This email is to notify the City Council Members that there should be NO EASEMENTS (ACCESS) FOR PRIVATE COMPANIES THROUGH OUR
PUBLIC TREASUREALTA LOMA PARK! ALL DISCUSSIONS AND
NEGOTIATIONS PERTAINING TO THIS MATTER SHOULD BE IN A PUBLIC FORUM NOT HELD BEHIND CLOSED DOORS.
Please be on notice that our family absolutely opposes an access road through Alta Loma Park. Alta Loma Park is a quiet, charming neighborhood park where families love to come and play. It is a fully enclosed park with one entrance which provides security and safety for children playing at the park. The majority of parks in Torrance do not provide this type of security and to propose to use the park as an access to a private company to access solar panels is absolutely absurd. We do not want large trucks accessing our park to install and then maintain solar panels. By allowing trucks to access a road through a park with children playing creates a huge liability for the City. In the past, large tree trimming trucks were accessing the backside of the park to install wood chips and there were numerous times where children were almost hit, as well as, the trucks created wear and tear on the grass area and damaged the basketball hoop. I'd find it hard to believe that any insurance carrier would take on the liability of large trucks driving through a park with children playing. All of this takes away from the quiet secure park that has been a staple in this community for decades that we all have come to love. If Skyline needs an access road to install and maintain solar panels then build the road on their property not through our community park.
An access road through the park is completely unacceptable, unsafe and creates a huge liability. Our family and community strongly oppose this proposal. 1 13. CLOSED SESSION

We have enjoyed the use of Alta Loma park as tax paying members of this community for more than 30 years. Allowing this easement will not only destroy our park but also could eventually cost the city legal fees to settle the inevitable law suits. Please do not allow this.

Dear City Council members,
I purchased my home in 1985. One of the deciding factors was the proximity to Alta Loma Park. What makes this area special is having a green space to walk to every day. It binds us as neighbors. It allows us to welcome new home owners to our neighborhood. It allows parents to teach their young children to enjoy and value green spaces instead of being buried on their cell phones. It will affect property values and the quality of life for all of us. Why is this even being considered? Is the city of Torrance so desperate for money, they are willing to destroy the quality of life that makes Torrance such a special place to live? Vote absolutely, in the strongest of terms, NO easements (access) for private companies through our valued Alta Loma park. All negotiations should be in a public forumnot behind closed doors. We voted for you.
These decisions are ours to make. We say NO!

Dear Torrance City Council Members,
I strongly oppose granting any easements or access rights to private companies through Alta Loma Park.
Alta Loma Park is a public treasure that serves as an important gathering place for families, children, community, and the surrounding neighborhood. Decisions that would impact this space should not be negotiated behind closed doors. All discussions, proposals, and negotiations regarding park access or easements must take place in a fully transparent public forum where residents have the opportunity to be informed and heard.
Allowing private company access through our neighborhood park would negatively affect the quality of life for the community that uses and values this space every day.
OUR PARKS EXIST TO SERVE THE PUBLIC NOT PRIVATE INTERESTS.
Please protect Alta Loma Park and preserve it for the families and residents who depend on it as a safe and welcoming community space.
Sincerely,
Amanda Escarciga

Dear Torrance City Council Members,
I am writing to you as a concerned resident to express my strong opposition to any proposal that would grant a private investor or company a permanent easement for access through Alta Loma Park.
Our public parks are treasures that must be protected for the safety and enjoyment of the community. Providing private access would mean introducing heavy equipment, large vehicles, and industrial workers into an area where children play, people bike, and families gather. This creates an unnecessary safety risk, potential for injury, and opens the city to needless litigation.
I am requesting that you uphold the following positions:
• NO EASEMENTS (ACCESS) for private companies through our public treasure —Alta Loma Park!
• ALL NEGOTIATIONS regarding our public lands should be conducted in a public forum, not behind closed doors.
I urge you to protect Alta Loma Park and ensure it remains a safe, accessible space for all Torrance residents.
Sincerely,
Paige Andersen

Good afternoon,
I am a resident of Victoria Knolls and have just been told about the very troubling possibility of providing a Private Investor a permanent easement through the park.
The park, the quietness and lack of outside traffic through our neighbourhood is the reasons why we chose to call this place home. The access through the park would disrupt the peaceful family park setting, create a danger to those enjoying the park, create traffic with heavy machinery which would create congestion in our neighbourhood especially given that there is essentially one way in and one way out, noise and air pollution and a number of other unforseen problems.
I’m sure there will be an argument to sacrifice a neighborhood for the good of the city.
Is that really fair to those who have invested their life savings in a place to call home.
Don’t let money buy your vote. Please speak up for the residents of Victoria Knolls who are powerless in this decision and deny this permanent easement.
I would love for you to respond and hear your views on this issue.
Sincerely,
Richard Masuda

Please do NOT give an easement for access through Alta Loma Park.
This is my park and I live here; we treasure our park. Our children play there; others hike, run and have family picnics. Don’t let it be spoiled. It is one of Torrance's treasures.

