Subject: Public Comment council phone-in request CRITICAL MEDICAL return seized emergency generator for A/C for 81yo disabled

Good evening, Mayor Kalani and Council Members.

Re: City 17feb26 seizures of all ADA mobility, security, safety and all personal property

My name is Dale Hall. 57+ yrs Torrance 19909 Grevillea Avenue. 81 year old Army Vet 1966- 69 use a Rx wheelchair,

I am an Army Veteran serving 1966-1969, having been drafted from my first engineering job at IBM, Endicott, NY , following PSU graduation, enlisting for better match of my education and experience to serve my country in a time of great need. Having been FCC qualified licensed Radio Amateur K3MNN since age 13, I provide community Emergency Communication Service possessing equipment capable of worldwide coverage without commercial power or cell sites if my emergency power generator is ever returned urgently needed to provide emergency A/C during power loss during recent extended heatwaves which I suffered, experienced heat collapse in my driveway requiring urgent medical care, in attempt to comply to recent city email to daughter, Leanne.

Worked at TRW DSSG S&TG Space & Electronics Northrop Grumman 37 years as Senior Engineer Scientist R6 Hall of Fame. retired: 2006 after in-office AMI. Penn State University, IBM Endicott, NY , post grad: USAADA-Valedictorian, UTEP , UCLA, USC, CSULB, as industry expert created curriculum and taught Engineering at ECC under Dean Ron Way.

I am here to ask for your help.

1 PUBLIC COMMENT REPORT -

ORAL COMMUNICATIONS
City bounced this Public Comment request email sent before 5:30 today Monday 31Aug26 to participate by phone-in Public Comment at Tuesday 6:30pm City Council meeting May i just call in at 6:30 to 669-444-9171 Mtg ID 899 1450 5182 or must script be available beforehand?

Time Critical Medical as city seized my generator needed for power outage A/C in this heatwave, collapsed already

No email or online references currently function! and reason I reach out needing 3min phone-in direction.

I tried online submission; the site is a challenge to understand and not just for we elder disabled first timers

On Feb 17, 2026, City removed everything from my fenced gated front yards, porch, parkways of all property:
personal, professional, business, operating frigs freezers containing daily needed medicine & food, gardens, 1000+ gallons collected rainwater in sealed containers (200+ destroyed), peach nectarine mandarin navel-orange rosemary trees, 7-healthy tomato plants 5- security cameras, 10-yard lights, 60-sidewalk lights, emergency generator, air compressor, chop saw, 3-prof ethernet linked arena video displays, 10-smart TVs 5-restaurant microwaves, digital 95KV dental Xray, other electronics,

Torrance Police formal report 260006701 confirms required 24-hour notice not given invalidating warrant &seizures

Seizures included all wheelchairs, 2 manual and 1 powered, neurologist prescribed, custom ramps, motorized bed, security cameras containing digital media, solar security yard and driveway lights, operating refrigerators and freezers containing food, medicine needed daily, tools I use to mentor students in STEM enabling free college scholarships at no parent cost.
2 There was no CITY inventory list. I've made 14 filed demands for return of all property seized without valid authority.

Near 7 months: no recovery no inventory no officer video or photos nor return of any property taken. ADA relevant.

It rained that Tuesday continuously. The workers were given rain cover. I was soaking wet in a cotton hoodie, cold and shivering, injured by the city supervised hauler semitruck rear 10' high steel door, backed up my driveway, surprised as I discovered property seizure well underway. I am incontinent. I did not want to leave my home, nor abandon my property being taken nor have my civil rights violated as an 81+ year lifelong societal contributor, citizen and Viet Nam Era Veteran. I was told, threatened by police, I would be handcuffed if I intervened after attempts to retain wheelchairs, refrigerators, freezers containing my daily medicines and foods.

One truck had already been fully loaded parked at my west Grevillea curb; I immediately demanded return. The second truck had backed up my inclined driveway - its heavy ~10' high steel door wedged into my van driver side sliding door which I dislodged and shortly after was hit in the back by this heavy steel door as the worker inside opened it, knocked me down onto concrete injuring my back and broke a molar on my only chewing side as the right side was healing from jawbone build pre-implant treatment. Emergency room co-pay:
$150, dental repair complications estimated at $20K.

