DISCUSSION
The City’s Planning Commission approved Tentative Parcel Map No. 84284 on August 21, 2024, for the demolition of three existing industrial buildings and the construction of two new industrial buildings at 3547-3555 Voyager Street. The tentative map is to consolidate three existing lots into two lots. One of the existing lot lines will be eliminated, and the other will be shifted toward the center of the site to ensure no structure is situated atop a lot line. The western parcel is approximately 64,408 square feet, and the eastern parcel is approximately 64,275 square feet.
The resulting lots are regular in shape and size, fully functional, and comparable to other lots in the vicinity intended for similar uses. The Tentative Parcel Map No. 84284 is valid for two years 1 City Council

from the approval date, so Final Parcel Map No. 84284 (Attachment 1) shall be recorded by August 21, 2026.
The property is located at the northeast corner of Voyager Street and Mariner Avenue (Attachment 2). The project and the final parcel map are in substantial conformance with the approved Tentative Parcel Map No. 84284.
Approval of the final parcel map will accept various widths and lengths of City easement along the on-site private driveways for the purpose of public vehicular access and emergency vehicular access, and a 6-foot-wide City street and highway easement for the purpose of aligning the back of the sidewalk and wheelchair ramp located at the northeast corner of Voyager Street and Mariner Avenue.
The developer has paid all required fees and satisfied all conditions necessary for recordation of the final parcel map. All required physical improvements, which are conditions of the Planning Case, will be completed prior to occupancy.
ENVIRONMENTAL FINDINGS
The approval of the final parcel map is exempt from the California Environmental Quality Act (CEQA) pursuant to the following provisions of the CEQA Guidelines: Section 15268(b)(3) (Ministerial Projects – Approval of Final Subdivision Maps), Section 15305 (Minor Alterations in Land Use Limitations, including Minor Land Divisions), and Section 15061(b)(3), the "common sense" exemption. Section 15061(b)(3) provides that CEQA applies only to projects with the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment, the activity is not subject to CEQA. Accordingly, approval of the final parcel map is exempt from CEQA.