Alta Loma Park. Is a complete and total treasure in the city of Torrance.
It's fate should not be decided behind closed doors.
This park is utilized. By the entire community for exercise, community events, picnics, and volleyball games.
People walk their dogs, walk with their children, and spend beautiful days in the city of Torrance, at Alta Loma Park.
Torrance is already building at an astronomical rate, making it almost impossible to navigate city streets.
The city council Should do nothing whatsoever to destroy any more free space.
I personally walk my dog at Alta Loma Park, two to three times a day for my wellbeing.
There is a core of community neighbors who utilizes the park every day.
I practiced as a Podiatrist for 47 years in the city of Torrance.
Please do nothing to destroy the nature of this treasure.
Public Hearing Tuesday 6/9/26 @ 5pm.
Sincerely,
Carl R. Wagreich, D.P.M., D.A.B.F.A.S.

Dear members of the Torrance City Council,
Alta Loma Park is a beautiful park, and a treasure in the South Bay. My husband and I moved here precisely because of the park's lovely trees and spectacular view of the LA Basin. We have jogged in the park 6 days a week ever since the day we moved here 38 years ago.
It is a pity that you would try to sell off our public assets to a private company, based anywhere, and shameful that you would do so in secret with almost zero opportunity for public input. Rest assured, people in our South Torrance neighborhood will let you hear from us in person at the 5 pm meeting on June 9.

Dear City Council Members,
I am a homeowner in the neighborhood which contains Alta Loma park, and a daily user of the park itself. The two best things about this neighborhood are the fact that it is essentially a giant culdesac with no through traffic and that we have a safe, quiet, fully enclosed park where residents can let their children run and play in a comfortable, undisturbed environment not found in any of Torrance's other public parks.
By allowing a private company to use our beloved park as an easement you are destroying everything that is good about this neighborhood with no benefit to the actual residents and more importantly, without their consent. Selling off the rights to our park for profit without our approval is a betrayal of your responsibilities to our community. I would like to remind you that you work for Torrance, not some private forprofit company in Orange County, and no resident wants this to happen. Please do the right thing and abandon this cartoonishly evil plan.
Sincerely,
Barbara Blumenthal
P.S. I have submitted multiple requests for basic repairs to the women's bathroom in this park and been CONSISTENTLY ignored. You have never made a good faith effort to make this park better for residents, and it's become painfully clear now that you are trying to ruin it even further.

P.S. I have submitted multiple requests for basic repairs to the women's bathroom in this park and been CONSISTENTLY ignored. You have never made a good faith effort to make this park better for residents, and it's become painfully clear now that you are trying to ruin it even further.
Barbara Blumenthal

Dear Torrance City Council Members:
I am writing to you out of concern that you may be approving an easement through Alta Loma Park for private companies with heavy machinery.
This park has been a treasure in Torrance for very many decades. Alta Loma park is used extensively by little children and adults alike. An easement would severely interfere with the use of the park and even harm the Torrance residents and their families that use it.
All discussions regarding the park should be held in public and not in closed door sessions. Please do not approve this easement.
Thank you,
Wendy Lee

Dear Torrance City Council Members,
I am a resident close to Alta Loma Park, and I respectfully oppose granting private easement access through Alta Loma Park for the proposed solar panel project.
This area is not simply vacant land. It functions as a quiet passive open space where neighbors regularly see rabbits, coyotes, hawks, squirrels, and many birds. Allowing private access for equipment, vehicles, workers, fencing, and future maintenance would change the natural and peaceful character of the park area.
I support clean energy, but solar panels should be located on rooftops, parking lots, or already developed areas — not through a public park or protected open space.
If the private owner cannot preserve the land as it is, I respectfully suggest that the City explore purchasing the property, possibly with the participation of nearby residents and a nonprofit conservation organization, so the land can remain a passive natural area for the community.
Respectfully,
Moises Cardenas