Two things I cared about most ended due to 17Feb26 City seizures:

1, West Torrance High School Electrical Engineering Club new creation. I worked with student Alex Tsakov from September to January to start this new club. The school chartered it January 18, 2026. Alex wrote me that it was finally chartered and ready to talk about safety, STEM and electrical engineering design and goals content.

One month later my wheelchairs and tools were seized and workshops cancelled. 3 Alex had asked me to supervise on Fridays because the teacher was comfortable only with 9-volt batteries.

These are Torrance kids, future contributing engineers, scientists, residents who lost their Industry expert, mentor motivator.

2, Peter deKluyver. I met Peter judging at the LA County science fair in 2002. He has diagnosed autism, his adoptive mother Louise, feared he would not graduate high school. I met Peter Judging at the LA County Science Fair in 2002, befriended and mentored him, in ten years went from a small Tesla coil sub-inch arc to multi ten-foot arcs. He now possesses three college degrees and designs space suits at ILC Dover.

I have mentored hundreds of students since 1984 judging three science fairs yearly (LACSF CSEF ISEF). As TRW enabling sponsor representative, I. provide engineering and science mentorship to FIRST Robotics World Champion FRC Team 294.

I serve as FRC sponsor, mentor, coach, competition Judge and Robot Inspector at 6+ competition events a year.

Team 294 was instrumental in creating and sustaining two Torrance High School FIRST Robotics Teams: West High: Team 5124, South High: Team 1197 both have produced outstanding noteworthy achievement. As well Teams 330-HB 207-Haw 1759-ElSeg

All my volunteer activity stopped 17 FEB 2026 because of City seizure of my wheelchairs, resources, and routines.

My doctor wrote July 30 bedbound 20 to 24 hours a day since 17Feb seizure (near 7 months). formerly walked several miles a day. Now 20 pounds lighter, eat mostly from cans, standing to cook is a challenge. Former healthy gardens and fruit trees not producing due to loss of rainwater infrastructure nurtured daily, essentially organic farming making fertilizer from plant leavings.

4 I am 81 and learning law for the first time because I need to get back what was taken physically and working daily routine.

I believe there are right ways and wrong ways to do things. My creed: Do the Right Thing, Do Best You Can, Treat others as you wish to be treated (Lou Holtz).

For 20 years I have felt code enforcement was hurtful, not helpful. I am not a cookie-cutter person. I ask the City to work with me, not against me. What would the City be without its residents? Does City allow agenda of a few to dictate action w/o balanced review or constructive remediation? Is it right to take from an elderly disabled veteran who has already served?

I ask City to return my wheelchairs, ramps, sunshades, ortho chairs, oak gliders, emergency generator, require a full inventory and audit, allow emails to Risk Management to go through, provide ADA assessment, and not let deadlines lapse because of my disability and email problems.

Thank you for listening and for your help.

Re: City 17feb26 seizures of all ADA mobility, security, safety and all personal property

Good evening, Mayor Kalani and Council Members.

My name is Dale Hall, K3MNN, , 57 years in Torrance, TRW Senior Engineer Scientist R6 Hall of Fame, Army veteran, 81 years old, wheelchair-prescribed lifelong local and societal STEM contributor, I have saved life (from burning car accident), Have enabled 100's of students to receive University scholarships.

5 Feb 17, 2026, City seized from my fenced gated front yards, porch, parkways, driveway all property + causing much damage.

Torrance Police formal report #260006701 confirms no 24-hour notice given as required, invalidating warrant and seizures

Removed were my neurologist-prescribed powered wheelchair, two manual wheelchairs, ramps, motorized bed, security cameras, lighting, refrigeration, food, medication, emergency generator, tools and electronics I use to mentor students.

No City inventory was provided (still none after 7 months following 2 TORT and 12 follow-up formal demands (DOJ ADA CvlRts)
It rained continuously. Workers were given rain cover. I remained outdoors for hours in soaked clothing, cold and incontinent, unwilling to abandon my home. I was told I would be handcuffed if I interfered.

