RECOMMENDATION
Recommendation of the Civil Service Commission and Human Resources Director that City Council approve the proposed class specification for Digital Evidence Technician.

DISCUSSION
The Torrance Police Department requested the creation of a Digital Evidence Technician classification to provide specialized administrative and technical support for the management of digital evidence systems and related operations.
The proposed Digital Evidence Technician classification will provide dedicated support for the administration of body-worn cameras, mobile audio/video systems, and digital evidence management systems. The position will be responsible for managing digital evidence, maintaining system and equipment inventories, processing evidence requests, performing redactions, monitoring system compliance, coordinating with Information Technology and vendors, conducting audits and quality control, and providing training on digital evidence systems. The position will support the secure handling, retention, and dissemination of digital evidence in accordance with Department policies, applicable laws, and best practices.
At their meeting on October 12, 2026, the Civil Service Commission approved the proposed class specification for Digital Evidence Technician which is attached for your review and approval.
