(Three (3) minute limit per Speaker unless Council approves request for extended time.) Steve Madrone – Trinidad Area resident/County Supervisor Commended the Council for water related grants received this past year that improve resiliency, leaks, storage, etc. Rainfall timing makes a difference. Also want to note the dog attack that occurred at the State Park recently, in City limits, but in the parking lot in the State Park property. The gentlemen with the poodles needs to be dealt with. It would be good for the City to join this conversation. Lastly, the Watershed Council is your stakeholder group, and at the forefront of why you’ve been so successful with grants.

XI. DISCUSSION/ACTION AGENDA ITEMS
1. Project Update/Discussion: Trinidad Water System Drought Resiliency Project City Manager Naffah introduced City Engineer Dagan Short. Short explained that the grant funds replacement of one, 150,000 gallon water tank and 7,500 ft of main line feeding it from the water plant. The project is funded by the Department of Water Resources, and will be constructed in 2023. One redwood tank will be replaced with a 300,000 gallon steel tank. Access around the tank will need to be improved, along with the addition of a chlorine booster tank.
Council questions included:
West: How much water can be usefully stored on that site? How will the tank fit on site? Short explained that the added chlorine booster station will be needed to treat any stale water stored, and the tank will be the same height, but wider.
Ladwig: Construction is slated for June-September, when Luffenholtz Creek flows are low. Short explained that one tank will need to be demolished to make room for the new tank. During that time the City will only have 150,000 gallon storage. Hopefully the construction timeline will only be 4-5 weeks.
Tuttle: Is there a salvage value to the redwood tank to be demolished? Short explained, yes. The contract documents will handle how this will be handled.
Public comment included:
Kati Breckenridge - Trinidad
Will there be less water storage during construction, during fire season? Short explained that yes, that will be a concern but we’ll try to construct the project as quickly as possible.
Steve Madrone – Trinidad Area Resident/County Supervisor How old are the tanks? If we have a dry spring, you’ll have to ask the residents to conserve during construction.
In addition, the City is working on grants for 5000 gallon residential rainwater storage. Having 100 of these tanks would be very helpful for fire protection someday. Short explained that the tank to be removed was constructed in 1974. The other tank is 2 years older (1972).
Presentation item only. No decision was made.
2. Project Update/Discussion: Rainwater Catchment Demonstration Grant Administrator Becky Price-Hall updated the Council on the plans to create a demonstration system for rainwater catchment, using a roof to collect and store water in a tank. This was a stormwater project component that was removed due to site control issues. It’s now back, and the grant funder has expressed willingness to consider funding it, located at the Trinidad School. GHD representatives are studying the size of system needed to meet the School garden needs. We’re also looking at demonstrating smaller storage systems for residents, and will report back to the Council when the project develops.
Public comment included:
Steve Madrone – Trinidad Area/County Supervisor
Commended the City’s work on this project, and the School garden program. 5000 gallon or smaller tanks are exempt from the building code. The State of California incentivized water storage by exempting these improvements from property tax improvements. Templates and pamphlets are very helpful as well. Residential cost estimate to develop 5000 gallon storage is approximately $12k.
Council questions/comments:
Ladwig: Will there be an interpretive sign developed as part of this grant? Price-Hall explained that yes, this will be developed and coordinated with the School, with additional information promoted on the City website.
Presentation item only. No decision was made.
3. Discussion/Decision regarding Letter of Support for Humboldt Waste Management Authority’s Edible Food Recovery Program.
City Manager Naffah explained that the regional task force has been working on an edible food recovery program and the letter included in the packet was recommended by the group to consider, approve, and send to HWMA in support of the program.
11-08-2022 City Council Meeting Minutes Page 3
Public comment included:
Steve Madrone – Trinidad Area Resident/County Supervisor I sit on the HWMA Board. This is a new law. How it will look and function are two of the main issues being discussed, along with not penalizing people already doing this in their back yards – which is the most costeffective way to do this. The big picture is to have a facility to turn this into fertilizer (partnering with local fish farms), but in the beginning will have to be shipped out. Appreciate Trinidad’s support.
Motion (Kelly/Tuttle) to approve the letter of support to HWMA as submitted. Passed unanimously.
4. Discussion/Decision to Begin the Recruitment Process to Fill Expiring Planning Commissioner Terms.
City Clerk Adams explained that Planning Commissioner terms last 4-years, and appointments are made by the City Council. The 4-year terms expire on a rotating basis in December during each General Election year (even numbered year).
New Councilmembers are seated in January at the conclusion of each general election. At that meeting the Council is asked to make appointments to the Planning Commission to fill the vacancies left by rotating term expirations.
The current commissioners are:
Tom Hopkins Trinidad area Resident Term expires December 2024 Diane Stockness City resident Term expires December 2024 Richard Johnson Trinidad area resident Term expires December 2022 Aaron Hakenen City Resident Term expires December 2022
Diane Stockness City Resident Term expires December 2022 Trinidad Municipal allows the Planning Commission to include up to (2) Commissioners that live outside the city limits if no qualified City residents apply. Commissioner Johnson is one of two serving that live outside the City limits. His term is expiring, along with residents Aaron Hakenen (View Street) and Diane Stockness (View Street).
With no term limits specified in the Trinidad Municipal Code for Planning Commissioners, current Commissioners are welcome to reapply.
There were no comments from the Council or public.
Motion (Kelly/Tuttle) to authorize staff to begin the recruitment process to solicit public interest in serving on the Planning Commission and bring letters of interest back to the Council for appointment in December or January.
Passed unanimously.
FUTURE AGENDA ITEMS