To All,
There is an old saying "If it's not broke, don't fix it!" and another saying "Leave well enough alone!". Please don't ruin Alta Loma Park!
"NO EASEMENTS (ACCESS) FOR PRIVATE COMPANIES THROUGH OUR PUBLIC TREASUREALTA LOMA PARK! ALL NEGOTIATIONS SHOULD BE IN A PUBLIC FORUM NOT BEHIND CLOSED DOORS."
My husband and I enjoy walking through our neighborhood to Alta Loma Park! We have been living here for over a year after losing our home in the Palisades fire. The park is beautiful, peaceful, and well maintained. Every day many of us walk through the park, some walking dogs, some without, young children riding their scooters or bikes along the bike path, others playing in the playground area, some playing basketball, Mom's and Nanny's with kids in the playground, other kids playing on the large grass field, families having celebrations at the picnic tables, holidays such as Easter celebrated with an Easter egg hunt on the grass, neighbors socializing, others watching the squirrels in the trees, crows flying, even bunnies hopping around! Please don't allow a Private Investor ruin our beloved park with an easement and heavy equipment coming through the park!
Very respectfully,
Georgia and Tom Inferrera

Dear City Council Members:
I am very alarmed to hear that the Torrance City Council might provide a permanent easement for access through Alta Loma Park to a private investor without a public hearing.
I have lived in this neighborhood with my elderly mother for the past 11 years, and she has lived in this house since 1972. ALTA LOMA has always been a part of our family and continues to hold a dear place in our hearts. We have many fond memories of family gatherings, picnics, and are still active visitors to this neighborhood oasis. It is sickening to us that an easement of this type, endangering the safety and enjoyment of all visitors, would even be considered. Further, that this might be done without the benefit of a public hearing.
PLEASE, NO EASEMENTS (ACCESS) FOR PRIVATE COMPANIES
THROUGH OUR PUBLIC TREASURE ALTA LOMA PARK! ALL
NEGOTIATIONS SHOULD BE IN A PUBLIC FORUM NOT BEHIND

Good afternoon,
My name is Lisa Williams, as a resident of over 30 years, I care deeply about Alta Loma park. It has been the site of countless family celebrations and currently serves as my husband's rehabilitation track following hip surgery.
My concern lies specifically with the proposed easement, not the solar panels themselves.
1. Will mature trees be removed?
2. Will the building be demolished?
3. Will the 1/4 mile track be disrupted?
4. Who is going to restore the park?
5. Who will be responsible to make sure restoration happens?
6. What is the benefit to the City and our neighborhood to give an easement to a private company?
7. Why has this only been discussed in closed session?
Thank you for addressing my concerns. I look forward to a response.
Sincerely,
Lisa Williams

My name is Wendy McBeth and I live on Delos Drive, right across the street from Alta Loma Park.
I have learned that the City Council may provide a private investor from Orange county a permanent easement for access through Alta Loma Park. I am strongly opposed to this as it would impact the use and safety of our lovely park. The playground areas, climbing trees and recreational building that visitors use often, would be affected.
This has been a familyfriendly, safe and quiet park that our family has personally had the privilege of enjoying over the past 30 years. Our Hillside Neighborhood Association has warned us of possible and needless litigation that may occur due to injuries to those using the park if the easement is granted. As a parent, and now more importantly, a grandparent of small children who use the park, I am asking that you seriously consider the impact that this would have on our quiet residential community.
Please, NO EASEMENTS for private companies through our park. All negotiations should be in a public forum and not behind closed doors.
As a registered voter, my hope is that you take the concerns and opinions of Hillside residents into consideration and do the right thing.
Thank you,
Wendy McBeth

