DISCUSSION
In 2025, Nike introduced the After Dark Tour, a global race series designed to encourage and support the next generation of women runners. The series focused on nighttime running as a means of creating opportunities for women athletes to build connections, strengthen community, and reclaim the night through the sport of running.

The tour included events in seven major cities including Sydney, Shanghai, Seoul, Mumbai, London, Los Angeles, and Mexico City. Collectively, the series attracted more than 50,000 women across five continents, with approximately one-third of participants completing their first organized race. Following the success of the race series, Nike has continued the After Dark Tour in 2026.

This year's international tour includes 10K and half-marathon events in Shanghai, Sydney, Mexico City, London, Los Angeles, Manila, and Mumbai.

In Los Angeles Nike is bringing the 2026 After Dark Tour to the South Bay and intends to have the 13.1-mile half-marathon race travel through three South Bay communities, including the City of Hermosa Beach, the City of Redondo Beach and the City of Torrance in October 24th of this year.

The race would begin in the City of Redondo Beach before traveling south and entering the City of Torrance. Following City Council's approval of the previous route on May 19, 2026 subject to a Location Use fee being successfully negotiated, Nike has proposed an updated course route for City Council's consideration.

Under the previously approved route, the race would enter the City of Torrance just north of Miramar Park along Paseo de la Playa. The route through Torrance would extend approximately

1.75 miles, with participants traveling south along Paseo de la Playa to Palos Verdes Boulevard before making a U-turn and traveling north along Paseo de la Playa. The course would then exit Torrance and continue into the City of Redondo Beach.

The updated proposed route maintains the same original entrance/exit portion of Paseo de la Playa through Torrance but adds a segment of Palos Verdes Boulevard. Under the updated course, participants would exit Torrance from Paseo de la Playa and briefly reenter the City of Torrance after traveling through the City of Redondo Beach. Participants would travel southbound on Camino de la Costa before turning south onto the portion of Palos Verdes Boulevard that fronts the residential and religious properties parking area and continuing to Calle Miramar, where they would make a U-turn and travel northbound on the main street portion of Palos Verdes Boulevard.

The northbound race course portion of Palos Verdes Boulevard would require a single-lane closure of southbound traffic.

The updated course increases the number of residential units impacted by the event. Under the previous route, approximately 250 residential units, including apartments, condominiums, and single-family residences located along Paseo de la Playa, would have been affected by the temporary loss of vehicular access during the Saturday road closure. Under the updated route, a total of 492 residential units is expected to be impacted by the race course, with 57 single-family residential units and 435 being apartments and condominium residential units. These impacts include the temporary loss of vehicular access to properties located along the affected portions of the race course during the event road closures between 4:00 pm to 8:30 pm, with no parking signs posted 72 hours in advance, and towing conducted by the City 2 hours before the race. For a visual representation of the total number of units impacted by the updated course, please refer to the attached map provided as Attachment #3.

In addition to the residential impacts, the event would affect parking and access to recreational facilities in the area. Street parking along the course would be unavailable during the closure period, and parking within the Los Angeles County Torrance Beach Parking Lot would also be temporarily unavailable. Additionally, Miramar Park will be utilized as an event activation area and as a result, would be temporarily unavailable for typical park goers from October 23 through October 24, 2026.

Given the anticipated impacts of the proposed course on Torrance residents and the surrounding community, staff requested that the Nike team provide additional information regarding the event, including event details, a logistics and operations plan, and a timeline identifying key milestones leading up to the event. Staff also requested information regarding success metrics from previous After Dark Tour events, anticipated outcomes for the 2026 event, and the potential economic impact to the Torrance community.

Additionally, staff requested that Nike consider a monetary contribution to help offset the impacts associated with the event, including the temporary use and closure of City streets and facilities and the resulting impacts to residents, businesses, and recreational users in the event area. In response, Nike provided the proposal deck (Attachment #2) including all requested information attached to this item for City Council's review, that includes Nike’s proposed $15,000 community impact contribution to the City of Torrance, 100 race bibs to Torrance residents, and 16 race bibs to North High School through Students Run LA. After further discussions with the Nike team and 2 City Council

City Manager’s Office, Nike has proposed a revised proposal that includes a $25,000 community impact contribution to the City of Torrance, an additional $25,000 in-kind contribution through Nike’s charitable arm to Friends of the Park to support youth sports, 100 race bibs for Torrance residents, and 16 race bibs for North High School students participating through Students Run LA.

In addition to the proposed amount by Nike, staff has provided a list of conservative estimates of potential City permit and public safety fees associated with this event for City Councils awareness.

Final costs will depend on actual usage, equipment requirements, and final personnel assignments as the Nike team continues to finalize various components of the event.

City of Torrance Permit Fees (Estimated)
Permit Name Cost of Permit
Special Event Permit Application (Flat Fee) $ 107.00 Amplified Sound Application (Flat Fee) $ 122.00
Safety Inspection Permit (Based on event
scope) $ 1,000.00
Park Reservation Fee $ 1,750.00 Tent Permit ($63.72 per tent) $ 382.00
Generator permit (Flat) $ 112.00
Estimated Total Cost: $3,473.00

Public Safety Fees
Position Cost Per Hour (Cost Dependent on Rank)
Torrance Police Officer $ 184.00
Torrance Fire Safety Officer $ 167.00
Estimated Total Cost Per Hour: $ 351.00

City Manager staff also wanted to highlight that Nike has reached tentative agreements with the Cities of Redondo Beach and Hermosa Beach. As of the preparation of this report, staff has confirmed that the Hermosa Beach Fees includes its standard permit fees, as well as a $50,000 community impact contribution and an additional $50,000 in-kind contribution through Nike’s charitable arm to Friends of the Park to support youth sports and recreation. Nike also provided 100 tickets for Hermosa Beach residents and community members and engaged with the Hermosa Beach Chamber of Commerce and local businesses to identify potential collaboration opportunities. Additionally, the City of Redondo Beach is charging their $8,000 per-square-mile location use fee listed in their fee schedule, along with other applicable permit fees.

The City Manager's Office of Special Events permit fee structure provides for the assessment of a City Location Use Fee for events of this nature. In consideration of the number of residences temporarily impacted by the event and the use of City facilities and resources, the City Manager’s Office recommends accepting the proposed $25,000 community impact contribution to the City of Torrance, with the additional $25,000 of in-kind contribution. The final amount approved by City Council would be applied toward the location use fee, and the in-kind contribution would be provided to designated nonprofit organization(s). This would be in addition to any other departmental application and permit fees.

Given the anticipated impacts, the proposed community benefits, and the City's existing Special Event Permit fee structure, staff is seeking direction from the City Council regarding the proposed updated course route and the appropriate application of the City's Location Use Fee and any additional conditions or community benefits that should be considered for the Nike After Dark Tour LA 2026 special event, scheduled for Saturday, October 24, 2026.
