Good morning.

I wanted to re forward the email I sent after the Citizen Development and Enrichment Committee regarding the Cottage Food Permit that I understand is on the City Council's agenda tonight. I am going to try to attend. But in my absence please see the attached notes for your reference.

Thank you for your attention to this matter.

Cc: Seaside Neighborhood Association <[email protected]> City council members Sheikh, Gerson and Lewis...

Thank you for your time yesterday. I thought the dialogue around the Holiday Lights was more positive than it's been in the past few years, and I look forward to working together with you going forward.

I understand the protocols around my limited time to speak, but there were some things I wanted to clarify given the history of the event:

PUBLIC COMMENT REPORT #1
AGENDA ITEM 10B
1 • I have been involved in the Holiday Lights Committee/SNA for over a decade. I got emotional listening to the Traffic Division last night because we used to work very closely with them. When I was pregnant in 2016 I pushed for the Emergency Access Lanes. I would love for the collaboration between the City and the SNA to get back to where it was back then.
• After the Holiday Lights of 2022, I personally conducted a survey of only Sleepy Hollow residents (see attached). That was a horrible December with propane tanks and hot dog vendors on every corner.
• I was voted in as President in the fall of 2024. The survey we conducted in 2025 and in 2026 included all of the Seaside Neighborhood Association homes (but still mostly Sleepy Hollow residents). Please note page 20 of this year's survey where we collect information on how residents felt about the inability to sell from their homes. Also note that between 2023 and 2025 we saw an increase of 10% of responders willing to fundraise for the City.
• The Holiday Lights is absolutely not a Seaside Neighborhood Association sponsored event. Neighbors choose to decorate or not on their own. The SNA exists almost solely to communicate with its residents about what is going on with the City and raise funds to give out scholarships to graduating seniors that live within our boundaries. Our annual budget is around $5k.
• Any neighbor I know that does sell during December puts out their own trash bins. • The Foundation that was in discussion last year did not move forward because they were told that if they fundraised for the event the liability would fall on them. The SNA was not part of this potential Foundation.
• There are perhaps 2 or 3 instances that I have heard of where Code Enforcement Officers were yelled at by residents. Most of us offer them a soda or a snack and thank them for their service when we see them. I do not know where that narrative is coming from but it is simply not true.
• I have met with residents of Redondo Beach on the other side of the pylons. I have also met with folks running for their City Council that wanted things changed. I know Mattucci also met with those folks. The Redondo residents do not want those blockades removed. The concern is safety at the intersection of Avenue H and Prospect. It is a very awkward intersection and with all the kids coming and going they are afraid someone will get hurt.
2 • Finally, over the last 10 years we have explored a pedestrian only event in addition to buses, etc to take people in and out. There isn't anywhere else for folks to park. South High wasn't interested as they have their own events in the evenings and, as Traffic indicated, there are multiple entrances to the neighborhood. This would cost more money to manage.

As I mentioned yesterday, I have met with Jamie and Michelle a number of times over the past 4 years about fundraising for the City to help offset the costs. At this time, residents are pretty upset with the City. But I believe we can repair that relationship and folks would be willing to raise money on their property (not in their homes) to help out. I personally am willing to commit to as such one night this December if you allow us to sell on our property (front yard, driveway, front porch) and eliminate the "gathering" or "line formed" citation.

We need the City's help for this magical event. I'd love to work with you to get it right.

Thank you,
Sabrina Terzian

Q4 The Cottage Food Permits allowed neighbors to legally sell from their driveways (they were not renewed for this past December, however were required the previous three years). As a point of information, the Permits have cost approximately $100 in the past. Without a permit, homeowners can be cited for selling in their driveways as it is illegal in the City of Torrance to do so. In terms of how I feel about them:

ANSWER CHOICES RESPONSES
I was disappointed in the lack of patrolling and ticketing this year. They need to be around more often to enforce the rules.

This is a neighborhood event that we created and continue to create. It's really a challenge of our own making. Maybe we need to figure out solutions on our own.

I thought things were fine this year.

I think resident permits should be checked so only residents and their guests can park in the neighborhood. Outside visitors will have to park somewhere else and walk in.
