DISCUSSION
In the 1990s, City Council established several special purpose State Asset Forfeiture funds, including the State Asset Forfeiture - Special Programs fund (2908), and State Asset Forfeiture - General Computers fund (2910). As of April 30th, 2026, these funds have a combined fund balance of $795,541.55. These special-purpose Asset Forfeiture funds no longer align with the City’s current resource utilization strategy for Asset Forfeiture funds and have not been utilized in over five years. The City’s current plan for strategic use of Asset Forfeiture funds is to utilize these funds to address significant one-time technology focused public safety funding needs.

Accordingly, the Finance department recommends that the City Council approve the discontinuation of these special-purpose State Asset Forfeiture funds and return their respective fund balances to the general State Asset Forfeiture fund (2905) to be utilized for one-time public safety funding needs. Additionally, the Finance department recommends that the City Council appropriate the above-mentioned State Asset Forfeiture funds to the Computer Aided Dispatch (CAD) Implementation project (OP50-OP0014) in the amount of $795,541.55. The appropriation will provide funding for a portion of the City's CAD Implementation project, a one-time public safety technology investment that supports police dispatch and emergency response operations. 1
