DISCUSSION
At the meeting on June 3, 2025, City Council adopted the proposed Fiscal Year 2025-27 Operating Budget and Capital Improvement Plan, which included replacing 2.0 FTE Telecommunications Technicians with 2.0 FTE Wireless Technicians in the Information Technology Department.
The Information Technology Director requested a review of one Telecommunications Technician position to determine the appropriate classification level. Over the past approximately 1.5 years, the incumbent has developed increased technical knowledge and expertise in wireless communications and has regularly performed duties associated with the Wireless Technician classification. The incumbent’s current assignments include work involving wireless communications equipment and systems and are consistent with the essential duties identified in the Wireless Technician class specification, including the maintenance, troubleshooting, configuration, and repair of electronic communications equipment and related systems. The incumbent has demonstrated the knowledge, skills, and experience necessary to independently perform work at the Wireless Technician level.

The proposed reclassification recognizes the incumbent’s actual and ongoing job duties, which have evolved to align with the Wireless Technician classification, while also aligning the position with the City’s current operational needs. Reclassifying the incumbent will appropriately reflect the level and nature of the work currently being performed and align the position with the City’s current telecommunications and wireless communications operations.
The Civil Service Commission’s Policy on Transfer of Incumbent Employees Without Examination (Policy) establishes six criteria for considering a transfer of incumbents to positions that are reclassified or reallocated under the provisions of Civil Service Rule [XXI] Section 6 as provided in Attachment A. The incumbent’s current functions as Telecommunications Technician in the Information Technology Department were compared to the same job elements of the Wireless Technician. This information was analyzed under the criteria of the Civil Service Commission’s Policy, which clearly demonstrated that all six factors had been adhered to in consideration of the allocation of the incumbent to the proposed classification without examination. Therefore, it is recommended that the incumbent, Alberto Rodriguez-Camarillo, be reclassified from Telecommunications Technician to Wireless Technician.
A supplemental will be submitted to confirm approval of the reclassification by the Civil Service Commission at their meeting on October 12, 2026.
