Please drop this into Public Comments
---------------------------------------------------------------·----·---------------- Please excuse my eccentric tongue-in -cheek humor in the note I sent out about the Consumer Confidence Report City employees are composing.

It would be interesting to do a survey to discover what City water customers think about our water system, if they have any concerns about it, and are interested in learning more about water resiliency and options the City has in planning for the future.

My perceptions:

The CC apparently decided to invest in the Luffenholtz Plan based on personal and political liaisons, and a well orchestrated media campaign drumming up fear that if the City chose to explore the feasibility of HBMWD, the City would automatically commit to HBMWD and not explore the feasibility of developing Luffenholtz. Media soundbites also focused on fears of rapid, uncontrollable development and community degradation.

City water customers who wrote in Public Comments to "vote" yea or nay for a feasibility study of HBMWD after Dwight, Richard and I mailed out an informational newsletter voted in the majority to approve the feasibility study. We did not have access to the mailing addresses of Sphere of Influence (SOI) water customers- a significant percentage of Trinidad's water customers. To this day, it seems highly probable that most SOI customers are oblivious to what has transpired in City decisions about their water resiliency options.

Bryce Kenny turned in a survey where the "nays" significantly outnumbered the "yeas" for a HBMWD feasibility study. I remember it focused on fear of rampant over development and other fearful sound bites about HBMWD that had been circulating in social media.

Request: Will Bryce Kenny please post a copy of the survey he created in Public Comments to inform the CC, WAC and the general public what information he provided the respondents? The bottom line:

Can we all agree that the City Administration has a responsibility to:

1. Use public funds wisely?

2. Use accurate and in-depth data to compare long range sustainability of water source projects involving millions of$$$ ?

3. Respond to the concerns of the public:

A. address public concerns of HBMWD:
a. rampant uncontrolled development
b. cost of project (including maintenance costs) and impact on water rates c. environmental impact
B. address public concerns of Luffenholtz development:
a. insufficient water supply to enable new hook ups to current residents in the SOI who are dependent on wells or creeks that fail
b. cost of project (including maintenance costs) and impact on water rates c. environmental impact
d. What exactly is the plan for upper Luffenholtz development and has a similar project ever been successful in any other municipality?
Could someone in Administration please explain how a well informed decision can be made in planning for water security until the year 2100 (per request of the State) without a comparative analysis of our options? According to Eli, City Manager, PWA has identified some sites for storing a million gallons of untreated water. Cost of the receptacle for storing this water? Unknown. Eli was unclear about the nature of this receptacle- it may be a pond of some sort. Perhaps the 25-50 ponds in the sketchy Luffenholtz Plan has morphed into one giant pond. Any idea about infrastructure feasibility (including costs) of piping this water from any of these prospective sites to the water treatment plant? WAC and CC tasks:

Make a list of everything known about the Luffenholtz Plan and HBMWD and a list of everything we want to know.

Make a plan of how to communicate with the public [an open forum website link on the City's homepage?].

Investigate potential sources of credible information and research to make the best decisions possible moving forward, which may include:

1. Cal Poly Humboldt (senior student projects under the supervision of professor)

2. Ca. Water Board (history and info. about HBMWD, water rights in Humboldt Co., assistance in water resiliency planning, etc.

3. Other engineers familiar with small municipal water systems Happy Holidays,

Subject: Leash law

To: City Trinidad <[email protected]>
Good morning.

I have recently been informed that the City of Trinidad is interested in offering a public safety announcement regarding leash laws.

For what it is worth, as a dog owner and dog walker in the community and in light of recent events with Kathrin Burleson and the poodle attack on her and her dog, I fully support the leash law announcement in Trinidad and the city reminding everyone to obey it.

Sincerely,
Dori Fulk
