1. Call to Order - 9:44 p.m.
2. Pledge of Allegiance - deferred.
3. Roll Call: Council Members; Zabriskie, Polivy, Klovstad, Vice Mayor Romack, and Mayor Henderson.
Staff Present: Dan Wilkins, Public Works Director/Town Engineer; Denyelle Nishimori, Community Development Director; Hilary Hobbs, Assistant to the Town Manager; Nicole Casey, Acting Administrative Services Director; Danny Renfrow, Interim Police Chief; Andy Morris, Town Attorney; Jen Callaway, Town Manager; and Judy Price, Communications Director Town Clerk.
4. Public Comment – none.
5. Workshop Items
5.1 Team Building for Council and Town Staff to improve working relationships, discuss the decision-making process, affirm the Town’s Goals and review the Town 2021-2023 workplan.

Review Council Norms
o Remove: Council Member Candidate and Measure Endorsement: Item 4. Reaffirm Council Goals
o Modify language on last goal to read: Engage partnerships and investment to drive emergency preparedness.
Review workplan
o Housing
If short-term rental (STR) incentives for building work force housing is directed by Council, add to workplan and identify something that will f all off or be delayed. Ongoing Mountain Housing Council commitment (from complete) Add: Conversation regarding land use moving from light industrial and commercial to residential.
Bike Rack for when the general plan is complete: Fast track housing planning process for affordable/workforce housing.
Identify complete as complete and move to operational. o Climate
Moving the “Ledger” dashboard up to this year and waiting to address the Green House Gas (GHG) inventory update.
Dark Skies Conversation in one year.

Add Planning Commission as a new goal and task item and remove from “other operational”

o Include the Council member and Planning commissioner positions in the compensation and class study if there is adequate contingency to cover the cost and if there is inadequate funding in the contingency, bring the item to Council for consideration. Descending opinion, Council Member Zabriskie does not value the additional information on this item.
