You don't often get email from [email protected]. Learn why this is important
Good afternoon,.

I just got back in town from dropping my daughter off at college and saw the letter regarding the hearing tonight about the property at 317 Calle Mayor. I am unable to attend tonight and hope that the attached issue can be addressed.

Thank you for your time,

RE: Notice of Public Hearing MOD26-00001

To whom it may concern,

First, I would like to say that I appreciate the homeowners, Rick Keiser & Mary Lynne Boorn for having an open house earlier this year, with his architect, and sharing his plans and vision for his future home. I appreciate that he loves the neighborhood, having been a long time resident.

Rick wants to preserve the historical value of the home, while at the same time changing the home. I understand. We have all watched that beautiful home fall to disrepair and dreamed about how we could fix it.

While I do not want to derail his restoration, I do oppose the architectural plan as is. It proposes an increase in the height of the home which will block my view and will decrease the value of my home @ 324 Calle Mayor.

The plans include raising the front roofline to convert the foyer back to a 2 story entryway. (The last owner added a room above the foyer, making it a 1 story foyer.) Raising the roof is not necessary to accomplish this. Raising the roof in the front of the home is for cosmetic reasons.

The new height will carry through the back extension of the home. I am not comfortable with this new height.

I have expressed my concern with Rick and shared photos of how raising the roofline and pulling out the home in the back will affect my view. He was very receptive and invited me over.

I look forward to coming up with a compromise.

My last message with him said that my husband and I are “probably ok” with the plans as is. As Rick knows, my mom was dying at the time we spoke and I was exhausted. My husband and I left Rick’s home with a sort of handshake compromise: Rick offered to cut the existing trees down to the current roofline (to give me more view than I currently have) in lieu of approving his plans to build up and expand the home. But trees grow and trees get planted. If he were to sell the home, there is no guarantee that the new owners would be so kind and trim trees as promised. I appreciate this public hearing regarding the expansion of physical structure of the home.

Continued

Now that my mom has passed, I have had more time to reflect about how much this issue means to me. We moved out of state in the early 2000’s because of increasing costs. In 2010, our friends called us about an AMAZING neighborhood, called the Hollywood Riviera, which we “could get into for under a million dollars” and had the sense of community, beach access, beautiful views and charm we were looking for.

We moved back! We looked for almost 2 years to find the house that fit all of our potential needs, specifically with Hillside Overlay in mind. Before making an offer on our current home, we asked ourselves, “If we CANNOT change one structural thing about this home, does it still fit our needs now and for years to come?” Yes, it did! So we bought the ugliest fixer upper we could find, with the footprint that would serve us into our old age. I hope that moving forward all buyers have this same mindset when purchasing in the Hollywood Riviera.

We even AVOIDED buying homes on certain Riviera streets that were NOT in the Hillside Overlay. We knew there would be protections because of the city code. Yet it appears that many residents have been looking for loopholes and getting approvals to go against code. I don’t believe the planning commissioners should have approved this project as it impacts the view of many neighbors.

Here is what frustrates me most about hearings I have attended regarding additions:
-I feel asking for exceptions to the Hillside Overlay is the equivalent of buying a home next to a school, and then being shocked when there is traffic at 3pm. -Or, buying an original beach bungalow and fighting to expand because you have a large family and the garage is too small for your cars.

The Hillside Overlay has been here many years before many of us have moved here. It is not something to be ignored. It is something to be respected as it has created a community of good neighbors, well attended/highly ranked schools and coveted homes.

Like many Californians, our home on Calle Mayor has been our bank. We have borrowed against our home and taken out a second mortgage to pay for health care payments during the pandemic, to pay our kids’ college tuitions and to continue to make our home improvements. We cannot afford to lose value on our home while our neighbors increase the value of theirs.

Thank you for your time. I look forward to coming up with a compromise for all parties.
