RECOMMENDATION
Recommendation of the Community Development Director that City Council approve Amendment No. 1 to Measure M Funding Agreement No. 9200000000M460107 with LACMTA (FTIP#: LA9919281) for the Measure M Grant (MM4601.07) - Transportation Open Space Corridor Multi-Use Trail project (I 194-RW0001) to extend the funding lapse date to June 30, 2027.

DISCUSSION
The original Funding Agreement and subsequent Amendment for the project listed above were previously approved by the LACMTA and City Council. The lapse date for this project must be extended in order for the City to continue receiving grant fund reimbursements from LACMTA.
The Amendment to the Measure M Funding Agreement will extend the funding lapsing date for the project to June 30, 2027.
Transportation Open Space Corridor Multi-Use Trail project (I 194-RW0001) The City of Torrance has undertaken several efforts to improve pedestrian access in Downtown Torrance, including the Downtown Torrance Active Transportation Improvement Project (2019) and the Downtown Torrance Revitalization and Connectivity Plan (2021). In 2022, the City completed an open space corridor analysis identifying opportunities for off-street trails throughout the City. These efforts identified a gap in bicycle and pedestrian connectivity between the Regional Transit Center (RTC) and Downtown Torrance. In early 2022, the City applied for a Los Angeles County (LACMTA) Measure M Multi-Year Subregional Programs (MYSP) grant with the assistance of the South Bay Cities Council of Governments (SBCCOG). In September 2022, the LACMTA programmed $650,000 in Measure M MYSP Funds to complete the Development, Project Approval/Environmental Document (PAED), and Plans, Specifications, and Estimates (PS&E) for approximately 5,000 linear feet of trail within one of the identified corridors between the Mary K. Giordano Regional Transit Center (RTC) and Downtown Torrance. On February 6, 2024, City Council accepted and appropriated the Measure M grant award funds to the Transportation Open Space Corridor Multi-Use Trails Project (I-194) and in September 2025, the 1 City Council

Community Development Department issued a revised Request for Proposals (RFP) for consultant services. On June 9, 2026, City Council awarded the project to RRM Design Group and executed a consulting services agreement in addition to allocating an additional $50,000 of the General Fund to the project (I 194-RW0001). The project has since commenced and remains on schedule.
The amendment was recently approved by LACMTA’s Board and approval by City Council is also required. It should be noted that LACMTA continues to reimburse the City for project costs while the amendments are being processed. LACMTA generally approves only one-year or two-year time extensions for funding agreements facing lapsing funds.

BETWEEN CITY OF TORRANCE AND THE LOS ANGELES COUNTY

This Amendment No. 1 to the Funding Agreement (this “Amendment”), is dated as of July 2, 202
6 , for reference purposes only, by and between the City of Torrance ("
GRANTEE
") and the
Los Angeles County Metropolitan Transportation Authority ("LACMTA").
RECITALS:
A. GRANTEE and LACMTA entered into that certain Funding Agreement No. 9200000000M460107,
dated
July 20, 2023, (the "Existing FA"), which Existing FA
provides for the
Transportation Open Space
Corridor
Multi-Use Trail,
(the “Project”); and
B. WHEREAS,
the
LACMTA Board on
September 23, 2021,
delegated
administrative authority to staff to
extend
the
funding
lapsing date of the Measure M Funds
previously approved
to meet environmental, design, right
-of-way and construction time
frames; and
C. WHEREAS, the GRANTEE and LACMTA desire to extend the lapse date of FY
2022-
23 funds to June 30, 2027; and
D. GRANTEE
and LACMTA desire to amend the Existing FA as provided
herein.