Pending certification of the election, the plan is to swear in and seat the Council Members at the December 13th meeting.
Water:
We have been receiving decent amounts of rain which have increased the flows in Luffenholtz Creek. Hopefully this winter will yield sufficient rain and snow in California to increase the snowpack and reduce the drought.
A water leak was reported to the city and fixed by staff for service to Murphy’s Market.
A representative from the Department of Water Resources will visit the Water Plant on December 12th to inspect and verify compliance with state requirements. Coleman Engineering and water plant staff will be present for the inspection.
Public Works/Water Plant:
All Public Works and Water Plant employees attended a Public Works Forum held in Fortuna and sponsored by the City’s insurer CIRA. The forum addressed safety, risk management, and best practices. Employees from Eureka, Arcata, Fortuna, and Blue Lake attended the nearly 6- hour event.
Auditor:
The City’s Auditor, Ralph Marcello, spent four days (December 5-8) going through the city’s financial records and talking to staff at Town Hall. He will take all of his research to his office to prepare the City’s Audit for the 2021-2022 Fiscal Year.

2023 Community Yard Sale:
The Community Yard Sale will be held on Saturday, June 3, 2023, for this coming year. Community feedback this past year was positive, and the public and community groups have asked to confirm next year’s date. Jennifer Hakenen will be the coordinator for the City in this zero waste effort.
Septic Sue Update….September chart compared to December….21 new permits have been issued. Moved from 22% to 30% of property’s having a current OWTS permit since the Reintegration of the Management Program began. STAFF REPORT SUPPLEMENTAL
Date: Tuesday, December 13, 2022
Background Info: In light of the drought affecting the State, there has been concern among residents regarding how the City of Trinidad is responding to the Governor’s Order calling on all Californians to do their part by reducing consumption.
The City Manager is updating the Council with regular Luffenholtz Creek flow readings, which seem to improve overall compared to this time last year thanks to much needed Fall rain events. To put into perspective how Trinidad’s water consumption is measuring up to the demand to reduce use, the following data is being shared.
The amounts represent the total water sold, captured by 324 customer meters, measured in cubic feet (7.48 gallons = 1 cubic foot).
July 2019 282,552 cubic feet
July 2020 275,612
July 2021 251,168
July 2022 198,081
August 2019 307,500
August 2020 273,992
August 2021 269,771
August 2022 227,681
September 2019 238,316
September 2020 302,614
September 2021 227,831
September 2022 216,470
October 2019 188,075
October 2020 230,430
October 2021 203,176
October 2022 180,065 (11.25% System Water Loss)
November 2019 211,649
November 2020 198,813
November 2021 204,438
November 2022 169,144 (24.02% System Water Loss)
There was a 6% decrease in water sold from October to November, continuing a trend of decreasing consumption since 2022’s record low in May (154,634 cubic feet). Despite all the rain the North Coast has benefited from since October when winter suddenly arrived, Trinidad water customers appear to be welcoming the challenge of water conservation by demonstrating an awareness to preserve their precious resource.
Water loss in the system increased to 24% in November, up from a remarkably low 11.25% in October.
Comparing November individually on a year-by-year basis, total consumption (total water flowing through meters in cubic feet, or Water Sold) has decreased. Only twice in the last 10 years has November consumption been this low.
We will continue to monitor consumption each month and report this information (along with summary trends and analysis) to the Council for review, comparison, and questions at each meeting.

