TRACY CITY COUNCIL - SPECIAL MEETING MINUTES
April 16, 2024, 5:00 p.m.
Tracy City Hall, 333 Civic Center Plaza, Tracy, CA.
1. Mayor Young called the meeting to order at 5:37 p.m.
2. There were no actions taken pursuant to AB 2449.
3. Roll Call found Council Members Arriola, Bedolla, Evans, Mayor Pro Tem Davis, and Mayor Young present. There was no declaration of conflicts by City Council.
4. Items from the audience – There was no public comment.
5. DISCUSSION ITEMS
5.A. By motion, (1) Establish interview protocols to fill two vacancies on the City of Tracy Planning Commission; (2) Conduct interviews of seven applicants for such vacancies; and (3) Upon conclusion of the interviews, appoint an applicant to fill each such vacancy and establish an eligibility list, if appropriate.
Kimberly Murdaugh, Interim Assistant City Manager provided the staff report and presentation and responded to questions.
City Council discussed and determined the interview questions, amount of time allocated for each applicant to respond to questions, order in which applicants will be interviewed, process and length of time for follow-up questions, and the length of time for Council discussion.
James Damasco requested clarification on the question that was added to the list of questions being asked for the Planning Commission interviews.
Council questions and comments continued. Council interviewed Rosario Arulappan, Gurtej Atwal, Jose Chavez, James Damasco, Don Penning, Kristine Quantong, and Tim Silva. Council Members provided the Mayor with their recommendations for appointment to the Planning Commission.
Mayor Young announced the following selection: Gurtej Atwal and Don Penning to serve on the Planning Commission and Jose Chavez to be added to the 12- month eligibility list.
Mayor Pro Tem Davis requested Tim Silva also be added to the eligibility list.
Mayor Young agreed.
ACTION: Motion was made by Mayor Young and seconded by Council Member Bedolla to appoint Gurtej Atwal and Don Penning to serve from April 17, 2024 to March 31, 2028 on the Tracy Planning Commission. Jose Chavez and Tim Silva were placed on the eligibility list. Roll call found all in favor; passed and so ordered.
