DISCUSSION
The City of Torrance has received a public art mural application submitted by Linda Amato on behalf of DoubleTree by Hilton Torrance South Bay, a local hospitality business. The proposed mural will be installed on the exterior North side wall of the hotel building located at 21333 Hawthorne Boulevard, Torrance.

The mural, designed by Los Angeles artist Robert Vargas (Vargaspresents.com), will feature one or more of the Los Angeles Chargers’ players. The current artist rendering depicts star quarterback Justin Herbert, and the artwork will span the length of the building façade in full color.

On August 5, 2026, the Cultural Arts Commission received the mural application and rendering.

The Commission determined, with a 4-2 vote, that the application was consistent with the purpose and goals of the Public Art Program.

The Commission determined that the mural is suitable for a general audience; adds character to the area and enhances the quality of the public space; does not conflict with the design of surrounding buildings or its location; is appropriate for public viewing; and does not contain advertising or promote a business, product, or service.

This matter has been forwarded by the Cultural Arts Commission to City Council for City Council’s consideration.

As part of this process, the Resolution is recommended for adoption and the Indemnification Agreement between the City, the property owner (CTC Group), and the artist (Robert Vargas), is recommended for approval by the City Council. The Indemnification Agreement establishes clear responsibilities and risk allocation. The Indemnification Agreement requires the applicant and artist to:

Defend, indemnify, and hold harmless the City from any claims related to the mural, including intellectual property disputes, bodily injury, property damage, or other liabilities; Maintain comprehensive general liability and intellectual property liability insurance coverage; Ensure compliance with all applicable laws and obtain necessary permissions for any likenesses, trademarks, or copyrighted materials used in the mural; Provide remedies if the mural is found to infringe on third-party rights, including modification or removal at no cost to the City.

This agreement protects the City from legal and financial exposure while allowing the mural project to proceed in compliance with City policy and applicable laws.

It is the recommendation of the Cultural Arts Commission and the Community Services Director that City Council adopt a RESOLUTION (Mural #2026-00002) approving the recommendation of the Cultural Arts Commission for a public art mural application and approve the Indemnification Agreement for Mural Artwork or a substantially similar agreement in a form approved by the City Attorney.
