In response to Council questions on Item 5.4. Bill Quesnel and Greg McDougall and Dan Wilkins, Town Engineer/Public Works Director addressed Council questions.  Rotary Club of Truckee has not yet reached out to the Truckee Downtown Merchants Association (TDMA) or Visit Truckee Tahoe (VTT) yet, but will reach out to them and other stakeholders and report back to Council.
 For site placements, Rotary established the criteria that the signs will be located in Town DocuSign Envelope ID: 5C9CF08C-EEEB-4AAB-A4F2-028784B14A19

right-of-way, discussed specific with Town staff, and did tours through Town to make sure there would be visibility and signs wouldn’t be obstructions.  Council is interested in potentially adding a comprehensive sign program to the work plan to discuss welcome signs as part of a larger program.
 Town staff do not have concerns about signs impacting snow removal on trails.  If Town is the eventual owner of signs, there may be a prevailing wage impact to construction cost and Town could have liability.
 Council wants community feedback on welcome and wayfinding signs.  Comprehensive signage programs are common, they identify placement, and appropriateness, like the existing business sign program.  Wayfinding signs can identify parking, recreation, historic district, and similar amenities.  The comprehensive sign program in eastern Placer County took a couple of years. Council will have a priorities session at the next meeting, but it’s likely that a comprehensive sign program would be more than six months in development.

5.5 Jen Callaway, Town Manager, presented the Town Manager Report.

Danny Renfrow, Acting Chief of Police addressed Council question on item 5.5:
 If you are already subscribed to Code Red, you do not need to re-subscribe provided you’re registered with your Truckee address.

7. Discussion Items

7.1 2022 Coburn Crossing Use Agreement Review
Recommended Action: Review the Coburn Crossing Use Agreement, review the 2022 monitoring report for consistency with the Use Agreement, and consider the six-month minimum lease requirement.

Yumie Dahn, Senior Planner, presented from the Staff Report (presentation on file with the Town Clerk).

Council Discussion:
 Coburn Crossing has rented out all but one of the units that were previously vacant. It takes about one month to rent out an empty unit, and three bedrooms are most desirable.  There has been about a 20% rent increase, which matches data from other rentals from Landing Locals.
 Tenants are requesting month-to-month, so they have flexibility if they find another housing unit and the 6-month, or 12-month timelines don’t match up.  Landlords prefer 6- or 12-months leases but have gone month-to-month on request of tenants.

Mayor Henderson opened the item for public comment.

Written comment received from Christopher Terrell.

Mayor Henderson closed public comment.

Council Direction:
 Council is supportive of amending use agreement to allow month-to-month after longer term lease has completed.

7.2 Vehicle Miles Traveled (VMT) CEQA Thresholds Update.

Recommended Action: Adopt Resolution 2022-13 to adopt updated California Environmental Quality Act (CEQA) Vehicle Miles Traveled (VMT) Thresholds as outlined in this staff report.

Becky Bucar, Engineering Manager, presented from the Staff Report (presentation on file with the Town Clerk).

Council Discussion:
 Neighborhood commercial projects that provide local services mig ht be over 10,000 square feet but likely wouldn’t be over 20,000. It’s not just a single building over 10,000 square feet, but also includes multiple buildings that in aggregate would be over 10,000.  If Northwoods Blvd. and Glenshire Dr. corridors were included in an expanded screening criterion, it would include nearly all residential and screen out most non-residential development. Analysis from 2020 shows that residential development in Tahoe Donner and Glenshire would generate more VMTs per unit.
 The primary goal of Senate Bill 743 is to reduce greenhouse gas (GHG) emissions, not necessarily the number of vehicles on the road.
 Current for sale affordable units as referenced in the Development code take into account home prices, interest rates, utility costs, insurance costs for a standardized methodology that generates ultimate sales price.
 Below Market Rate (BMR) program qualification is based on income limits and local employment.
 The geographic screening areas in Tahoe Donner are parcels that are zoned for neighborhood commercial.
 It is difficult to give specific mitigation examples, because it is challenging to find mitigation strategies that are implementable and a reasonable cost. Project proponents could modify project to fit within screen out options or go through the environmental impact reporting (EIR) process. Staff would work with project proponents before analysis to modify the project and Council could make a finding to override the VMT finding.  For alternative equivalents, staff would need to do a study to quantify benefits of the equivalents and ensure that they offset the VMTs. VMT mitigation program has been identified as possibility, potentially under the General Plan.  Electric Vehicle (EV) deed restrictions would be difficult to monitor. Office of Planning and Research (OPR) has identified that EV programs could be considered. EVs have some impacts with particulate matter but there currently is not a lot of data.

Mayor Henderson opened the item for public comment.

Written and verbal comment received from Patrick Flora, Contractors Association of Truckee Tahoe (CATT).

Mayor Henderson closed public comment.

Mayor Henderson adjourned for a brief recess at 7:12 pm.

Mayor Henderson reconvened at 7:22 pm.

Dan Wilkins, Town Engineer/Public Works Director addressed Council questions:
 Staff has created options for small projects that aren’t screened out to move forward with deed restrictions.
 Staff suggests that the 10,000 square feet limitation be increased to 20,000.  Council can give direction for staff to come back with another iteration.

Council Direction:
 Edit residential screening criteria to state “Any new residential unit of residential lot that is deep restricted to limit sale or rental to purchases or tenants that qualify under the “new projects” standards of the adopted Below Market Rate Program.

100% of the housing and lots in a project must be restricted in this way in order for the project to meet this requirement.”
 Edit non-residential screening criteria to state “Any local‐serving non-residential development that is less than 15,000 square feet of floor area AND is within the screening area identified in Figure B. However, this does not apply to a regional‐ serving retail or event venue project where more than 20 percent of customers are expected to come from outside the eastern Nevada County/eastern Placer County/eastern Sierra County region (excluding pass‐by trips), or an office (or other major employment generator) where more than 20 percent of employees are expected to live outside this region. The origins of customers may be estimated based on market studies, data collected at similar existing projects, or opinions of qualified professionals.”

The staff recommendation, including Council Direction above, moved by Council Member Klovstad, seconded by Council Member Polivy, and adopted with the following vote:

Ayes: Council Member Polivy, Vice Mayor Klovstad, Mayor Henderson, Council Member Klovstad, Council Member Zabriskie.

Noes: none.

Absent: none.
