8R
Date: June 23, 2026
To: Honorable Mayor and Members of the City Council
From: Robert Dunn, Chief of Police
By: John Newman, Police Services Supervisor | [email protected] Subject: Police – Approve Second Amendment to Contract Services Agreement for Crossing Guard Services. Expenditure: $410,112 (General Fund).

RECOMMENDATION
Recommendation of the Chief of Police that City Council approve a second amendment to the contract services agreement with All City Management Services, Inc. (ACMS) (C2023-134), in the amount of $410,112, for a new not-to-exceed amount of $1,504,167, for crossing guard services and to exercise an option to extend the term for a one-year (1) period through June 30, 2027.

FUNDING
Funding is anticipated to be available in the fiscal year 2026-27 General Fund Police Department operating budget.

DISCUSSION
The Torrance Police Department (TPD) oversee the City’s Crossing Guard Program, which ensures pedestrian safety at designated elementary school intersections within the Torrance Unified School District (TUSD). Currently, 32 intersections have been identified as requiring crossing guard coverage during morning arrival and afternoon dismissal periods to promote the safety of students walking to and from school.

Historically, these positions were staffed by part-time City employees. However, due to ongoing recruitment and retention challenges, the City entered into a service agreement with All City Management Services (ACMS) to supplement staffing. ACMS provides full-service management, including recruitment, background checks, training, scheduling, and supervision.

The current Agreement (C2023-134) became effective in 2023 and remains in force through June 30, 2026, with two optional one-year term extensions available at the City’s discretion.

Current Program Status
As of this reporting period, the Crossing Guard Program includes 16 regularly scheduled guards covering 32 posts. Of these, one guard is on extended medical leave with no anticipated return date. ACMS currently provides coverage for 17 posts per week, not including coverage for sick calls or approved leave.

During the first nine weeks of the 2025-2026 school year, a total of 2,500 shifts were covered as follows:

Coverage Source Number of Shifts
ACMS 1,352
City Crossing Guards 1,092
TPD Personnel 42
Uncovered 14

Recruitment Challenges
Recruiting and retaining qualified crossing guards continues to be a significant challenge. Data from June 2021 to present indicates that only 30% of applicants schedule an interview, and of those, 62% attend. Ultimately, the hiring rate is 1.45% of total applicants.

Recruitment Category Data
Application Filing Period 6/2021 - Present
Total Applications 274
Scheduled Interviews 84
Completed Interviews 52
No Shows 32
Not Passed 3
On Eligibility List 48
Number Hired 4
During the same timeframe, 11 guards have separated from the program, and two guards have transitioned from regular to substitute status.

Given the City’s ongoing recruitment difficulties and the continued need to ensure student safety at school crossings, staff recommends exercising a one-year contract extension with ACMS. The company has demonstrated reliability, flexibility, and the ability to fill coverage gaps as City staffing fluctuates.

This extension would allow uninterrupted service through the 2026-2027 school year, ensuring adequate coverage while the City continues to evaluate long-term staffing strategies.

Extending the agreement with ACMS will ensure continued operational stability and pedestrian safety at all designated school crossings. The partnership has proven essential in maintaining service levels despite local recruitment challenges.
