Isaac Landman, CivicSpark Fellow, presented from the presentation (on file with Town Clerk).

Council Discussion:
 Mayor Henderson requested that Council keep questions away from specific program framework that will be brought back to Council this summer.  Deed restriction specifics are still being discussed in the programmatic conversations.  Homes that are sold or permits that are relinquished; those permits will go back into the regular pool.
 There are individuals in our community that are interested in the program.  Staff does not have an idea as to the minimum number of permits are required to make this an attractive program.
o This is a new program and the number provided by staff comes from a portion of the amount available after the registration deadline.
o Ultimately a Council decision as to the number.
 There is currently no information on deed restrictions with this program, that aspect is still being discussed.
 Staff aims to bring this item back to Council at the end of August; dependent on the timing to finish the program framework.

Sara Sherburne, Sustainability Program Analyst presented from the presentation (on file with Town Clerk).

Council Discussion:
 Remove impediments to the homeowner when making updates to show the financial benefit to homeowners and tenants.
 Staff is working on aligning with contractors and for a resource list for the public to relieve impediments to the program.
 Liberty Utility customers will go through Town staff, who will be administering the program. o Staff will evaluate the potential that there are fewer Liberty customers, which may cause less traffic from that customer base.
 Staff has done some initial outreach to determine how many contractors are available for this type of work.
 Staff will inquire with Truckee Donner Public Utility District (TDPUD) regarding the difference between the window square footage and the insulation cap in terms of the rebate values.  Staff will approach TDPUD to inquire on a tiered approach as the TDPUD already has programs aimed at the low-income level customer that provide the same benefits.  Thermal heat mapping is a valuable tool that could be added to the program.  The program incentive numbers are very small; understanding this is an initial step.  Tiered incentives for lower qualifying customers will be looked at and worked with TDPUD.  What other types of measures could we include in the future, free subsidies, engineering, estimates for swapping out appliances from electric, and others.