A second semi-truck backed into my driveway its steel door wedged into my handicap van drivers side sliding door I dislodged shortly after struck in the back after worker inside opened that steel rear door injuring my back, knocked down to concrete, fracturing a molar requiring extensive dental repair.

Two mentorships ended that day.

West Torrance High School Electrical Engineering Club:

I worked with student Alex Tsakov from Sept 2025 to Jan 2026 to establish the club. The school chartered it Jan 18, 2026.

On February 17, one month later, my mobility and tools were seized and planned workshops were cancelled.

Peter deKluyver: I met Peter judging the 2002 LA County science fair. His adoptive mother Louise feared Peter would not graduate high school. Over the years I mentored Peters progress from a sub-inch Tesla coil to a multi-ten-foot arcs. Peter now has earned three college technical degrees and designs space suits at ILC Dover. 6 Peter 's mother, Louise, wrote in 2010 "Dale has always been an exemplary intellectual eager to share knowledge, and has become part of our family, an upstanding member of the community who has tried to follow the City's myriads of coded rules despite health problems and contractor delays. Dale has mentored hundreds of science and robotics students in STEM since 1984 as volunteer Judge of three science fairs and six FIRST high school robotics competitions annually. "

Resulting from seizure of 17Feb26, All FIRST Robotics & Science Fair volunteer community Mentoring & Judging ceased

Kaiser Permanente PCP: Dr. Song July 30 documented: Dale since 17Feb is bedbound 20 to 24 hours daily, previously walked 2 miles a day, has lost 20 pounds, and eats primarily from cans due to loss of garden yield and standing to cook has become a challenge. 911 ER-Feb 26, for truck injuries, urgent care March 2 leg muscle cramping, urgent care March 4 for respiratory distress from all-day cold wet rain exposure, near syncope August 13 from heat collapse while clearing driveway, complications resulting from 17feb seizure

I am 81, learning law for the first time not by choice but forced in order to recover what was taken without notice nor valid authority and cause of severe personal injury in my private driveway upon accidental discovery just before 11am Tue. trash day, of already well underway seizure while I was home in my bedroom (overcast, rainy cold day). There are right and wrong ways to accomplish tasks. For 20 years code enforcement has felt punitive rather than helpful. I am not a cookie-cutter resident. But I try my best to benefit society and the environment and comply to code when offered true help to do so. I have conserved millions of gallons of city water (documented) which the seizure dumped over 1500 gallons of nature provided rainwater and destroyed over 200ea 5-gallon sealed containers.

I ask the City to work with its constituents, not against them.

I respectfully request return of my powered and manual wheelchairs, ramps, all medical aids, all security cameras with digital media, solar security lighting, emergency generator, all removed property, a full inventory audit with chain of custody, compensation for 7 damage to property and restoration to pre 17Feb seizure, unblocking of emails to Risk Management, ADA assessment, and that no deadlines lapse due to disability.

Thank you.

8 MAYOR KALANI - TUESDAY SEPTEMBER 1 2026 - 7PM CITY COUNCIL MEETING - PUBLIC COMMENT - FEBRUARY 17 SEIZURE
PAGE 1 - 60 SECOND READ FOR MAYOR KALANI
From: Dale L. Hall, FCC Licensed Radio Amateur K3MNN since 1958, , Torrance, CA 90503,
I am an 81-year-old wheelchair-prescribed disabled senior, Army veteran, 57+ years in Torrance, TRW Senior Engineer Scientist, R6 Wall of Fame, hired January 7, 1969, retired 2006, 37 years.

Re: City seizure February 17, 2026 without 24-hour notice, confirmed by police formal report 260006701, determined no valid seizure warrant existed, with the unfortunate consequence of terminating my volunteer mentorship of Torrance students K-12.

