Town Council Meeting March 22, 2022
Council Questions:
Council’s decision between the closing date of May 15th date and June 13, will be to take the number of available registration certificates from the 1,255 as of December 31, 2021.
There was a handful that did not renew for 2022; upon the final deadline of May 15th, staff will bring back to Council the number of available registration certificates to set aside for the workforce housing advancement program and how many Council would like to direct toward the general pool which would be toward new applications. Once decided the fee will be set to register for the program; there will be no prorated amount if you register later in the year versus January 1st. If someone has newly purchased a home, for example, in June of 2021; would they need to wait the 365 days from the approval of the program?
o As drafted, the owner would need to wait the 365 days after the home is purchased not from the adoption of the Ordinance.
With the proposed increase in fines, Council requested a walk -through of the process after the TOT code compliance hotline is called.
o Staff provided a run-thorough of the process, confirming the multiple steps before a fine is issued.
Council clarified with staff that the Tahoe Donner Lodge’s development approval predates the Town’s incorporation, there is no opportunity to duplicate it. o The rule is not tied to a Homeowners Association’s (HOA’s) The Covenants, Conditions, and Restrictions (CC&R).
The Town cannot offer tax advice on 1031 exchanges.
At last count - there were 103 available STR registration certificates as the difference between what is currently existing and the cap of 1,255.
Mayor Henderson opened the item for public comment.
