7. Discussion Items

7.1 2023 Fourth of July Fireworks Consideration.

Recommended Action: Authorize staff to: (1) Issue a special event permit to the Truckee Donner Recreation and Park District (TDRPD) for 4th of July Fireworks but not waive fees for the event, which would require full reimbursement from the applicant for staffing and resources needed to support the event; and (2) Direct staff to return to Town Council with a discussion item about the future of fireworks in Truckee.

Jen Callaway, Town Manager, presented from the staff report (on file with the Town Clerk).

Council Discussion:

Sven Leff, Truckee Donner Recreation & Park District (TDRPD) General Manager.  TDRPD has included a waste management plan for the venue for staff review.  No alternative transportation plan has been developed.  TDRPD permit covers about 3,500 people at the beach venue. o TDRPD has concerns with the entire 15,000 people that surround the lake for the event.
o The Town has to plan for the 15,000 people.
o Town is responsible for the safety of the entire community.  There are community benefits from the event.
 There was no agreement that the impacts to the surrounding neighborhood should be mitigated by TDRPD.
 TDRPD funded about $2,000 plus additional funding for staffing, bands and prizes.

Town Council Meeting March 14, 2023 Page 4 of 8
 A busy July weekend day could have 2,000 people at the beach.  The drone show would be $200,000 to $300,000 for 20-minute show.  The cost would be an additional $20 to $25 per person to break even if they have to cover the cost of safety and traffic control handled by the Town ($25,000).  Is there an alternative site for fireworks show – sports fields – water backdrop is necessary for the fireworks.

Council Discussion:
 What creative solutions can staff provide to offsite impacts.  Transit issues have been experienced in other areas.
 Schedule a clean up the day for the entire lake after the event.  Reducing the number of vehicles is the key, transit has challenges.  The discussion includes planning for an extreme emergency event. o This could be a higher risk event.
o The threat assessment is monitored by Police.
o Evacuation has a panic element, how long does it take to clear Donner Pass Road, hour and 30 to hour and 45 minutes to restore traffic.
o There is value in training TDPRD staff to facilitate appropriate evacuation response.  There is not enough information to accurately determine how many visitors are drawn to the lake for July 4th.
o The event is expected to bring approximately 15,000 people in attendance.  Is the issue the fireworks event.
o The permit from the TDRPD includes the entire day event with the fireworks. o The permit review process has not been circulated.
 TART connect will be running on July 4th.
 Cost of police, and contract for traffic control. Alternative agencies have not charged the Town for helping with this event.
 The comments are divided.
 This discussion is not about the July 4th celebration. The holiday is not about fireworks.  The community is evolving in housing, traffic, and tradition.  This is a nostalgic event.
 Benefits and impacts are not all identifiable or quantifiable.  There should be a more robust waste management plan for the entire lake.  And an alternative transportation plan.
 Revisit the special events policy to include mitigation measures that event promoters can choose from to mitigate impacts from the event.
 The mitigation for the 3,500 participants and appropriate for the TDRPD to plan.  It is within the Town purview to mitigate the traffic impacts of this event.  Look for creative ways to mitigate the impacts of waste, traffic and noise.  How much responsibility should TDRPD to mitigate the waste and traffic on the lake.

Mayor Romack opened the item for public comment.