Two Examples Terminated February 17:

1. West Torrance High School NEW Electrical Engineering Club for TORRANCE KIDS: I worked with Alex Tsakov September 2025 to January 2026, 20+ emails formalizing safety procedures document and engineering goals. Club became accredited and CHARTERED January 18, 2026 per Alex: "recently got accepted and chartered! The first steps to club creation following safety document acceptance, since only response from school administration has been get chartered, then we'll talk." November 24, 2025 Alex needed supervised Fridays, District-approved mentor, because science teacher is uncomfortable with projects using over 9V batteries. Workshop plans cancelled as City seized District-approved mentor's mobility support needs February 17, ONE MONTH after club charter, including wheelchairs, resources, electronics, tools, and equipment.

2. Peter deKluyver KG6LSE - Decade Mentoring: Adopted, Autism, Aspergers, mom Louise lost hope he would graduate high school. We met at 2002 Los Angeles County science fair, sub-inch Tesla Coil project presented. Mentored to 10-foot arcs demoed at El Camino College. He now holds 3 degrees, Mt. SAC Electrical Engineering Technology, Iowa Optics Technology, Oregon State BSET, designs and builds space suits at ILC Dover, FCC licensed Radio Amateur KG6LSE. I am K3MNN. From: To: Date: January 18, 2026 2:53 PM
Hello Dale, It's been a while, but I hope you are doing well. There has been some progress for the West Torrance Electrical Engineering club, as it recently got accepted and chartered! Those are the first two steps before the club can tackle the safety document problem as I recently figured out, since the only response from the school administration so far has been get chartered, then we'll talk.

On another note, I am also going to try working towards getting the ARRL technician certificate next week after my school's final exams pass so that I could enter the world of Ham Radio too.

Otherwise, how have you been? Alex Tsakov
Significance: Chartered January 18, 2026. Seized February 17, 2026. ONE MONTH LATER.

Workshops cancelled. Torrance kids lost mentor.

RETALIATION
May 3, 2010 To Whom It May Concern:

I have known Dale Hall K3MNN for 8 years now, ever since he was a judge to my asperger's son Peter deKluyver KG6LSE in the Los Angeles County High School Science Fair 2002 and in the years since as a mentor. Dale has always been an exemplary example of a true intellectual, eager to share his knowledge with his students in both Science Fair settings and Robotics teams as he has served as both judges and mentors to such groups.

Dale understands the challenges of students like my son, and has been able to guide him both intellectually and also help with his social skills, so that today he is successful in college. We parents are always looking for willing adults to 'help out' and Dale has never shirked from this role in our lives. He is a part of our family and we are honored that he has been a part of Peter's life.

Dale has never shirked from his responsibilities and he has truthfully tried to follow all the myriad rules and demands from the city of Torrance. Due to his ongoing health problems and delays of starts and stops with various contractors, it has taken him longer to complete the renovation of his home.

He is an upstanding member of your community, pays taxes and takes his responsibilities very seriously.

I am honored to submit this letter in support of Dale Hall.

Sincerely, Louise deKluyver, 1115 Cooke Avenue, Claremont, CA 91711, 951-316-5831 Outcome: Peter deKluyver KG6LSE: sub-inch Tesla Coil arcs 2002 to 10-foot vertical arc to 3 degrees Mt. SAC, Iowa, Oregon State BSET to space suits ILC Dover, FCC ham KG6LSE.

PAGE 6 - EXHIBIT E - GREVILLEA PARKWAY CLEAR-CUT - DISPARATE TREATMENT - JUNK SAND - STUMP LEFT - AUGUST 14, 2026
City clear-cut ALL trees from my Grevillea parkway rather than trim like other neighbors and replaced my sifted stone-rock-free fertilizer enriched soil with junk sand and rocks from unknown source. I was growing aloe vera I used medicinally, killed off, as well as removed one of their own trees that died; I will not hold my breath awaiting replacement.

Photos IMG_0336 and IMG_0337 timestamp August 14, 2026 18:00 show stump trip danger left in sandy soil next to concrete curb, junk sand and rocks unknown source, debris leaves, medicinal aloe vera killed, City-owned tree that died removed by City, no replacement planted as of August 14, 2026. Other neighbors parkways trimmed not clear-cut, disparate treatment.