Dear Torrance City Council members,
I have learned from a flyer left on my porch that you, my Torrance City Council members, may consider allowing a Private Investor from Orange County for a permanent easement for access through Alta Loma Park. I would like to know when you were planning on notifying us neighbors that live near Alta Loma Park of this agreement and the opportunity to dispute the access.
I have lived down the street from the park for over 20 years. My children grew up playing in the park running free and exploring without the risk of harm or injury to them.
Neighbors walk around the park for exercise, and various groups gather for activities on the grass. The park perimeter is completely closed off except for the main gate where one can monitor the comings and goings of people making it a safe haven for children and adults inside the park . Now you want to allow access through the park for vehicles and workers risking the safety of anyone utilizing the park. It's bad enough that we all have been complaining for many many years of the speeding cars going up and down Crest Road only to be told the Fire Department doesn't want speed bumps because it slows their response time. There's more than one street to reach other parts of the neighborhood than Crest Road, of which the Dept has done countless times. I can't imagine how unsafe our park will become if this access is allowed.
How much more are we, the residents of this City, going to have to endure these shady agreements? It's bad enough that our Federal Government has taken so much away from us, and now we have to worry that our City is following the same agenda.
What are you going to do about the traffic in our neighborhood, strange workers coming through the park while providing a safe environment for us residents that will be affected. Torrance has always been a wonderful city to live and raise children, but it's slowly been getting worse and worse. Please help keep what little we have left to enjoy by reconsidering this access through our park.
Thank you so much for your time and paying kind attention to my letter.
Sincerely,
Naomi Mori

I am writing to you out of concern that you may be approving an easement through Alta Loma Park for private companies with heavy machinery.
This park has been a treasure in Torrance for very many decades. Alta Loma park is used extensively by little children and adults alike. An easement would severely interfere with the use of the park and even harm the Torrance residents and their families that use it.
All discussions regarding the park should be held in public and not in closed door sessions. Please do not approve this easement.

Hi — My neighbors around Alta Loma Park and I are worried about reports that the City is considering a permanent easement through the park for an OC developer.
There’s no information on the City website, so we don’t know what’s actually being proposed or how it might affect traffic, safety, or property values. Our neighborhood’s one way in, one way out layout is a big part of why it’s so safe and peaceful, and we’re concerned about losing that.
Please let me know if this is a serious consideration.
Thank you,

We hope you are doing well. We are writing to respectfully express our concern about any proposal to grant a private company an easement through Alta Loma Park.
Alta Loma Park is a special community asset that residents value and enjoy. Any proposal that affects this public space should be discussed openly and transparently, with residents given the opportunity to understand the details and provide input.
We respectfully ask that all discussions, negotiations, and decisions regarding any potential easement be conducted in a public forum rather than behind closed doors.
Thank you for your service to our community and for considering the voices of Torrance residents. We appreciate your commitment to transparency and protecting our public spaces.
Respectfully,
Stefanie and Ron Prykanowski

Council Members,
I was dismayed to learn that you are considering providing a permanent easement to access through Alta Loma Park for a private Orange County investor. An easement that means heavy equipment, workers, large vehicles, etc near the bike path, building and tree near the locked gates seems very disruptive and a big change to the quality of the park.
Other commitments prevent me from attending the June 9 public hearing, but I hope to view the minutes from the meeting and talk with those who go. I live in the neighborhood and my husband and I walk there frequently and bring our granddaughter to play also. It gets regular use during the week from dog walkers, children and those jogging and is always filled with families on the weekends having birthday parties and barbeques. The park is one of the things that makes this neighborhood so family friendly.
Any change to it should be very publicly and carefully considered, and I expect that the opinions of those who live near and use the park and use it will be given considerable weight.
Sincerely,
Heather Callow

Please postpone your behindcloseddoors vote on the Alta Loma park easement.
I no longer drive but I am hoping to find a ride to the June 9 city council meeting. In case that is not possible, here is what I would say.
First, I have concerns about liability issues for the city with the increased traffic the heavy trucks will bring. There are also insurance coverage concerns. Won’t this easement increase or jeopardize the insurance coverage? What about judgements and costs for the city should someone be injured. Who pays for repairs and maintenance for the road this easement intends to allow? I am sure you all remember Frank Scotto.
He told me once if the city council finds this room packed with people, they are doing something wrong. I watch a lot of cop shows on TV. I learned, in the end, we must follow the money. What will we find? Alta Loma park belongs to us. It is a designated green space. Why are decisions about Alta Loma park made behindcloseddoors? These decisions should be discussed in the public forum. Please postpone your behind closeddoors vote on the Alta Loma park issue. There should, at least, be an appearance that the city council listens to the residents and makes decisions that reflect the needs of the residents who recently voted for you.

