RECOMMENDATION
Recommendation of the Fire Chief that City Council approve an agreement with El Camino Community College District for in-service firefighter training program for a one-year (1) period beginning September 1, 2026 and ending August 31, 2027, with four (4) optional one-year (1) renewal periods.

DISCUSSION
The Torrance Fire Department has collaborated with El Camino Community College District (District) for in-service firefighter training program since 1998. The last agreement was approved by City Council on March 29, 2022.
The Fire Department provides in-service fire fighter training to the Department’s fire fighters through the District’s Fire and Emergency Technology Division. This training program meets all requirements of the law of the State of California and other applicable requirements and regulations. It enables the District to furnish unit credits to students completing the in-service fire training classes.
The District intends to claim full-time equivalent students and receive State apportionment for the courses provided through this agreement. The Torrance Fire Department provides much of the training and program coordination and as such, the City is entitled to a portion of the State funding received by the District for fire fighter students enrolled into the District courses, provided and contingent upon both the District and the Torrance Fire Department meeting all regulations and requirements pertaining to, and maintaining eligibility for, and the District having received, State funding for such courses.
The District will reimburse the City for services and materials to be supplied at a rate of $2.50 per student contact hour.

The Torrance Fire Department intends to continue collaboration with the District and as such, the Torrance Fire Chief recommends that City Council approve an Agreement for In-Service Firefighter Training with the District from September 1, 2026 through August 31, 2027, with four (4) optional one-year renewal periods, which will be automatic unless alteration or termination is requested by either party.

Spring 2023
Dear Instructor:
I would like to take a moment and extend my appreciation to you for assuming the role of “InService Agreement” Instructor with El Camino College. The In-Service Fire Training program cannot exist without your support and participation. This guidebook has been developed to increase your understanding of the program, and describe your duties and responsibilities.
Your fire department and El Camino College have been partners in the In-Service Fire Training program for many years, despite a temporary suspension in the program. The College believes valuable training occurs on a professional basis within the fire service every day, and not all training and education takes place in a classroom. For this reason, the In-Service Fire Training program was developed, and the College views this course as a “win-win” for all concerned.
El Camino College has designated a campus coordinator to liaison with your fire department coordinator. This individual is a seasoned fire service veteran, who understands the innerworkings and challenges of your industry. You may contact an El Camino College representative at (310) 660-3593 x3256.
Once again, thank you again for your partnership and we look forward to working with you.

Furthermore, if a member of your crew is on long-term leave (ex.
