I respectfully ask the council to reconsider any “Right of Way” through Alta Loma Park to ensure these spaces are kept clean, safe, and accessible for everyone.

Thank you for your time and consideration. I appreciate your commitment to our community.

Subject: Alta Loma Park

Good afternoon honorable members of this council,

I am late to write this, but am VERY upset by what I am hearing and reading.

Prior to any decision by the City Council, I attempted to gather information for myself on the Solar Panel project. I took the time and effort to go to the City Hall Planning department to gather this information by asking to see and get copies of th e plans for the at that time proposed solar panel project at the Trailer Park located below Alta Loma Park.

They showed me an image where the panels did not extend all the way to the Alta Loma Park boarders, thus not affecting any view from the park or for the homes. When I asked for copies of these, I was informed I could not get copies, implying that it is a proprietary property and thus would not be provide. Also, I was informed that these panels would be used to provide electricity to the Trailer Park community and not to be sold to the electrical grid.

The last we had heard, is that the Planning committee had rejected these plans, but yet after some closed-door deals, The Torrance City Council ignored this and gave permission to this project!
Now reading that these panels are: approved, apparently extend all the way to the park boarders; are to extend all the way to the homes (thus blocking their view), and that the electricity created by these panels is not for the community in this trailer park, but to be sold to the grid has enraged me.

To cry over what is now spilt milk is not the purpose of this letter. The above is to show what is presented and what actually happens. The main purpose of this letter is to OPPOSE any access to the Trailer Park community form our community!
We are now learning that the Trailer Park owner is looking to use and create an easement from our Park in our community to his community - what a crock!! The trailer park owner has ample property to create his own access, to create a staging location and not destroy another community that he is NOT part of! This access will create the following:
* Massively increase traffic to a community that is accessed by a one road source – Crest Rd * Increase the noise level by permitting large trucks & construction vehicles to access ALTA

LOMA PARK
* Destroy Alta Loma Park for purposes that do not serve the bedroom community of Victoria Knolls
Has any thought been applied to future maintenance of these panels? Once this easement is granted it will be used on a continued basis to access, maintain, and repair these panel that bring NO benefit to the community they are intruding upon!
This continued noise, and traffic will change the atmosphere of this community and thereby also in the end bring down the value of the properties in the Victoria Knolls Adding heavy traffic to the roads that are maintained by the city to a community that is so to say off the grid does not seem to be in the cities interest

* I OPPOSE any permit for access to the Solar panel project from our community, let alone the destruction of the Alta Loma Park to do so.

10 11
* I OPPOSE the permission to create a staging are in Alta Loma Park, this decreasing the community’s’ opportunity to use the park to its fullest.

Good afternoon,

Please take the following into consideration:

Good day,

I write this as a co-Trustee of my fathers’ property up in the Victoria Knolls neighborhood as well as an adult who grew up in this neighborhood.

It is appalling to discover that the Torrance City Council is willing to let a serene and well sought after neighborhood to be destroyed by the wealthy business man who does not even live in the city of Torrance.

I WHOLE HEARTELY OPPOSE this council to grant any construction access or easement to be permitted in the Alta Loma Park!!

The Victorias Knolls neighborhood is a community that uses this park for many activities: birthday parties, a place for small children to gather and play, a space to exercise, and on those special holidays to have picnics. It is a highly treasured part of this community!

To even consider letting a PRIVATE business gain access to his PRIVATLEY owned Trailer Park through a community that his Trailer Park is NOT part of is wrong on so many different levels.

Said owner has:

1. space in his own Trailer Park community to create this access

2. the land in his own community to create the needed staging areas

By moving this access out of his Trailer Park community, theses large trucks and construction vehicles will create congestion, noise, and road damage by gaining THRU Alta Loma Park & thru our community to his property. Decreasing or even closing the parks access and the increased traffic will affect property value for the homeowners due to ongoing need to maintain these panels and the traffic it will create.

Has any consideration been made that this community and Alat Loma Park can only be accessed by the one road leading into this community – Crest Road.

Providing a PRIVATLY owned entity to destroy a community outside of his owned community is only heard of when permissions are granted behind closed doors, and not including the residents who reside in this community or of the property owners.

What has been done to permit a Council think granting a PRIVATE entity to access to his PRIVATELY owned property by destroying another community and it’s park is in anyone’s interest except those who will profit from it?

Destroying a parks usability by a private entity is not in the cities or the resident’s interest. 13 14

I OPPOSE granting any type of permission for access thru Alta Loma Park or of creating an easement for the solar Panel project.

Good afternoon Mr. Chapayan,
Let me first thank you for taking the time to read this email which at it's heart has the request to PLEASE DO THE RIGHT THING AND DO NOT GRANT THIS ACCESS THRU OUR COMMUNITY!!!
How is this project benefitting our community? It is NOT, instead the owner of the property associated with the Trailer park on PCH is burdening us with increased traffic, noise and dust? It is decreasing the park play area, exercise area, view. and even security by introducing strangers (non-residents) to the park.

Why should a landowner, who has ample access and ample land on his own property be given the rights to burden our community and the park with-in this community with his project?
How are we to guarantee our children will be safe while all of these construction teams are there?
As we are sure you realize, Crest Rd/Delos is the only true access to the Alta Loma Park and by giving access thru our community you are putting the burden of heavy traffic, noise and dust on the residents who live on Crest and Delos Drives.

Once this access has been granted it is to be assumed that all future maintenance and repair traffic will also flow thru the easement and not thru the landowner's own property.

In the beginning when reviewing the paperwork that had been mailed and even when we went to the Planning department it was stated the Solar panels were to supply power for the Trailer Park community. Since the Solar Panel project has been approved (behind closed doors it appears) it has been reported to me that this is not the case, but instead the electricity provided by these panels will be SOLD to the grid.

To sum it up a landowner, not of our community, will be accessing his property thru our community and not his land, so that he can set up solar panels that will not benefit our community nor his community (as originally told to us), but rather to make more money! Why should we as residents have to put ups with this?

It is so wrong of the Torrance City Council to permit this heavy traffic which will cause congestion, noise, dust to be going thru this quiet neighborhood! From what I have been told the City Council went against the Planning departments denial of the proposed Solar panel project and approve it behind closed doors!!! Makes one wonder whose hands were greased!
Let me repeat - PLEASE DO THE RIGHT THING AND DO NOT GRANT THIS ACCESS THRU OUR COMMUNITY!!!

Thank you,

Dear Mayor and Council Members,

I am writing to share my concerns about the proposed Skyline Solar Panel Project and how it may affect our neighborhood—particularly Alta Loma Park.

When I purchased my home a few years ago, one of the most meaningful selling points was the park and the sense of community it provides. It has become a central part of our daily lives—my kids ride their bikes there every day, and it is a place where famil ies gather, children play, and neighbors connect. Losing or compromising that space would be a significant loss for our community.

My understanding is that there may not currently be direct access to the project site, and that potential solutions could involve establishing a right of way or utility easement near or through the park area. I strongly oppose any plan that would impact Al ta Loma Park or its surrounding open space.

The park is not only vital for recreation, but it also contributes to neighborhood safety, environmental quality, and overall livability.

Introducing construction activity or access routes through this area raises concerns about safety, disruption, and long-term impacts to a space that so many families rely on.

I respectfully urge the City Council to carefully consider these concerns and to reject any proposal that would require access through Alta Loma Park. Preserving this space is essential for maintaining the quality of life for current residents and future generations.

Thank you again for your time and thoughtful consideration.

Sincerely,
Natasha Skorzanka - Fife & Garrett Fife
