RECOMMENDATION
Recommendation of the Community Development Director that City Council approve a Long- Term Encroachment Agreement between the City of Torrance and AI TMMC Lomita Solar LLC (“Permittee”) authorizing the installation, operation, and maintenance of underground conduit and electrical conductors within the public right-of-way on Lomita Boulevard.
FUNDING
None required.
DISCUSSION
The Permittee is requesting authorization to install, operate, and maintain underground electrical facilities within the public right-of-way along Lomita Boulevard as part of the development of a solar energy system serving Torrance Memorial Medical Center. Because these facilities will remain within the public right-of-way on a long-term basis, an Encroachment Agreement is required to establish the terms and conditions governing their installation, operation, maintenance, and continued use.
Approval of the Encroachment Agreement will authorize the Permittee to install, operate, inspect, maintain, repair, replace, and, if necessary, remove the underground electrical facilities within the designated area of the public right-of-way, subject to the terms and conditions of the agreement.
