RESOLUTION NO. 2026-52
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TORRANCE, CALIFORNIA, SUPPORTING S.4505,
FEDERAL LEGISLATION REQUIRING THE UNITED
STATES POSTAL SERVICE TO DESIGNATE ZIP CODES
FOR CERTAIN COMMUNITIES
WHEREAS, ZIP Codes were originally established by the United States Postal Service ("USPS') to improve the efficiency of mail delivery services; and WHEREAS, ZIP Codes are now widely used for purposes beyond mail delivery, including emergency response coordination, school enrollment, insurance rate determinations, demographic reporting, taxation, business development, housing programs, and access to federal, state, and local resources; and
WHEREAS, discrepancies between USPS ZIP Code boundaries and municipal boundaries can create confusion for residents, businesses, visitors, emergency responders, and governmental agencies; and
WHEREAS, the City of Torrance experiences multiple ZIP Code inconsistencies where areas located within the City utilize mailing addresses associated with neighboring jurisdictions, including Redondo Beach and Gardena, while certain areas outside the City limits utilize Torrance ZIP Codes; and
WHEREAS, these inconsistencies may negatively impact jurisdictional clarity, municipal identity, emergency response coordination, economic development, housing program administration, and residents' ability to accurately identify their community; and WHEREAS, S.4505 would require the USPS to designate ZIP Codes for certain communities and establish a federal process to address longstanding ZIP Code designation issues affecting municipalities throughout the United States; and
WHEREAS, the City Council of the City of Torrance finds that 5.4505 represents a meaningful step toward improving jurisdictional clarity, municipal representation, and equitable access to services and resources for affected communities.
NOW THEREFORE, BE lT RESOLVED, that the City Council of the City of Torrance, hereby finds, determine and resolve as follows:
