Request to remove Coleman contract from Consent Agenda to Agenda for Discussion to answer the following questions in a public forum:
1. What efforts have been made by the City Council to obtain local engineering supervision of our water plant? A review of Coleman's projects on the web show all of their projects are in their local vicinity [Sacramento- Bay Area] with the exception of the Hamilton wastewater project [near Chico].
2. Is hiring an engineering firm from the Sacramento area, at big city prices, to Remotely supervise the operation of our water plant the most feasible, practical, sensible solution to being short staffed? ...................................................................................................................................
We need to live within our means.
$35,000 a month for remote supervision? Occasional on site supervision? Extra unknown costs if more than one emergency trip a month is required? We pay to provide them with local transportation? Limited liability if they screw up? Did you check if they have been involved in any arbitration with former customers? What process did you go through to choose Coleman? __________________________________________________________________ A reminder of last month's request (I don't see it on the agenda):
"Since the Council is committed to focusing on Water issues and Spring is around the corner (time flies), the following action is recommended:
1. An itemized monthly update and accounting by PWA to include time spent @what cost and any progress related to their feasibility work order.
Are pending Trinidad Contracts posted in City Documents in a timely fashion for Public review? If not, it would be a good idea if they were so the Public could offer advice to the Council as well the city attorney." __________________________________________________________________ Regarding WAC's mission...
to work on public outreach....
The mission has not been accomplished.
Will the CC advertise for WAC volunteers? The CC seems to be barely treading water navigating their current responsibilities.
There seems to be two people left on the committee that (to my knowledge) has not been officially disbanded. I volunteer to be the third while we wait for more volunteers.
_________________________________________________________________ Outreach
While we wait for an updated CC- Public interactive website, why not use the "Public Comment" site? Council members can use the site to interact with their constituents and ask and answer questions. It would be an improvement if letters were posted upon arrival.
The current system needs serious changes if informing and engaging the public in civic participation is really a goal, not a wishful democratic fantasy.
Currently, Public Comments, whether written or oral, may or may not influence the CC . Direct discourse does not occur publicly, rarely in private. Global responses to emotional soundbites, without civil debate, is not the best way to run a government.

A question about $$$$ for a storage tank...
Why replace a tank that is not leaking? Why not leave it and add another tank? We need as much storage as possible while we wait ...
Enjoy the sunny weather.

1. What is the status for filling the water treatment plant operator/public work maintenance and water system operator/director positions?
2. If these positions are currently not filled, what procedure does the City of Trinidad follow to advertise these positions?
3. Who is currently performing these duties?
4. After reading the 2020 Consumer Confidence Report which reported high levels of lead and copper, my husband and I are concerned about current water testing and safe drinking water. Are we sending water samples to the lab weekly?
In regards to Consent Agenda Item 4: “Approve Contract with Coleman Engineering to Provide Qualified and Certified Chief Water Treatment Plant Utility Operations for the City of Trinidad”, it appears the City of Trinidad has not filled the water treatment plant operator/public work maintenance and water system operator/ director positions.
After reviewing Coleman Engineering’s proposed contract, my husband and I feel strongly that the City Council should not approve a contract with Coleman Engineering. Coleman’s monthly fees are exorbitant ($35,000 per month, plus an additional 3% increase January 1st of each year). If you look carefully at the City of Trinidad “Responsibilities” more expenses will be incurred, therefore the City of Trinidad’s monthly fee will be more than $35,000 per month. How is this contract cost effective? How will this contract affect Trinidad’s water customer rates?

Dear City Council and City Manager:
At the February 8th, 2022 City Council Meeting I had planned to ask the City Manager the following questions:
At the February 8th City Council meeting, please address our questions and concerns. Some possible suggestions/solutions might be to find more competitive bids, flying the T2 and T3 positions throughout Workspace Webmail :: Print 2/7/22, 8:21 AM

the state of California with an attractive salary package and/or send current employees to appropriate trainings.
If the City Council approves the contract with Coleman Engineering in Roseville, California the City of Trinidad will spend over $420,000 per year (that is without the 3% increase). Please do not approve this contract with Coleman Engineering.
Thank you in advance,

Dear City Council and City Manager:
Please do not approve Consent Agenda Item # 5 “Approve Contract with Best, Best, Krieger for Supplemental Legal Advice in Connection to Issues Involving Local Native American Tribes”.
Why would the City of Trinidad hire another legal firm when the city already has a legal firm in Eureka? At Trinidad City Council’s December 14, 2021 meeting, the city auditor Ralph Marcello stated, “Trinidad has done well this past year despite the impact of Covid.” The City of Trinidad’s current financial status will drastically change if we enter into contracts with Best, Best, Krieger and Coleman Engineering ($35,000 per month, plus an additional 3% increase January 1st of each year). It would be fiscally irresponsible (and unsustainable) to risk the City of Trinidad’s financial position.
Thank you in advance,
Anita and Norman Thompson