DISCUSSION AGENDA ITEM
December 13, 2022
---------------------------------------------------------------------------------------------------------------- Item: Caltrans Broadband Middle Mile Network (BMMN) Coastal Development Permit (CDP) Consolidation Request
Project
Referred to as the Broadband Middle Mile Network (BMMN) project, this effort involves installation of 10,000 miles of broadband infrastructure throughout the entire state to make high-speed internet service broadly available throughout California, particularly in unserved and underserved areas. The project is supported through funding by Senate Bill 156, which provides a $7 billion investment to implement the project over the next few years. Funding parameters require the issuance of permits by the end of 2024 and the completion of construction by the end of 2026.
All broadband infrastructure will be placed within the State Highway System right-of-way owned and operated by Caltrans. Approximately 900 miles of the network will occur within the coastal zone, and approximately 0.4 miles will be installed in Trinidad’s jurisdiction. The infrastructure will include fiber optic conduit and cable, network hubs, vaults, and markers. Caltrans is responsible for the planning, permitting, and construction of the project.
Below is a link to a web map that shows the coastal zone boundary in blue, the coastal zone portions of the BMMN project alignment in red, and LCP jurisdictions in purple. The web map allows you to zoom in to your jurisdiction to better visualize where this project is proposed, change the basemap by clicking on the “Basemap” button, and add Caltrans District boundaries and County boundaries to the map by clicking the “Content” button under the “Details” tab on the lefthand menu. The map does not show where network hubs are proposed as Caltrans is still finalizing their locations, but in general, hubs will be placed approximately every 50 miles along the BMMN alignment.
BMMN Web Map Link
The construction details such as the schedule, whether night construction will occur, and whether on/off ramps will be impacted are not yet known. However, the Coastal Commission does set limits on lighting and requires public access to be maintained.
Caltrans will be conducting Tribal Consultation as part of the project. It is a very small portion of the project that occurs within City limits. I have requested that the City be informed when construction will occur.
Coastal Development Permit
Caltrans District 1 (which Trinidad is in) is responsible for obtaining CDPs for their portion of the project. However, the project falls within multiple coastal jurisdictions.
Section 30601.3 of the Coastal Act allows for a consolidated CDP process in cases where projects cross the Coastal Commission’s permitting jurisdiction and the jurisdiction of a local government with a certified LCP, such as is the case here since the Commission retains permitting jurisdiction in multiple areas within Caltrans District 1. A consolidated CDP will assist Caltrans in meeting their highly compressed project timeline while reducing the burden on local governments and ensuring a smoother, more consistent approach to reviewing this project for compliance with the Coastal Act. Trinidad’s certified LCP would also serve as guidance during such a consolidated CDP review, and Commission staff is committed to ensuring that this project is consistent with both Coastal Act and certified LCP policies.
City Approval
Caltrans and the Coastal Commission are requesting the Trinidad’s approval to allow the consolidated CDP to proceed for the portion of the project within the City. Because the project is located on State land, local regulations do not generally apply, and the City’s review should be limited to Coastal Act/LCP issues. It is unlikely that this project would impact City residents or coastal resources any more than standard Caltrans maintenance.
There is nothing in the LCP that would conflict with the project or require conditions of approval that will not be covered by the Coastal Commission’s review of the project.
Therefore, staff recommends approval of the consolidation request.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TRINIDAD AUTHORIZING THE PROCESSING
OF A CONSOLIDATED COASTAL DEVELOPMENT PERMIT BY THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION (CALTRANS) TO INSTALL BROADBAND INFRASTRUCTURE ALONG STATE HIGHWAY 101 IN THE CITY OF TRINIDAD
WHEREAS, the Coastal Act was amended by Senate Bill 1843 effective January 1, 2007, which allows for a consolidated permitting process for projects for which the Coastal Development Permit (CDP) authority is shared by a local government and the California Coastal Commission; and WHEREAS, SB 1843 requires that the applicant, the local government, and the California Coastal Commission agree to the consolidation; and
WHEREAS, the California Department of Transportation (Caltrans) seeks to install broadband infrastructure along State Highway 101 within District 1, which is under the coastal development permit authority of both the City of Trinidad and the California Coastal Commission and other jurisdictions, and would otherwise require a coastal development permit from the City of Trinidad and from the California Coastal Commission and other local jurisdictions for the improvements located within each jurisdiction; and WHEREAS, pursuant to Public Resources Code Section 30601.3, added by SB 1843, consolidation may only proceed where public participation is not substantially impaired by the consolidation; and WHEREAS, public participation will not be substantially impaired as the California Coastal Commission will hold a public hearing, which may be attended by all interested parties (by either being present during a properly noticed California Coastal Commission meeting or by timely submitting comments in advance of a meeting), and the consolidation of the permit process will allow for this project which involves installation of broadband infrastructure along State Highway 101 within District 1, to be evaluated in its entirety.

