DISCUSSION
Program Background
On June 22, 2021, City Council approved Torrance Civic Center grounds to be the site of a temporary housing program, 3290 Temporary Housing Village (3290). On July 5, 2022, site operations began and have continued to present day. The site contains: forty single occupancy “tiny home” units for adults, one laundry unit with two washers and two dryers, one two-stall bathroom/shower unit, one two-stall ADA bathroom unit (including a full bathroom and administrative half bathroom), three 100 square feet support units for site staff, and one security guard unit. The City’s Homeless Outreach Team adds eligible individuals to the 3290 waiting list and fills vacancies from this list.

Currently, the City contracts with Harbor Interfaith Services (HIS) for site operations (including staffing, security, meals, utilities, supplies) in the amount of $1,831,529.03 annually. The City receives a Measure A Local Solutions Fund (LSF) allocation from the South Bay Cities Council of 1 City Council
October 20, 2026

Governments (SBCCOG) of $60,000 annually for maintenance and replacement parts at the site.

Since 3290’s activation, the City has utilized a variety of funding sources for the ongoing operating cost of the site including State, Federal, and County resources.

In FY 2024-25, the City received an award of $1,284,800 from Los Angeles County via the Cities and Councils of Governments Interim Housing Services Fund (CCOGIHS) for the 3290 operations contract. In FY 2025-26, the City received another $1,284,800 CCOGIHS award. At that time, County Staff informed City Staff that the CCOGIHS funding was ending June 30, 2026 with no funding availability in future years. The City continued to pursue additional funding sources for homeless response. In FY 2026-27, the 3290 operations contract is projected to be funded through: Federal Community Project Funding from Congressman Lieu and Congresswoman Waters, State Permanent Local Housing Allocation (PLHA) Funds, City Measure SST Funds, Measure A SBCCOG Local Solutions Funds, and Opioid Abatement Funds.

Los Angeles County Department of Homeless Services and Housing (HSH) Letter of Agreement In April 2026, Staff from the new Los Angeles County Department of Homeless Services and Housing (HSH) presented City Staff with a verbal proposal for HSH to assume operational responsibility of 3290 and integrate the site into the HSH interim housing portfolio. The terms of the agreement are outlined in the Letter of Agreement for Operation of Torrance Homeless Pallet Shelter (LOA) included as Attachment 1.

Should the LOA be executed, the following terms would apply. HSH will directly contract with HIS for 3290 operations from January 1, 2027-June 30, 2027 in an amount not to exceed $846,800.

This figure is derived from the standard interim housing bed rate in Los Angeles County for similar sites ($1,693,600 annual maximum). HSH will be responsible for program oversight and monitoring of the site operator HIS. The City will terminate the existing contract with HIS effective January 1, 2027.

The City will provide maintenance and replacement parts of the shelter units, support units, and restrooms. Additionally, the City will directly contract and fund two security guards Monday-Friday 6:00 AM-2:00 PM. The $846,800 HSH contract amount is not sufficient to cover the current site staffing of two security guards 24/7. To ensure that the site maintains the current level of security, the City will fill the funding gap. HSH will fund all other days and times with two security guards.

The City will not charge HSH rent for the site. The anticipated City funding obligation is $30,000 in maintenance and $67,596 in security (total $97,596 for six months, $195,192/yearly). This projection is subject to cost of living increases as well as unanticipated maintenance needs.

The City Outreach Team will continue to fill vacancies at 3290 via the existing 3290 waiting list.

In addition to the Outreach Team referrals, HSH will have the ability to fill vacancies at the site with emergency or safety transfers from other HSH interim housing sites. No more than 8 out of the 40 beds (20%) will be filled with non-Torrance emergency or safety transfers at any given time.

HSH will share data with the City including percentage of participants who are document ready, exits to unsheltered locations, exits to permanent housing, and length of site enrollment. HSH will schedule monthly meetings with the City and HIS to coordinate resources, facility/security needs, and discuss community concerns.

Funding and Outcomes Considerations
HSH has indicated to Staff that the budget for 3290 under any future LOA will be subject to the yearly Measure A County budget process. The LOA covering January 1, 2027-June 30, 2027 states that HSH shall provide the City with 120 days advance notice of its intent to end funding of operations at 3290. This will give Staff sufficient time to re-procure for a direct operations contract if need be. If the HSH LOA ends, HSH will offer another interim or permanent housing resource to relocate all non-Torrance residents residing at 3290 to alternative interim housing placements to avoid exits to homelessness. If the City wishes to terminate the LOA, the City must provide a 30-day notice to HSH.

