DISCUSSION
The Torrance School Safety and Accessibility Program, I-188 (“I-188 Project”) is a multi-year project which will improve existing infrastructure in neighborhoods around twelve elementary schools in the City of Torrance to encourage pedestrian and bicycle modes of transportation to the schools. More specifically, the proposed improvements include: localized improvements to sidewalks and curb access ramps; installation of high visibility crosswalks; signage upgrades; installation of pedestrian pushbuttons and countdown timers at traffic signals; creation of bicycle lanes or routes; and installation of bicycle racks. Phase I includes the neighborhoods surrounding Fern Elementary, Seaside Elementary, Carr Elementary, Anza Elementary, Torrance Elementary and Walteria Elementary (Attachment 1). Phase II includes the neighborhoods surrounding Edison Elementary, Victor Elementary, Madrona Middle, Wood Elementary, Riviera Elementary and Arnold Elementary (Attachment 2).

In 2020, the City secured $5,027,800 in Measure M grant funds from the LACMTA for Phase I.
Subsequently, two amendments were executed to collectively increase the grant funds to $7,185,000 and extend the lapse date of the funds. Approval of Amendment No. 3 (Attachment 3) to appropriate the additional $6,600,000 would increase the total grants funds to $13,785,000.
Construction of the first two schools in Phase I (Fern Elementary, Seaside Elementary) was completed in May 2025. Construction of the next two schools in Phase I (Anza Elementary, Torrance Elementary) is scheduled to begin in September 2026. Design is currently in progress for the last two schools in Phase I (Carr Elementary, Walteria Elementary) and the first three schools in Phase II (Edison Elementary, Victor Elementary, Madrona Middle).
Execution of the two recommended Amendments, each to its relative existing Funding Agreements, is necessary to modify the scope of work for the schools in Phase I (Attachment 3) and Phase II (Attachment 4). During the design phase of the projects, the installation of Class II bicycle lanes on roadways originally identified on the grant applications, including Torrance Boulevard, Sepulveda Boulevard, and Del Amo Boulevard, was determined to be not feasible.
Based on the existing geometric constraints of these three roadways where improvements were considered, there is insufficient right-of-way to accommodate a dedicated bicycle lane without eliminating either a travel lane and/or on-street parking. Therefore, the revised scope of work eliminates the consideration of the Class II bicycle lanes and a Class III bicycle route will be implemented. If the existing roadway currently has a Class III bicycle route, the Class III bicycle route will remain. Metro staff has approved the proposed changes to the scope as provided in the recommended amendments.