DISCUSSION AGENDA ITEM
Tuesday, December 13, 2022
Item: Discussion/Decision regarding Planning Commissioner Appointments to Fill (3) 4-Year Terms Background: Planning Commissioner terms last 4-years, and appointments are made by the City Council.
The 4-year terms expire on a rotating basis in December during each General Election year (even numbered year).
New Councilmembers are seated in January at the conclusion of each general election. At either the December or January meeting the Council is asked to make appointments to the Planning Commission to fill the vacancies left by rotating term expirations.
The current commissioners are:
Tom Hopkins Trinidad area Resident Term expires December 2024 Tristan Cole City resident Term expires December 2024
Richard Johnson Trinidad area resident Term expires December 2022 Aaron Hakenen City Resident Term expires December 2022
Diane Stockness City Resident Term expires December 2022 Trinidad Municipal Code allows the Planning Commission to include up to (2) Commissioners that live outside the city limits “…in the event there are no acceptable applicants from within the City limits”.
Commissioner Johnson is one of two serving that live outside the City limits. His term is expiring, along with residents Aaron Hakenen and Diane Stockness who both reside on View Street.
With no term limits specified in the Trinidad Municipal Code for Planning Commissioners, current Commissioners are welcome to reapply.
A vacancy notice and request to begin the recruitment process was authorized by the Council at the November 08 regular meeting.
By the deadline of December 09, (4) Letters of Interest were received. Current Commissioners Aaron Hakenen and Richard Johnson expressed their interest in continuing service, along with new applicants Chris Slay and Stephen Andy Coppola who both reside inside the City limits.
All the applicants have been invited to attend the meeting and introduce (or re-introduce) themselves. The Council may wish to either make the appointments, or extend the deadline if they feel it necessary. The Planning Commission meets next on December 14. Ideally the new Commissioners are seated by the PC meeting scheduled for January 18.
Recommended Action: Consider appointing three volunteers to fill three (3) 4-year terms becoming vacant due to rotating term expirations.

To Whom It May Concern:
I am submitting this letter to formally express interest in seeking reappointment to the City of Trinidad Planning Commission (PC) - this time for a full term! In December of 2020 I asked to be appointed to fill a partial term on the PC and shortly thereafter was selected and appointed. Our work thus far has been challenging and rewarding and I am very interested in continuing.
In addition to my direct experience on the PC, I recently attended a 1-day regional Planning Commissioner’s Academy to help deepen my knowledge and understanding and network with other area Commissioner’s and hear of challenges and solutions facing other communities.
I believe that the above experience, combined with my varied professional background, having worked in the private sector for small and large corporations, as well as my current employment working as a government employee for an independent special district, allows me to have an appreciation for private and public view points, as well as a practical approach to addressing issues in a fair, efficient, and consistent manner.
My interest in the PC continues to be one of service to my community. I would greatly appreciate the opportunity to continue as a commissioner, helping to shape the future of our great City.
Respectfully,
Aaron Hakenen