Staff projections indicate that the City has sufficient funding for 3290 operations and Outreach through February 2031. At that time, recurrent funding sources (PLHA, Measure A LSF, SST) will not be sufficient to cover the City’s existing homeless response obligations, including 3290. By transitioning to the HSH model, the City will reduce the annual obligations for 3290 operations from $1,891,529.03 to $195,192. The City can work with funding partners to repurpose funds for other homeless response uses such as outreach, housing development, single-room occupancy bed leasing, prevention services, and operating subsidies.

Additionally, Staff anticipates that integration into HSH operations may increase opportunities for matches to permanent supportive housing for 3290 participants as well as increase access to the Countywide Continuum of Care. This transition will likely benefit high acuity clients in need of referrals to a higher level of care or wraparound physical/mental health services. The change in operational model would also reduce Staff administrative and financial burden of site oversight.

Recommendation
By transitioning 3290 to the HSH inventory, the City will be further integrated into the Countywide homeless response system. The Torrance Outreach Team will continue with direct referrals and access to 3290 as a pathway to permanent housing for high acuity clients through the Coordinated Entry System, while reducing the City’s ongoing financial obligations to keep the site operational.

The City Manager and Community Development Director recommend that City Council approve the LOA with HSH, authorize the Mayor as signatory for the LOA, authorize the Mayor to execute any non-substantial modification to the LOA subject to approval by the City Attorney, and authorize the termination of the Temporary Housing Operations Contract with HIS (C2025-171) effective January 1, 2027.

At the option of the City, either: (1) the insurer shall reduce or eliminate such deductibles or self-insured retentions as respects the City, its officers, officials, employees and volunteers or (2) the County shall provide a financial guarantee satisfactory to the City guaranteeing payment of losses and related investigations, claim administration and defense expenses.

Other Insurance Provisions
The general liability and automobile liability policies shall contain, or be endorsed to contain, the following provisions:

Additional Insured Endorsement:

General Liability: The City, its officers, elected and appointed officials, employees, and volunteers shall be covered as insureds with respect to liability arising out of work performed by or on behalf of the County. General liability coverage can be provided in the form of an 10 endorsement to the County's insurance, or as a separate owner's policy.

Automobile Liability: The City, its officers, elected and appointed officials, employees, and volunteers shall be covered as insureds with respect to liability arising out of automobiles owned, leased, hired or borrowed by or on behalf of the County.

For any claims related to this project, the County's insurance coverage shall be primary insurance as respects the City, its officers, elected and appointed officials, employees, and volunteers. Any insurance or self-insurance maintained by the City, its officers, officials, employees, or volunteers shall be excess of the County's insurance and shall not contribute with it.

Each insurance policy required by this clause shall be endorsed to state that coverage shall not be canceled by either party, except after thirty (30) days prior written notice by certified mail, return receipt requested, has been given to the City.

Each insurance policy shall be endorsed to state that the inclusion of more than one insured shall not operate to impair the rights of one insured against another insured, and the coverages afforded shall apply as though separate policies had been issued to each insured.

Each insurance policy shall be in effect prior to awarding the contract and each insurance policy or a successor policy shall be in effect for the duration of the project. The maintenance of proper insurance coverage is a material element of the contract and failure to maintain or renew coverage or to provide evidence of renewal may be treated by the City as a material breach of contract on the County's part.

Acceptability of Insurers
Insurance shall be placed with insurers with a current A.M. Best's rating of no less than A:VII and which are authorized to transact insurance business in the State of California by the Department of Insurance.

Verification of Coverage
County shall furnish the City with original certificates and amendatory endorsements effecting coverage required by this clause. The endorsements should be on the City authorized forms provided with the contract specifications. Standard ISO forms which shall be subject to City approval and amended to conform to the City's requirements may be acceptable in lieu of City authorized forms. All certificates and endorsements shall be received and approved by the City before the contract is awarded. The City reserves the right to require complete, certified copies of all required insurance policies, including endorsements effecting the coverage required by these specifications at any time.