Dear Torrance City Officials,
I am writing to express my strong opposition to any easement, access agreement, or rightofway being granted to private development companies through Alta Loma Park.
Alta Loma Park is a public park and should not be used as an access route for private development. Any discussions or negotiations regarding the use of public parkland should take place in a public forum, with full transparency and meaningful community input — not behind closed doors.
One of the greatest features of this neighborhood is that there is currently one way up and down through the Torrance area. This helps keep our streets quiet and safe, protects the residential character of the neighborhood, and allows children and families to enjoy the area without increased traffic, cutthrough access, or constructionrelated disruption.
Allowing private development access through Alta Loma Park would negatively impact the safety of our streets, the peaceful nature of our community, and the value of our homes. Public parkland should be preserved for the public — not repurposed to benefit private development interests.
I respectfully ask the City of Torrance to reject any easement or access request through Alta Loma Park and to ensure that any future discussions on this matter are conducted openly, publicly, and with proper notice to residents.
Sincerely,
Emilia Ana Lopez

I have recently been told that the city council plans to discuss the possibility of providing an easement through Alta Loma park for access to a solar farm. (I’m don’t even understand how the solar farm was approved as my understanding was that the relevant departments suggested denying this. I certainly didn’t hear it discussed in an open meeting.)
Please don’t allow access through our park to any private company. Alta Loma park is quite a treasure. Citizens of all ages use the park on a daily basis. My husband and I walk there twice a day and we see many neighbors of all ages also using the park. An easement would cause harm to the citizens of Torrance and the welfare of your fellow citizens should be your priority.
I certainly hope that any discussion about this will be in a public forum not behind closed doors.
We elected you trusting you would do what is right and best for Torrance citizens. We also trusted you to put us first before outside investors.

Keep Alta Loma Park SAFE for children, families, senior park walkers, and dog walkers.
Please do not give a company access through the park so that vehicles can pass through by the children’s playground, the basketball space, and the community center building.
Alta Loma is particularly good for families because there is no access through it.
Having only one place of entry/exit makes it easier for parent to watch their children play safely without risk of outsiders traveling through and snatching the kids or running over them while they are riding their scooters and bikes on the sidewalk.
This permitting of access is of no benefit to Torrance. It only opens Torrance up to lawsuits if anyone is hurt because the city opened up the park to traffic.

Dear Mayor and Torrance City Council Members,
I am writing to you as a concerned resident regarding Closed Session Item 13A on the June 9th agenda.
NO EASEMENTS (ACCESS) FOR PRIVATE COMPANIES THROUGH OUR PUBLIC TREASURE—ALTA LOMA PARK! ALL NEGOTIATIONS SHOULD BE IN A PUBLIC FORUM—NOT BEHIND CLOSED DOORS.
Alta Loma Park is a central part of our family's daily life. We walk through the park every single day with our dog, and on the weekends, my 5yearold and 7yearold kids love playing on the playground.
This issue is incredibly personal for us, especially because my 5yearold son has hearing difficulties. Passing vehicles through the park exposes him to a tremendous risk, as he cannot always hear oncoming traffic or heavy machinery approaching. If this park is turned into a pathway for commercial vehicles and industrial equipment, we simply will not feel safe letting our children play there. Bringing large vehicles and workers near the bike paths and play areas poses a severe safety hazard to all the families who enjoy this public space.
Our public parks are a neighborhood treasure, not a shortcut for private profit. Please protect our community's safety and vote NO on this proposal.
Sincerely,
Yukikazu Hidaka, Ph.D.