To Whom It May Concern:
My name is Christopher Slay, and along with my father, my wife, and my young two children, I am a resident of 692 Underwood Drive in the City of Trinidad. I am writing to state my interest in being considered for one of the three vacant seats on the City’s Planning Commission.
I am an instructor at Cal Poly Humboldt, and hold a Ph.D. in Ecology and Evolutionary Biology, a B.S. cum laude in Biology-Physiology, and a B.A. cum laude in Geography.
In completing requirements for the Geography degree, I completed formal coursework in regional geography, human geography, physical geography, population geography, biogeography, land and water use, international environmental issues, international development, and geographic information systems. I am therefore reasonably well trained to discuss many of the environmental and spatial issues which come before the Planning Commission. While my expertise in comparative physiology is perhaps less relevant to this position, it demonstrates an ability to read and write technical reports and use facts and theories to inform decisions. Plus, a key theme in the field is that an individual’s ability to survive and thrive is shaped by interactions with their environment and members of their (ecological) community. Infer from that what you may.
I have been a resident of Trinidad for six and a half years and have begun to develop meaningful relationships with neighbors and community members. I have also traveled to more than 50 countries across six continents. Collectively, these experiences have led me to embrace how truly unique this community is as it sits in this spectacular coastal environment. I fully acknowledge how important it is to steward and preserve the character of this community and the environment while permitting sustainable and resilient development where necessary. Naturally, this must be done in adherence (or with revision) to Trinidad Municipal Code. It must also be done with respect for the diverse perspectives of multiple stakeholders and with acknowledgement of our Tribal neighbors and friends, on the unceded ancestral territory of whom this city currently stands.
I know that meaningful work is accomplished by Planning Commissioners in consultation with an extraordinarily knowledgeable City Planner. In recent months I have had enjoyed professional and courteous interactions with many of those individuals. I have reviewed proposed changes to the general plan, and acknowledge the monumental undertaking that drafting that document has been and remains. To the extent possible, I would like to contribute my own perspectives and ideas to the process of revising the general plan and other current items before the Planning Commission. In doing so, I would like to see Trinidad become more sustainable and habitable for young families.
Much of what the Planning Commission decides leaves a permanent mark on the community. It is with recognition of that permanence that I would always strive to make decisions that are best for contemporary members of this community and each subsequent, forthcoming generation. While our decisions are indelible, we are but temporary stewards of this community and this land.
Thank you for your consideration.
Sincerely,
Christopher Slay

Subject: Planning commission appointment

To the City of Trinidad;
I have recently moved to Trinidad, one neighbor greeted me upon arrival with “welcome to paradise.” In the last five months our family has come to agree, a paradise with children, families and community supportive of a nurturing joyful environment. The years we’ve traveled, worked and sought ‘home’ seem to have borne fruit. We’d like to grow prosperous here.
We also want to serve the community, to land us squarely in the middle and offer what we treasure from our backgrounds. I have collaborated with artists around the world creating shows, events and multimillion dollar sculptures. Each member used their special skills in conjunction with others, many moving parts coming together over time creating experiences beyond the ability of an individual alone. I have implemented therapeutic protocols in studio, medical and university settings for the benefit of our patients and client development. As a team we worked within groups and on an individual basis to refine therapeutic protocols with a focus on present status and continued development in an intended direction. I have taught interns, apprentices and other builders while building natural affordable homes for the workforce in Moab, UT, another form of paradise struggling from the pressures of tourism and growth. Here I learned more about water collection and use, permaculture for land and community support, energy efficiency, climate and personal awareness; all this from a non-profit program created by the then "now mayor" of Moab who in her new role often highlighted the unique and collaborative gifts the program, city, and administration played. I consider situations from multiple perspectives and a wide array of history for a cohesive collaboration benefiting participants and the
path forward.
A friend of ours recently moved to Ojai, CA and became a city council member, she is my inspiration to serve in this way. Trinidad seems to present similar challenges as Moab and Ojai, how to grow consciously to support a livable affordable community, with concerns on water, tourism being open and available without being overwhelming or overdeveloped. I am hoping we can maintain what we have and solve challenges with the gentlest of hands. I am also on the policy council for our Salmonberry preschool and Head start program that also has interest in our town's planning and development.
Thank you for considering my application for a position on the planning commission for the city of Trinidad, CA.
Sincerely,
Stephen "Andy" Coppola