Significance: Shows disparate treatment, City treated Dale's parkway differently than other neighbors on same street, destroyed medicinal garden, removed enriched soil, left stump hazard, did not replace City tree. Pattern of retaliation post-2011 per Monell claim. Affects ADA access, sandy uneven surface versus concrete sidewalk creates trip and fall hazard for wheelchair-dependent disabled senior previously using power chair. 16 PAGE 7 - EXHIBIT F - 1959 AGE 14 PITTSBURGH PA BEDROOM - ELECTRONICS WAS MY PASSION, STILL IS - 70 YEARS HISTORY

We send these messages each month to provide accurate information about BCHD. Please let Tom or me know if you have questions regarding this information. Thank You!
Q: What is the status of the ground lease between Beach Cities Health District and Sunrise Senior Living?
A: In May, The Beach Cities Health District (BCHD) Board of Directors voted to authorize CEO Tom Bakaly to execute an Agreement to Enter into a Ground Lease with Sunrise Senior Living. We are currently in a due diligence period, including site surveys, soils borings, and other research being done by Sunrise. That information will be used to more effectively plan for upcoming construction activities. The next steps in the project will

20 be to work with the City of Redondo Beach on the Entitlement process, including a Conditional Use Permit (CUP) application. An updated schedule will be provided mid- September.

Q: How large will the Sunrise Senior Living Project be on the BCHD Campus? A: As mentioned above, BCHD and Sunrise have an agreement to enter into a ground lease for the 514 N. Prospect Ave. building (the former South Bay Hospital site) and surrounding parking areas.

The Sunrise project’s actual size and final number of units are still being finalized, and will be consistent with the Final Environmental Impact Report that was certified by the BCHD Board – the lead agency for the project – in 2021. Sunrise expects to submit its application for a CUP to the Redondo Beach Planning Commission this fall. The CUP process will give the public a chance to review Sunrise’s plans and specifications, analyzing actual plans and dimensions.

Q: Last year, BCHD launched the Beach Cities Health Foundation. How much revenue has the Foundation generated?
A: For Fiscal Year 2025-26, which ended June 30, the Beach Cities Health Foundation received $102,566.81 generated by 386 donors through fundraising efforts. Charitable giving through the Beach Cities Health Foundation is one piece of a larger revenue generation strategy for the District, which also includes pursuing grants and medical reimbursements. In FY 25-26, BCHD received $5,128,577 in grant funding.

Q: Can members of the public review BCHD’s financial statements? A: Yes. Beach Cities Health District (BCHD) employs an independent certified public accounting firm to assess the reasonableness of financial reporting of each fiscal year (July 1 – June 30). Beginning with the 2008-2009 fiscal year, we have presented a Comprehensive Annual Financial Report, which adds explanatory narrative and trended statistical information to the basic audited financial statements. BCHD’s audited financial statements – dating back to FY2007-08 –are available at https://bchd.org/public- information/audited-financials/ .

Q: Can the public review the Sunrise plans for the BCHD Campus before it goes to the City of Redondo Beach Planning Commission?
A: BCHD has been working with the community since 2017 on the Campus project, including Open House events, Study Circles, the Environmental Impact Review process, Board of Directors meetings and more.

21 The public is invited to attend BCHD’s upcoming Strategic Development Half-Day meeting, which will be publicly noticed for Friday, September 18, from 8 a.m. to noon at AdventurePlex in Manhattan Beach. This session offers another opportunity for community members to provide comment and review current plans for the campus. Representatives from Sunrise will also be in attendance.

An updated schedule and timeline will be provided mid-September. Final plans will then be submitted by Sunrise as part of the Conditional Use Permit application, the City’s Planning Division will review the proposal for compliance with the General Plan, Zoning Ordinance, and Objective Residential Standards. City staff will then prepare a formal report and recommendation.

A Public Hearing will be scheduled, and neighbors will be given notice of that Hearing. At the Hearing, City Staff will present their project analysis, which will be followed by a presentation from the applicant – in this case, Sunrise. Then the public will have an opportunity to make comments regarding the project. The Planning Commission will then discuss the merits, environmental review, impacts and other factors related to the project.

When the Commission votes on the project, they can approve, conditionally approve, deny, or continue the item to a future date. Planning Commission decisions can – if necessary – be appealed to the Redondo Beach City Council within a specified timeline. --