TO: The Honorable Mayor and Members of the City Council RE: Alta Loma Park Easement
It has recently come to my attention, via posted signs at Alta Loma park by concerned citizens, that you intend to give a private company PERMANENT easement through the park. I implore you to vote against any easement that runs through Alta Loma park, and reject any negotiation that would shrink the usable size, limit community access, or anything that would affect the current character and use of the park. PLEASE, DO NOT DESTROY OR GIVE AWAY OUR PUBLIC GREEN SPACE; there is so little left and this is the only place that the hillside community of Victoria Knolls has as a safe place to walk, play and gather. Why would you approve a private company from Orange County to profit at the expense of local homeowners and Torrance city taxpayers? Just because the easement is legal doesn’t make it right, ethical or a good idea. Is it right that a group of people can impose their desires to the detriment of another group? Where is the equity for those that will be impacted forever by degrading our quality of life in Torrance?
If Skyline Mobile Home Park wants the solar farm for their benefit, then they should make access through their mobile home park, not through Alta Loma park. If the purpose is just to put solar farms in the city, then I suggest leasing out the strip of land at the north side of Torrance airport, adjacent to Skypark Drive, which was used as an agriculture farm over 15 years ago and appears to be vacant. I think it would be a good spot for a solar farm. Or, put solar panels in city parking lots thus providing two benefits, solar power to the grid and shaded parking spaces. Both of these ideas would probably not have an adverse impact to the surrounding community.
Easement through Alta Loma park would have a significant, quantifiable, direct, and unavoidable impact to our community by restricting all access during construction and permanently degrading the green space, recreational space, and our quality of life in Torrance.
If you don’t live in this neighborhood, you wouldn’t know how much Alta Loma park is cherished and used by those in this neighborhood and surrounding neighborhoods. It is a beautiful, secluded, peaceful and safe place for our (Victoria Knolls hillside) community and others to enjoy. Loss of any part of this park would have a significant impact to our community’s safety, health and wellbeing. As a senior, I go to the park to exercise, to enjoy the quiet green space and rejuvenate my mental health, and to look for the great horned owl that I’ve seen frequents the trees there. Here’s how I have seen this park being used by others and can testify to the benefit to our entire community.
• Children use the playground daily and ride their bicycles and other wheeled toys around the perimeter walkway. They make friends with other neighborhood children and have healthy play time.
• Many people walk their dogs here at all hours of the day. • Seniors and those with medical conditions use it for exercise. Other seniors use it as place to meet friends daily.
• Some come to get some peace and quiet amongst the trees for their mental health, to mediate, to read a book.
• There are picnics and celebration parties. Teens play basketball, football, volleyball and other group games. Parents teaching their small children how to play these games.
• Homeowners use the community center to disseminate information, and now music lessons are offered here as well.
As you can see, it is a wellused park. An easement through the park for construction would degrade the quality of life for those in the neighborhood, especially those that frequent the park daily or weekly as I do. There would be no park within safe walking distance for our elderly, children and pets. The crossing at Crenshaw Blvd and Crest Rd is dangerous since there has been accidents and a death at that corner. The Homeowners would no longer have a center to meet for community matters.
So, I respectfully implore you to vote against any easement through the park, or any changes to the park that would affect its character and current use.
Thank you for your time and consideration in this matter.

I am writing to express my strong concern regarding the proposal to grant a permanent easement through Alta Loma Park to a private investor from Orange County.
Alta Loma Park is a treasured community asset that serves as a safe and peaceful gathering place for children, families, and residents throughout our neighborhood.
Granting a permanent access easement for a private company would fundamentally change the character and use of this public space.
Torrance City Council Member:
The prospect of heavy equipment, large commercial vehicles, construction traffic, and workers regularly passing through the park raises significant concerns about public safety, noise, environmental impacts, and the overall quality of life for nearby residents.
Children use this park daily for recreation and organized activities, and introducing industrial or commercial traffic into this setting would create unnecessary risks and disruptions.
In addition, the increased wear and tear caused by heavy vehicles could damage park infrastructure, landscaping, walking paths, and green spaces that have been developed and maintained for public enjoyment. Once a permanent easement is granted, the community may have little control over future impacts and expansions of use.
Our neighborhood values the quiet, familyfriendly atmosphere that Alta Loma Park provides. Public parkland should be preserved for the benefit of residents, not used as an access route for private commercial interests. Alternative access solutions should be explored that do not compromise the safety, beauty, and integrity of this important community resource.
I respectfully urge you to deny any request for a permanent easement through Alta Loma Park and to protect this public space for current and future generations.
Thank you for your consideration of this matter and for your commitment to preserving the quality of life in our community.
Sincerely,
Tammy Masuda

I respectfully urge you to deny any request for a permanent easement through Alta Loma Park and to protect this public space for current and future generations.
Thank you for your consideration of this matter and for your commitment to preserving the quality of life in our community.
Sincerely,
Tammy Masuda

