RECOMMENDATION
Recommendation of the City Manager that City Council adopt RESOLUTION amending Resolution No. 2026-89 for Certain Full-Time Salaried and Hourly Employees to add the position of Performance Auditor.

None required.
DISCUSSION
On December 16, 2025, City Council approved the proposed budget modification in the fiscal year 2025-26 Operating Budget which included the creation of a Performance Auditor classification in the Police Department. The new classification was created to support restructuring efforts related to the California Department of Justice’s Reform Agreement. These nonsworn positions will evaluate the efficiency and effectiveness of Police Department operations, programs and processes through audits, data analysis, and police review. Their work will help ensure compliance, transparency, and continuous improvement in departmental practices.
Staff is recommending the addition of this classification to the Certain Full-Time Salaried and Hourly Employee Group by way of this item.

SECTION III SEVERABILITY
If any section, subsection, sentence, clause, or phrase of this resolution is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of the resolution. The City Council hereby declares that it would have passed this resolution and each section, subsection, sentence, clause, or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.
