Torrance Sister City Association Dr. Jeremy Gerson Mayor Sharon Kalani Mayor Kalani is asking to be appointed to the boards of the Independent Cities Association, League of California Cities, National League of Cities, Sanitation Districts of LA County that include: South Bay Cities Sanitation District and Sanitation District 5, and US Conference of Mayors.

In 2012, the Fair Political Practices Commission (FPPC) amended California Code of Regulation, Title 2, Section 18702.5 to authorize public officials to vote on their own appointment. In order to do so, Section 18702.5 requires a Form 806 be adopted by the public agency and posted on its website.

Form 806 requires public agencies to list the following: 1) each appointed position for which there is a material financial effect on a public official's or the official's immediate family's personal finances of at least $250 in any 12-month period; 2) the salary or stipend for each appointed position; 3) the name of the public official, if any, who has been appointed as an alternate; and 4) term of the position.

The City Council adopted the most recent Form 806 on January 26, 2022 and the form is posted on the City's website at:
https://www.torranceca.gov/Government/Departments-Offices/Departments-Offices/City- Clerk/Agency-Disclosure-Form-800-Series.

As such, Councilmembers may vote on their own appointments to compensated positions on various types of boards and commissions. However, there is no compensation for members that serve on the South Bay Cities Council of Governments.

Should your Honorable Body concur with the Mayor's appointments, the City Manager recommends that your Honorable Body direct the City Clerk to update FPPC Form 806 to reflect the above appointments and to post the updated form on the City's website. 2