Good Morning Ms. Poirier,
I know it's a busy time for you during this election (congratulations!), but I hope you will take a moment to read and consider my input as a faithful Torrance resident who has invested deeply in this wonderful city. I live in the Hillside neighborhood, work for TUSD, and raised my children in Torrance public schools (they are now at South High).
TUSD hired me in 1999 and I fell in love with my school staff who felt like family. I lived in Redondo when my husband and I looked for our first home. We went to an open house at a Hillside home with one bathroom and original windows. It wasn't until we stepped into Alta Loma Park nearby (and looked out over the open space at the city and ocean view) that we sat down to write an offer without hesitation.
I could write a novel about what this park has meant to me raising three daughters, leading a Girl Scout troop in the park building, hosting birthday parties, and most recently Prom pictures at the park. Walking the path daily around the park and looking out over the open space to a view of the ocean and downtown Los Angelas has calmed and settled my nerves during stressful times. Meeting and visiting with neighbors (old and young) who were at the park and are now friends, has enriched my life and feeling of community.
PLEASE do NOT allow John Saunders to access his solar panel farm through Alta Loma Park. The cost to our community and the residents of Torrance is too high. • I live adjacent to the entry to the park and can't imagine the disruption of staging and building the solar farm will cause to my family. Will we lose OUR access and use of the park as residents so that a private company can gain access? • In addition, it is not SAFE to allow trucks to drive past the bathrooms and picnic tables, directly through the basketball court, past the climbing tree, and at the base of hill where children as young as twoyears old come riding down on balance bikes and scooters.
• Lastly, our property values will be affected by this project. If my neighbors sell because they don't want solar panels within 10 feet of their back fence, I'm sure families with children will not consider buying these houses. My husband and I recently added on to our house because we could not imagine losing proximity to this park.
Will we regret our investment?
Please delay voting on this issue until you have had the opportunity to hear the concerns of the Hillside community. I'm asking you to reschedule this vote to be held openly in front of the residents of Torrance with transparency, and allow time for questions to be answers and concerns to be addressed.
Best Regards,
Ann Gerlach

Dear Jeremy,
Thank you for representing us in the city council and for informing our neighbors about this developer request.
We live across from the Alta Loma Park and have been fortunate to have such a nice small park near us. Our family and nieces and nephews have spent many happy times at the park.
We are writing to formally protest Agenda Item 13A scheduled for the June 9, 2026 City Council meeting regarding the developer request to allow construction access through Alta Loma Park.
We object to granting construction equipment access through Alta Loma Park for the following reasons:
• Safety: Heavy equipment and construction traffic pose a risk to park users, including children and seniors, who use the park daily from early morning to evening. • Park damage: Heavy loads and frequent trips will likely damage turf, trees, and park infrastructure.
• Loss of public access and enjoyment: Temporary closure or restricted areas will substantially reduce community recreational use.
• Noise, dust, and environmental impact: Construction activity will create noise and air quality concerns for nearby residents.
• Developer right of way: Developer owns the Skyline park tract and should use their own access route to the property to be developed
Requested action: Deny the requested park access or have a Public meeting to allow residents to discuss the developer request with the City council Please confirm receipt of this protest and that it will be provided to the City Council and considered at the June 9 meeting.
Sincerely,
Martin and Teresa Shinn

I am a longtime resident of the Torrance Hilltop Area. I am concerned and alarmed that once again a private investor is attempting to open our community up to Heavy Commercial traffic, not only affecting our property values but possibly endangering the lives of our children.
I strongly object to this and will advise all my friends and neighbors to protest this unethical land grab!

Dear Torrance City elected officials,
As a resident and stakeholder in the Torrance community, I am writing to express my absolute and unequivocal opposition to granting John Saunders (owner of Skyline Mobile Home Park) construction and maintenance access through our public park for his private solar panel project.
I am asking you to delay your vote on this issue at your Tuesday, June 9th meeting. I would like elected officials to schedule an open session with time for community members to get answers to their questions and provide feedback.
Decisions that change our neighborhood and take away our safe spaces should not be made behind closed doors. Decisions that change our neighborhood should include community members and listen to their concerns.
My opposition is rooted in critical safety, financial, and deeply personal community concerns:
• Alta Loma Park is not just a plot of land on a map to me. My daughters and I have a strong connection to this space. As a local Girl Scout leader, our troop held our regular meetings right here in this park for seven years. If it had not been for the disruptions of the pandemic, we would still be using that exact meeting space today. I know firsthand how vital and heavily utilized every square inch of this park is for local youth.
• The proposed access route cuts directly across the heart of our park: right past the restrooms, picnic tables, basketball area, climbing tree, and across the walking/bike path at the bottom of the hill where young children regularly ride scooters and bikes.
Forcing heavy industrial construction vehicles through a highuse youth recreational area creates a massive, unacceptable liability for the City of Torrance should a child be injured.
• This project provides absolutely no value to Torrance residents; it is a private venture to sell energy to the grid for personal profit. John Saunders should build access to his solar project through his own property at Skyline Mobile Park. Our public park should not be closed, staged, or disrupted to benefit an outside developer. • Homeowners on Delos face solar panels placed within 10 feet of their back fences, threatening a direct hit to property values. Furthermore, the developer has failed to address critical community concerns regarding fire risks and the localized heatisland effect right next to residential properties.
Last summer, the City Council chose to override the Planning Commission’s decision to deny this project. Overruling the commission's safety and zoning concerns to favor an outside developer already damaged community trust.
The future of Torrance must be decided by the people who live, pay taxes, and raise their families here, not by outside developers and nonlocal campaign contributors.
I expect our elected officials to protect our public parks, safeguard our children, and represent their constituents transparently on June 9th. I demand a denial of park access for this project.
Sincerely,
Maya M. Large

Dear Members of the City Council,
I am writing to formally register my strong disapproval and opposition to the proposed easement currently under consideration for Alta Loma Park. As a property owner and longtime resident of the city, I have serious concerns regarding the negative impacts this easement will have on the park and its neighboring residents.
While I understand the city’s ongoing efforts to improve local infrastructure, I believe the current plan is a mistake for the following reasons:
• Property Value and Usability: The proposed easement will significantly restrict the ability to safely use the park. Traffic from trucks, heavy equipment and maintenance crews have no place in or around our park. Granting public or utility access to this specific portion of land creates a direct threat to our community's use of the park's beautiful bike and walking path which is used daily by the young and the elderly. It would needlessly be altered. Also, children's play would be affected. How could parents safely allow their kids free access of the park with these activities underway? The play equipment is adjacent to the area in question and children frequently leave that area to explore other parts of the park.
• By allowing this change, you would also limit potential future park improvement that would benefit our community, such as landscaping, fencing, play equipment and community building extensions. It is my understanding none/little of the improvements proposed benefit our community just an outside developer. • This kind of activity will negatively impact the property values of surrounding neighbors. This access would not improve their home values. It could be safe to suggest; it may hurt them. The proposed added activity means more noise, traffic and pollution with no added benefit.
• Environmental and Aesthetic Impact: The easement would negatively impact the park visually and create new traffic. The construction and maintenance of this easement will result in the destruction of mature trees, natural vegetation, and the wildlife that live in this area. Moreover, the peace of our park will be destroyed. The park is secluded and has a quiet and peaceful charm unlike other parks in our city. This park is one of the reasons I bought a home in this part of Torrance.
• Privacy and Security Concerns: More activity in the park means more privacy and security concerns for surrounding neighbors, especially those with homes bordering the park. There have been issues with this in the recent past. • Alternative Solutions Exist: I believe the city has not fully exhausted less intrusive options for this project. There are alternative routes and configurations that could achieve the same municipal goals. However, I am still unclear on how any of this aligns with our city's goals and how it makes life for the citizens of this community better. It seems to favor those outside our community over anything else.
Requested Action: I respectfully urge the City Council to reject the current easement proposal and direct the planning committee to explore alternative solutions that do not compromise the integrity and use of a local treasure, Alta Loma Park. Moving forward, I urge the council to reconsider approving ANY projects that don't complement our community. This definitely does not complement our community.
I request that this formal objection be entered into the public record for the upcoming city council meeting on June 9, 2026.
Thank you for your time, consideration, and service to our community. I look forward to your response.
Sincerely,
Dena ZellerCooper

Torrance City Resident

Dear Rebecca Poirier:
Subject NO EASEMENTS (ACCESS) FOR PRIVATE COMAPNIE THROUGH ALTA LOMA PARK. ALL NEGOTIATIONS SHOULD BE IN A PUBLIC
FORUM NOT BEHIND CLOSED DOORS
Our hill community has always taken pride in Alta Loma Park. For me it started in 1957, watched the park being built in the early 70’s, moved away as s an adult and now back again. Today, I am asking you to reconsider any “Right of Way” through Alta Loma Park. Please accept this letter as a formal request to DENY.
Alta Loma Park plays a huge part in supporting our community through recreation, walking or family celebrations. The 700 solar panel project has the potential to quickly dimmish the neighborhood:
• Liability issues; safety concerns to vehicles using Crest Rd & Delos • Property Value
• Any deterioration to the roads leading to the potential project Thank you for your time and consideration. Please support us with your DENIAL.
Respectfully,
Virginia Gonzalez
